EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

Throughout the mining industry, pneumoconiosis is one of the most severe occupational health problems being faced. The goal of completely eliminating pneumoconiosis as an occupational health hazard was underscored by the Federal Government with its enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969). Under this law, permissible dust level standards will be placed at 2 mg/m3 in mine atmospheres by December 30, 1972. The mining industry is thus faced with the tremendous technical challenge of achieving this level. Two basic questions can be raised with regard to this legislation. First, does a maximum dust concentration of 2 mg/m3 prevent the occurrence of pneumoconiosis? Secondly, can this dust standard be achieved using presently available methods and equipment? A precise answer to the first question has not yet been developed by the medical profession. Studies are continuing on the origin, prevention, and therapy of pneumoconiosis, and permissible dust levels could become even lower as medical evidence accumulates. In 1997, 92.3% or 235.7 Mt (259.8 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River coalfield. The mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft). The thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash and 19.98 MJ/kg (8,590 Btu/lb.). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coalbeds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 289 Mm3/a (10.2 billion cu ft/year). This production is occurring west and downdip from the coal mines and is increasing each year.

Miami Copper Company began a block-caving operation in 1911 using a gravity mill to separate copper minerals from the Pinal Schist host rock. The tailing was deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill until 1932. In 1928 the larger and more distant Solitude tailing pile was developed which by 1932 was receiving all tailing except for upsets. In 1925 Miami Copper converted its gravity mill to flotation which began to produce higher sulfide copper recoveries.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7, 200 kg (15, 900 lbs) per day or 61%. Metal loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change and fewer than 1 % got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

First initiated by the British in the mid-1970's to assure the quality of British goods and services. ISO 9000 certification demonstrated the capability of a supplier to meet the requirements of the customer. A significant wollastonite resource has been discovered and evaluated near Seeley's Bay in southeastern Ontario. The deposit occurs in Grenville Frontenac Terrane granulite facies rock within a calc-silicate skarn in contact with Proterozoic-age gabbro. The steeply-dipping and tightly-folded wollastonite skarn beds are interlayered with diopside and quartz-feldspar skarns in a southwest-plunging synclinorium. More than 9 million tonnes of a drill-proven and inferred resource grading 41 % wollastonite has been identified, as well as an additional 3 million tonnes grading 30%. Mineralogical and process test work with the wollastonite from this deposit has demonstrated the potential to produce a high purity, high aspect ratio wollastonite product.

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

Maintaining satisfactory air quality in electro-winning tankhouses has been problematic and costly, particularly as plant operating current densities have increased. Conventional approaches, including the use of beads, hollow spheres, surfactants and coalescer devices, have not proved completely effective, requiring that powerful ventilation systems be installed. As workplace and environmental regulations become more stringent, containment of the acid mist at its source is more attractive. An electrode cap system based on this approach has been developed and tested in two commercial copper electrowinning tankhouses. The design, development, installation and cost of the new electrode cap system are described.

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

Increased production through the plant was limited due to thickener circuit constraints. To overcome these constraints and maximize plant throughput to match grinding circuit capability, two options were considered: A. Adding 2000 TPD CIL circuit to operate in parallel with the existing CCD circuit. B. Adding a CIL circuit to treat the entire 4600 TPD while retaining some thickeners for tailings thickening. Option B was selected based on simplified plant operations, reduced operating costs, minimal capital requirements, reduced solution losses, and bullion grade improvement.

This paper describes two-lane dual motorway tunnels under construction in Bergen. The tunnels are part of a by-pass motorway system throuth the most congested area of the city of Bergen. The tunnels are unique due to their length, heavy traffic, longitudinal ventilation system and the use of a tunnel boring machine, or "TBM", to excavate through hard rock. The tunnels are being built by The Norwegian Public Road Administration and the TBM was delivered by the Robbins Company. The diameter of the TBM is 7.8 m and the tunnel profile is cut by conventional drill and blasting methods in the tunnel's lower half to attain a two lane motorway tunnel. This paper also describes proposed fjord crossings along the Norwegian west coast where the TBM may be used due to its great advantages in comparison to conventional drill and blasting methods.

