INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. Huge banks of preparation plant refuse and other non¬saleable materials have accumulated over the years in all major United States coal producing areas. These banks, esthetically and commercially undesirable, can cause air and water pollution and land reclamation and mineral conservation problems for the industry and nearby communities Although some refuse banks have been reworked to recover saleable coal, all remain and accumulation continues. Even those previously processed continue as potential hazards. Among the several problems created by refuse banks, in situ combustion is most treacherous. Of the millions of tons of major accumulations, there are at least 450 refuse banks on, fire at this time Attempts to extinguish such fires are costly, impractical and generally unfruitful. Studies are in progress to evaluate the potential of processing such materials to eliminate the combustion capability and to yield usable fuel and nonfuel products. Aspects of the study now in. development for coal refuse include: (a) evaluation of characteristics (size, sink-float, ash, sulfur and calorific value) of the coal refuse materials which are known to be highly variable, (b) development of an ignition test having significance for in situ conditions, (c) study of processing capabilities (comminution for liberation, pilot plant washing tests), and (d) investigation of potentially significant properties of fuel and nonfuel products which could be altered to enhance their market potential.. Among the latter products are lightweight aggregate, fill for mine slushing operations, construction, etc: Plans are to extend the studies to include the design, erection, and test processing of refuse with a transportable plant,; which could provide basic economic and product utilization data from several locations

The operation of large opencast mines in a densely populated area in the centre of Europe involves an inevitable interference in the region. Thus, this is only possible with general acceptance by the regional stakeholders. In order to achieve this general acceptance, it is necessary to develop sound common concepts and to engage in a continuous dialogue with the stakeholders. The aim is to create seminal structures of relevance to the regional economy, taking into account the interests of the various stakeholders like e.g. authorities, local governments, the regional public, and churches. The recultivation of the mined-out areas represents the offset for the mining activities. RWE Power has reached high acceptance of its recultivation. This high acceptance is illustrated by various examples, from biotopes to high-yield agriculture and recreational areas. Thus, recultivation covers all the elements of sustainable development from social compatibility to ecological as well as economic aspects. This is only achievable through an intensive stakeholder dialogue in the region: The communities concerned are intensively involved in the planning and approval process for the new landscape. As far as social compatibility - one of the aspects of sustainable development - is concerned, the necessary resettlement of whole villages is one of the principal challenges. Over the last few decades, RWE Power has developed an approach that is broadly recognised by the stake-holders in the region. The best proof for this is the high proportion of resettlees taking part in the joint resettlement scheme offered. This can only be achieved by constant involvement of the stakeholders in the resettlement process. In conclusion, it can be stated that RWE Power has implemented a well-functioning stakeholder dialogue that guarantees the general acceptance necessary for mining operations.

The issue of regulating non-asbestiform varieties of the amphiboles actinolite, tremo1ite, and anthophyllite to the same degree as asbestos has been studied in detail by the National Stone Association. The ramifications of such a regulation, and the over simplistic regulatory definition of a fiber, are enormous not only for the aggregate industry and its users, but also for the nation. Evaluation of the health, geological, mineralogical, technical, economic and legal issues do not support an "asbestos-like" regulation of non-asbestiform minerals. The adverse consequences of regulating non-asbestiform varieties of actinolite, tremolite and anthophyllite like asbestos would be magnified many times if a similar standard for generic mineral fibers were promulgated.

The concepts of conditional probabi1ity and geometrical probability are used to establish a relation between the probability density of the trace length and the probability density of the discontinuity diameter. The discontinuity is represented as a thin circular disc. A numerical solution scheme is used to obtain the probability density of the disc diameter from the probability density of the trace length. An example was used to illustrate the possibly large difference between the mean discontinuity diameter and the mean trace length.

The recovery of P2O5 from a 90-95% minus 45 microns phosphate slimes sample was carried out in a 5.08-cm internal diameter and 549-cm high flotation column cell. The influence of the feed rate, feed percent (%) solids, and frother dosage on the recovery was investigated following a truncated cubic 3 level by 3 variables experimental design. Two three-variable interactions of feed rate (-l)/feed percent solids (+l)/frother dosage (-1) and feed rate (-l)/feed percent solids (-1)/ frother dosage (+I) gave the region of optimum column performance: recovery (52.60-74.50%), mass yield (15.68-18.80%), and concentrate grade (22.87-31.2196). The collector dosage also showed a significant influence on the column performance. The high reagent consumption relative to the current plant levels points to the need for the removal of ultrafine particles (<10 µm).

The recovery of silver and gallium from flue dust with acidified thiourea solutions was examined. The studied parameters were temperature, particle size, thiourea concentration, acid concentration, and the presence of oxidants. The study of the extraction of these two metals was undertaken in sulfuric acid medium. Silver dissolution was dependent on all examined parameters, whereas gallium extraction was only dependent on the initial acid concentration. The experimental results suggest a new very efficient method for recovery of both silver and gallium. Almost complete recovery of silver and gallium can be accomplished within 90 minutes. A technological scheme for recovery of both metals is also proposed.

The Golden Sunlight Mine started full-scale operations in February 1983, with a conventional open-pit mine supplying 4464 tonnes (5000 tons) per day of milling ore. After crushing and grinding, the ore is leached with cyanide solution in large agitation tanks. Soluble gold values are removed from the sand portion of the leached ore with five stages of countercurrent washing cyclones. After thickening of the cyclone-wash overflow slurry, the gold is recovered in activated carbon with a six-stage carbon-in-pulp circuit and a five-stage upflow carbon column circuit. Pressure stripping, carbon reactivation, electro-winning and refining complete the gold recovery process.

