Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

Materials related problems at mines can be big ones - like a newly completed 1 -m (3.5ft) water pipeline burst during initial filling, grinding ball consumption at double the typical norms on startup of a new semiautogenous grinding (SAG) mill circuit or 30 open-pit haul trucks in the shop for new bed liners after less than a year’s service. Materials engineering provides solutions to these kinds of equipment problems by selecting good materials and designs, by trouble-shooting service failures and by maintaining high quality in vendor-furnished materials and components. Materials with good properties, correctly made and fabricated, correctly installed in mining and processing equipment, produce ore and final products reliably and efficiently. Materials engineering, applied during design phases, specification writing, and receipt and installation of materials, ensures that equipment will have the best possible shot at performing up to expectations. Good calls on materials properties - specifying state-of-art materials produced by competent manufacturers - help mine managers to reduce downtime and mining and processing costs. Materials that are improperly made or specified can make a mining operation less efficient or, possibly, uneconomical.

Recent investigations by Mannesmann Research have shown that disintegration of sinter with widely varying quality levels is subject to a much more complex set of influences than was previously assumed. It was confirmed that disintegration at temperatures between 300 and 600 °C is triggered by the degradation of hematite. The specific tendency of hematite to disintegrate is, however, not constant: sinters containing the same amount of hematite can show widely differing disintegration tendencies depending upon structural homogeneity, porosity and gangue quantity. Especially sinters with heterogeneous structures transmit stress to the hematite phase and this favours disintegration. Another factor is the brittleness of the glassy silicate phase, which can be influenced even by small modifications of minor gangue constituents.

New methods of reducing stopping leakage have been investigated by Mine Safety Appliance Research Corporation, working under contract to the U. S. Bureau of Mines. It was found that proper construction techniques are far more important in reducing leakage than the type of sealant used, provided the sealant has sufficient adhesion and strength. Leakage could also be substantially reduced by brushing on modified mortar sealants rather than using the accepted method of trowelling them on.

INTRODUCTION Most metallic minerals and some industrial minerals have a relatively high specific gravity and most have at one time or another been concentrated by gravity methods. The principles of gravity concentration are straightforward, well documented and easy to understand, but in practice there are many pitfalls that await the engineer in the development of an integrated flowsheet. Gravity concentration equipment has a long history of use and there is a great diversity available. The equipment is capable of treating material over a broad size range, only falling off in efficiency in the very fine sizes. Gravity concentration is also inexpensive, generally free of environmental problems, and commercial equipment can process large tonnages of ore with a minimum of capital cost. As might be expected of an efficient and low cost process, the bulk of the tonnage quickly and inexpensively. Another obvious application is treating mineral deposits such as hematite and manganese ores that are sufficiently liberated after a minimum of crushing to allow production of a coarse concentrate that will meet market specifications. Except for hand picking and mechanical sorting, there is no competing process on coarse size material. Conversely, it is sometimes obvious that gravity concentration does not warrant consideration. Examples are ores that require very fine grinding to attain liberation, for ores where the minerals of interest have a gravity similar to the gangue, and ores that are strongly magnetic. During 1993, contraction of indus¬trial economies in Germany (-2%), France (-1 %), Japan (-0.1 %), Eastern Europe (-2%) and the former Soviet Union (-13%) dimmed prospects of a robust economic recovery for North America. Some European countries that suffer from high unemployment and large government deficits have non-com¬petitive cost structures that will require long-term economic reforms to solve. Restructuring in the United States also continued in 1993. The sluggish pace of the US economic recovery, in¬troduction of federal tax increases and the persistence of high levels of unemployment did little to inspire consumer confidence. By the end of the year, however, sales of consumer durable and capital equipment began to grow. Depressed demand for minerals by industrial economies in recession was partially offset by continuing rational¬ization or abandonment of non-competi¬tive productive capacity in Eastern Eu¬rope and the former Soviet Union. Al¬though aluminum, lead, titanium sponge and zinc prices fell, increases in copper and steel consumption helped steady their prices along with prices of some alloys. Cash flow to the mining industry - the primary source of exploration funds - was therefore constrained. Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. The equations of heat conduction are numerically solved for two kinds of artificial freezing- mechanical freezing and liquid nitrogen freezing. A two dimensional finite difference model simulating the freezing field is developed. The procedure introduces a way to simulate the effect of latent heat released when water transforms from liquid to solid. The procedure also produces a way to calculate the harmonic mean of heat conductivity used when dealing with heterogeneous material. The theoretically derived temperature distributions in frozen soil are given and compared with measured data. An analysis is made on the thermal design in shaft freezing. The average temperature of frozen soil is calculated by using numerical integration. The regularity of development of frozen soil radius is revealed and given in an appropriate mathematical model.