This presentation will be a general overview of the Cerrejon Coal Project being developed jointly by Carbocol, an entity of the Colombian government, and Intercor, an Exxon affiliate. The word "Cerrajon", by the way, is simply Spanish for a small hill. There is a distinctive hill near the mine site, and it's the only landmark of any significance. It's shown in Figure 1. So the locals call this area "El Cerrejon", "the little hill." Let me start with some of the highlights of the project, summarized in Figure 2, and then go into more detail later. A four-year feasibility study covered the geology, quality, engineering, construction operation and marketing of coal from this region. This study led Exxon to declare the project as commercial in July of 1980. Then in September of 1980 the president of Colombia gave the government's okay to proceed.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. An atomic force microscopy (AFM) has been applied to study the adsorption of collectors on mineral surfaces in a copper/molybdenum flotation system. AFM images show that collectors absorb on chalcopyrite surface in patches at pH 11. A study of temperature effect on surface morphology excludes the possibility that these patches are nanobubbles forming on hydrophobized mineral surface. Hydrocarbon oil absorbs on molybdenite quickly, while KEX (potassium ethyl xanthate) has little affinity for molybdenite. Pyrite is much more reactive in water and its surface is easily coated in Ca(OH)2 solutions at pH 11. Based on the obtained AFM images, the adsorption of chemicals on mineral surface and its impact on copper/molybdenum flotation were discussed.

Echo Bay Minerals operates a 650 tpd gravity float gold circuit at their Manhattan facility. The objective of this paper was to document the gold recovery by size distribution. This was accomplished by studying the material balance of each size fraction as it progressed through each gravity Circuit separator. It proved to be an impossible task. Figure I depicts the gravity circuit. The gravity cyclone underflow goes to two duplex Pan American type jigs. The jig overflow reports to the OK Flash Float Cell. The cyclone hutch product is reground and goes to a full size wilfly table. The rougher table concentrate reports to a pilot size Wi1fly cleaner table. The cleaner and rougher table tails circulate back to the jig feed. The gravity circuit was composite sampled for two to four hours per day for four days. Each sample was taken every 20 minutes. Each composite sample was filtered, dried, repu1ped, and screened through a wet/dry screening procedure. Each size fraction was checked for gold value by fire assay fussion technique. A material balance was run on each size fraction. The tables listing the results are enclosed.

INTRODUCTION The work described here refers to the Genesee River Interceptor Southeast Project. This project is a part of the Combined Sewer Overflow Abatement Program, Phase I, for the Rochester Pure Water District, Rochester, New York. Our contract required the design of a 13,200-feet long main tunnel, 14 feet finished diameter, approximately 100-120 Feet below ground; drop shafts and diversion tunnels to deliver surface flow to the main tunnel; a gate chamber whereby the main tunnel is dropped 35 feet, and provision made for connection to the future tunnel in Phase II, as well as a host of other surface structures. Cross sectional dimensions for the structures involved varied from 16 feet circular to a 20'x50' horseshoe, in a competent rock formation consisting of Lockport Dolomite and Rochester Shale. In the construction of a rock tunnel, the problems of the tunnel designers are as follows: 1. To evaluate stresses in the rock as a result of excavation. 2. Design a temporary support system to prevent any rock failure during the period of construction. Design of this temporary support system is empirical. Design loads given by empirical relations are dependent upon the rock quality and size of opening. Temporary support system may either be steel frames closely spaced along the length of tunnel and tied together, in the case of poor rock, or, an even spacing of rock bolts in the case of competent rock. 3. Design a final lining for the service loads. Service loads, in our case of a water-carrying tunnel, are hydrostatic pressure due to ground water, deadweight of lining) pressure of contained water and time dependent rock loading. The constitutive properties of the rock are extremely complex because of discontinuities, pre-existing stresses due to overburden, material symmetries and changes of initial state associated with the process of excavation. The changes of initial state may be changes of stress fields along with the consequent yield of the material or the extension of existing discontinuities.

Gold Fields' Mesquite mine, located in southeastern California, heap leaches low grade gold ore at an annual rate of 2.7 Mt (3 million st). Ore is crushed in a two stage open circuit and belt agglomerated prior to loading on the leach pads. Since initial heap construction in October of 1985, a number of operating practices have been modified and several agglomeration techniques have been tested in an effort to improve percolation and reduce leaching time. Findings to date are discussed.
