Previous research on continuous mining operations has shown that significant interactions exist between dust-control parameter application and the resulting respirable dust levels. However, simply increasing the level of the controls does not guarantee a reduction in respirable dust levels. Full-scale laboratory tests are being conducted to provide information to longwall operators that would assist them in selecting control parameters to reduce dust levels for mine-specific conditions. The interactions between face air velocity, shearer water quantity, drum water spray pressure, external water spray pressure and spray system design were evaluated in a simulated 2.13-m (7 ft) coal seam for two cutting directions. Locations around and downwind of the shearer were monitored to evaluate relative changes in respirable dust levels as a function of each control parameter.

Collophane, cryptocrystalline fluorapatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Cr3+, Fe2+, Cd2+, Hg2+ and Pb2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+ contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested. The Channel Tunnel Rail Link (CTRL) will be Britain’s first major new railway for over a century—a high-speed line running for 109km (68 miles) between St. Pancras station in London and the Channel Tunnel. The new line has been under construction since October 1998 and the first phase will open in October 2003. The project includes22km of twin 7.15m ID TBM bored tunnels under London and the River Thames, and the 3km North Downs Tunnel, the first major NATM tunnel to be constructed in the United Kingdom since the collapse of the Heathrow Express Tunnels in 1994. This paper will discuss the design of these tunnels and describe the construction progress to date. The discussion will include details of segmental lining design, TBM specification, and sprayed concrete lining design.

Sustainable development in the mineral industry requires a paradigm shift from purely economic to multi-objective decision-making, considering economic, social, environmental and governance criteria. The commonly accepted aim is responsible stewardship of non-renewable resources. State-of-the-art 3D geological and mine modeling software technology can contribute to meet this objective as reliable and accurate geological models form the basis for an optimum management. The benefits obtained by the application of computerized modeling are illustrated at hand of three studies. The examples cover global and local producers of industrial minerals in fully developed as well as development countries. They refer to different levels of planning, from initial resource assessment over long-term planning to the generation of rolling forecast for operative planning in a running mine.

The metallurgical performance of column flotation is determined by the concentrate grade and recovery. Although the former can be continuously measured using an on-stream analyzer, the latter must be estimated by a material balance calculation based on seldom verified steady-state assumptions. Consequently, the automatic control and optimization of flotation columns should be performed using secondary variables having a strong influence on the metallurgical performance, such as froth depth, gas hold-up or bubble surface area flux and bias. The aim of this paper is to present a method to get froth depth and bias measurements using virtual sensors. Fractional factorial experiment design for the neural network calibration of the bias sensor, pilot plant results, and eventual industrial applications – including the possibility of achieving effective real-time optimization from bias and froth depth measurements – will also be discussed.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. This study presents the development of a simplified artificial neural network (ANN) for the characterization of rock mass with a simultaneous display of its output in a three-dimensional interactive environment as well as in the form of a text document. The system was developed using JAVA object-oriented language, virtual-reality modeling language (VRML) and JavaScript, and it runs on the Internet. The user can walk through a three-dimensional virtual roadway, checking the underground rock mass behavior and, consequently, can design a support system. The system first characterizes the rock mass with the help of a neural network and recommends a suitable support system for the particular geomining condition. The system then represents its output in a three-dimensional environment. The neural network developed in this system was trained with 261 data sets, and its performance was evaluated with five case histories. The evaluation results showed that the network could identify the rock category and support system adaptively. The average error for the support load was 2.7%. Among the five case histories, two were represented in a three-dimensional environment. The output obtained from the overall system compared favorably with the existing underground conditions.

This paper presents an overview of the New Mississippi Tunnel Outfall for the Transportation Expansion Project (T-REX). The Outfall conveys highway and other urban drainage to the South Platte River as well as provides long needed relief from flooding problems in the southeastern portion of the Interstate 25 highway corridor. The Outfall tunnel incorporates a one-pass precast concrete segmented liner to convey storm water under I-25 then under Mississippi Avenue to the river. The Outfall crosses both the existing I-25 as well as the future improvements including under the Light Rail Transit, a new bridge abutment, widened lanes, and new retaining walls. The Outfall also crosses adjacent to several buildings and five bridges, under major traffic and utility intersections, and through difficult geology.