The depth capability of engineering seismographs has been greatly increased by the use of signal enhancement, a technique in which seismic waveforms created by repeated impacts are digitized, stored, and summed. Summation amplifies the signal and partially cancels background noise. This gives a clearer picture of the wave aid makes it possible to determine the travel tune of signals from 'eater depth. Signal enhancement combined with continuous display of waveform, permanent recording of waveform, and precision digital readout of travel time has opened new fields of application in mining and engineering. A technique was developed to determine the fraction of air recirculated from the scrubber exhaust toward the face and the fraction of gas captured by the scrubber. To determine these two values, a series of tests was required. In the first test, gas was released at the face area and concentrations measured at the scrubber exhaust. In the second test, gas was released directly into the scrubber with concentrations again measured in the scrubber exhaust. The simultaneous solution of two independent flow expressions gave values of recirculation and scrubber capture. A series of tests was conducted with various combinations of scrubber flow, curtain flow, setback distance, and machine location. Statistical analyses then were conducted to determine those factors which influenced the levels of scrubber recirculation and scrubber capture in a deep cut. INTRODUCTION As cutting depths increase, the trend is toward the use of blowing face ventilation systems. With these ventilation systems, the potential exists for recirculation between the scrubber exhaust and the intake air stream. One concern is that methane gas, having been removed from the face area, is subsequently recirculated back into the intake airflow. Under these conditions, methane-laden air could be substituted for fresh intake air, leading to increased methane concentrations at the face. There is currently no standard for recirculation between the scrubber and intake airflows. The implied understanding of the Mine Safety and Health Administration (MSHA) is, and has always been, that any recirculation of ventilation air is unacceptable. To minimize recirculation potential, MSHA suggests that operators maintain scrubber and curtain flows within 0.47 m3/sec (1000 cfm) of each other. Given that recirculation may occur in some circumstances, the question arises as to how much recirculation constitutes a hazard for the face workers. Unfortunately, there is currently insufficient information to answer this. Emphasis must instead be placed on means to quantify the amount of recirculation between the scrubber and face area. Methods must also be examined to control this phenomenon. This paper presents a technique for quantifying recirculation and scrubber capture levels in a blowing face ventilation system. Several ventilation parameters are investigated to determine their effects on these levels. DEVELOPMENT OF RECIRCULATION EXPRESSIONS One way to measure airflow quantities at a point near the face would be to measure the gas flow rate Qgas, and gas concentration c at that location. The airflow Qair, would be simply the ratio of these two values, Qair, = Qgas/c. Although gas concentration values, c, can be obtained easily with existing gas monitoring equipment, it is more difficult to obtain gas flow readings, Qgas, at specific locations. To obtain these values of Qgas, another method was needed. Previous work in this area was conducted by Kissell and Bielicki (1975). However, the calculations in their model assumed a constant gas concentration in the region around the continuous miner. In a deep cut, it is questionable that gas concentrations would remain constant or uniform around the mining machine. The technique presented here does not rely on this assumption. It instead assumes that the gas concentration in the scrubber exhaust remains constant. A quantity of gas released at the cutting face either flows into the scrubber inlets or bypasses the inlets and flows around the off-curtain side (in this example, the right side) of the continuous miner (Figure 1). The suitability of large-stone materials continues to present occasional problems in US construction. Distinctive modes of rock deterioration cracking, spalling, delaminating. disaggregating, disintegrating, and dissolving help to distinguish causes of deterioration. Design requirements, costs, and environmental factors remain critical to performance. The rating of material quality from superior hypes such as granite to marginal types such as conglomerate is too simplistic but may be useful in a preliminary way. Regardless, the market is dominated by limestone/dolomite material types because of their widespread availability. Certain tests that have been standardized are widely accepted and used for evaluating stone as riprap and armor. These tests are adapted from those used extensively for concrete aggregate; they explore the resistance of the rock to destructive processes such as abrasion, freeze-thaw, and wet-dry environmental attack. The field evaluation of the rock source is often as important as testing. Important limitations imposed by natural jointing and variations of bedding are documented in this manner. The field examination also supports the testing by estimating how much of the quarry is rep¬resented by each of the samples to be tested. Finally, quarrying and processing methods and transportation are carefully considered in regard to stone quality, average size, size gradation, and cost.

Coal is found in every major geographic region throughout Alaska and in two offshore areas. Since about 1852 over 100 small mines have opened and closed. Last years production was almost entirely from one mine in central Alaska. Clearly the utilization of Alaska's abundant coal resources presents political, economic and technical problems that are far from solution. Location and Physical Features Figure one illustrates the geographical and geological similarity between Alaska and western United States. The Arctic region of Alaska generally resembles Wyoming and the Dakotas. The Brooks Range is an extension of the Rocky Mountains. The Central region of Alaska between the Brooks Range and the Alaska Range bears a general resemblance to the basin and range country of western United States. The Southcentral and Southeastern regions has a similar resemblance to the Sierra Nevadas and the west coast of the United States.

In many mining operations, particularly northern open-pit mines, large seasonal variations in grinding slurry temperature can occur. It is shown in this paper that this temperature shift can cause a winter-time loss in autogenous grinding efficiency of as much as 20Y. if it is not controlled. Laboratory experimentation indicates that much of this effect is due to increases in slurry viscosity as the temperature is decreased. An additional effect may result from changes in rock strength upon freezing, for which possible mechanisms are discussed. However, no effect clearly resulting from rock strength changes has been definitely confirmed.

The stability of bentonite clay suspensions against flocculation in the presence of certain anionic polymers was investigated. These polymers included a purified sodium lignosulfonate, a sodium oxylignosulfonate, a potassium salt of humic acid, and a sodium polyacrylate. The polymers differed from one another in molecular weight as well as in carboxylic, phenolic, and sulfonate group contents. The scope of this study is in evaluating the extent of thinning achievable in a bentonite clay suspension in the presence of these anionic polymers under varying electrolyte concentration, presumably as a result of deflocculation of the clay platelets by the polymers. Under certain conditions of polymer dosage and electrolyte concentration, the lignosulfonate seemed to have flocculated the clay suspension, while the other polymers served fairly well as a deflocculating/dispersing agent. The lignosulfonate, however, showed some deflocculating ability when the electrolyte concentration of the suspending medium (water) was increased by adding sodium chloride to the clay suspension. Among the four polymers tested, the polyacrylate was found to be the most effective in deflocculating clay particles, followed by the humate and the oxylignosulfonate.