The Meadow River No. 1 Preparation Plant, owned by Sewell Coal Company, a subsidiary of the Pittston Company, was commissioned in the spring of 1974. The plant is designed to process 400 TPH of 5" x 0 raw coal. The 5" x 114&apos;l fraction is processed in a Heavy Medium Vessel with the 114 x 28M reporting to Deister Tables for cleaning. The 28M x 0 fraction is cleaned in flotation cells, with the froth going to clean coal vacuum filters and the tailings to a static thickener where the underflow is reclaimed on Refuse Filters prior to disposal. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the noise exposure in that particular environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: [ ]

INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. In 1982, the result of a 3-year study was published as "A Guide to the Understanding of Ore Reserve Estimation". The principal conclusions were that computation formed only part, and perhaps not the most important part, of an estimate and that the estimate should recognize that geological, mining engineering and metallurgical judgements formed an essential part of the eventual result. Subsequent expectation/realization studies of several mines have produced case histories which form the principal basis of the paper. These imply that geology is even a larger factor than thought earlier.

A mineral rights holding can ultimately only be turned to account by the profitable mining of ore on that property. The evaluation of South African gold mineral rights properties must therefore be carried out by assuming that they have potential to form part or all of a future gold mine. Such analysis involves the simulation of many of the estimation procedures that are normally carried out in a full feasibility study of a new mining venture but using far less data. This paper describes in detail the evaluation procedures that may be applied to an individual property and then indicates how these techniques can be applied to a whole mineral rights portfolio.

The pollution of our water supply, Lake Michigan, is a continuing threat so long as our overflows from combined sewers exist. The problems have become even more acute during recent years, due to the increase of paved area- which accelerates and enlarges the flows of storm water. After each storm, mixtures of raw sewage and storm water spill into our waterways. If the storm is too large for the drainage systems, the mixture backs up into our streets and basements. Under severe conditions, it may even become necessary to open the locks, and discharge the polluted water into Lake Michigan. Consider the scope of the problem, as shown in Figure 1. The area in which combined sewers exist is 375 square miles, located in the central parts of Chicago and 49 suburbs. There are an estimated 640 overflow outlets to the waterways, each requiring attention. The capacity of outlets tributary to the waterways has increased dramatically over the years. Each time a pocket of upstream flooding is drained into the channels, the problem of its rapid disposition increases. Another difficulty is that the bottom of our waterways is covered with a blanket of accumulated sludge, ranging in depth up to 3-feet. Raman Spectroscopy has become increasingly popular as a method to rapidly identify and characterize minerals, gem stones and other inorganic materials. Raman spectroscopy provides valuable information about the chemical bonds and structure of materials. In fact, the peak locations and intensities observed in a Raman spectrum can often be used to confirm the presence or absence of particular species in a sample. Some modern Raman spectrometers have been designed to analyze samples less than a micron in size while others are designed to rapidly screen bulk material with no sample preparation. Recent advances in software and automated instrument control have greatly reduced the complexity of Raman spectral analysis and provide an easy-to-use tool for analyzing minerals. We will describe the application of several multivariate statistical analysis techniques that have been developed to make use of the spectral libraries. In these techniques the spectrum is treated as a vector and sophisticated mathematical techniques are used to determine which spectral representations in the reference library best match the spectrum from the sample. The DXR Raman microscope was used to 1) Identify minerals by spectral searching, 2) Identifying several species in a sample using multi-component analysis 3) Mapping different species in an aggregate sample and 4) identifying inclusions in a sample.

This paper is based on two recently (2002) published reports: - "Breaking New Ground". Final report on the Mining, Minerals, and Sustainable Development Project (MMSD). - "2002 Sustainability Reporting Guidelines". Published by the Global Reporting Initiative (GRI). The GRI guidelines can be applied in all kinds of industries and other organizations, whereas the MMSD project report is sector specific. However, both reports center on the three pillars of sustainability. The performance indicators as they are presented in the GRI guidelines have been assessed and compared with the sector specific arguments in the MMSD report. Based on this evaluation, the paper points at some indicators that may be useful in the start-up phase of sustainability reporting, seen from the perspective of the aggregate industry in an industrialized North European country with increasing environmental awareness and pressure on natural resources.

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

The question of automation of concentrator operations with computer control is under increasing consideration. Some of the problems involved will be discussed from the viewpoint of the availability of the requisite, detailed knowledge of the unit operations. The justification for full-scale automation of a mill must ultimately be economic--an increase in profitability over and above the cost of instrumentation and development, Potential savings would be in three probable directions: decrease in operating labor costs by substitution of machine control; improved metallurgy through continuous effective control; and decreased operating costs by achieving higher unit capacities and process efficiencies.

The objective of the fines flotation step in a coal preparation plant is to maximize coal recovery subject to a constraint on the allowable ash in the concentrate. The objective is achieved when the incremental ash is driven to a target value determined by an economic constraint. In this paper, a phenomenological flotation model and ash analyzer combination are identified that allow the development of a soft sensor for incremental ash and subsequently a model-based strategy which manipulates key flotation variables to achieve the control objective. A combination of plant tests and computer simulations are presented to evaluate control-system performance in one operation.