As the techniques and resolution for three-dimensional spatial analysis have advanced in the last decade, it is now possible to map in detail the microstructure of multiphase materials in three-dimensional digital space. In this regard, three-dimensional X-ray microtomography offers a unique imaging capability. Spatial resolution on the order of 10 µm can be achieved with the use of microfocus X-ray generators. Recently, a state-of-the-art cone beam X-ray microtomography system was installed at the University of Utah for the quantitative analysis of multiphase materials in three dimensions. This facility was designed to obtain 2,048 by 2,048-pixel reconstruction over a 10-mm diameter, while also allowing for the imaging of somewhat larger (40-mm) objects. The system is capable of handling high-density materials, even materials having a density as high as 8.0 g/cm3. This unique, one-of-a-kind instrument can be used to obtain three-dimensional spatial reconstruction for many applications, such as three-dimensional liberation analysis, pore structure analysis of particle beds during filtration and the air-void system of concrete structures. The utilization of X-ray microtomography not only allows for the quantitative analysis of multiphase systems but also allows, for the textural characterization and determination of phase continuity. This paper presents information regarding the current use of this new facility and a review of potential applications for the advanced analytical system. High speed stirred milling is a relatively new method of grinding in the metalliferous process industries. However it has been it has been in wide spread use in the industrial mineral field for over 30 years for various minerals. Many existing metallurgical operations are looking to maximize economic return from existing deposits, requiring new thinking and technologies. The operating experience of two existing copper operations will be covered to show the effect of the introduction of the Metso Stirred Media Detritor (SMD) a new type of high speed stirred mill. Both operations have derived significant metallurgical benefits from the introduction of this new technology. The benefits and process difficulties are covered and explained.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

Gypsum (CaSO4-2H2O) is an abundant and naturally occurring mineral. Under elevated temperatures (250 to 300°F) gypsum loses its crystalline water and is converted to hemihydrate (CaSO4 -0.5H2O). The hemihydrate form is also called plaster that is widely used in wall- board, joint compound, and many other industrial applications. At temperatures higher than 450°F (up to 1,200°F), gypsum loses all crystalline water and is converted to anhydrite form (CaSO4). The loss of crystalline water at elevated temperatures is an endothermic reaction. This property makes gypsum an attractive filler and fire retardant in certain thermosetting plastics. The applications of gypsum in plastics, food, pharmaceutical, and paper coatings will be reviewed in this paper. The future of synthetic gypsum, a by product of various industrial processes, will also be discussed.

Mining is a risky business. The cost of exploring for new mineral deposits is high and the success rate of finding one worthy of development is relatively low. And once a deposit is identified, there is no guarantee that it will become a mine. Mining companies have to spend a lot of time and money on due diligence, prefeasibility and feasibility studies, and sustainable development and environmental issues before deciding whether the deposit will become a profitable mine. And then there are the millions of dollars spent in developing the deposit and building a mine. No wonder the mining industry has trouble attracting investment capital. Companies take a large risk in developing reserves and investors take a similar risk in investing in them. So mining companies must be as accurate as possible in determining mineralization that makes it to reserve status. After all, reserves are a company’s most important asset and one of the critical factors analysts and funding sources look at when determining if a mine or mining company is worth the risk.

Historically two basic approaches of production sequencing have been formed in the theory of open pit mine design. The first approach implements a technological discretization of the pit space within the ultimate pit outlines where the minimum working width is the limiting technological factor. The second approach uses a pseudo-economic discretization based on the implementation of analytical methods for designing intermediate/ultimate pit outlines and the concept of pit shells generation. The paper offers an elaborate analysis of both approaches used currently for discretization of the geological medium into working benches and modelling the working zone of open pit mine. The analysis is extended with a new vision for unification of the mining systems in open pit mine design under the form of a classification. A comparison of the approaches is provided to illustrate their advantages and disadvantages with regard to the implementation of the principle of waste deferment as one of the main principles of mine planning that exploits the time effect of money.

Lineament analysis, a remote sensing application, for geological structures, has been criticized, for its reliance on subjective interpretations. The Mine Safety & Health Administration's Roof Control Division performs lineament analyses with a technique that removes much subjectivity. Study areas are viewed on satellite images with software that allows examination under artificial sun azimuths and elevations. Extraneous lineaments are removed through successive steps of superposition, resulting in selection of the most robust linear features. Field investigations revealed a strong coincidence of joint and. fault zones that were parallel with projected lineaments. The Roof Control Division's successful identification o f lineaments associated with roof falls and high wall failures has prompted some mine managers to incorporate lineament analysis as a mine-planning tool. The identification of potentially hazardous ground conditions would allow mine operators to obviate safety concerns that might otherwise adversely affect the health and safety of miners.

Microwave pretreatment is one of the emerging technologies which have been reported as having potential economic benefits for the processing of amenable ores. The application of microwave pretreatment to the processing of refractory and finely disseminated ores is of great interest as the technology can potentially reduce high comminution costs and improve mineral liberation. Sized ore samples were subjected to microwave irradiation at power levels varying from 1 to 5 kW over exposure times of between 1 and 6minutes in order to determine the influence of heating rate on mineral transformation, ground product size distribution and mineral liberation. The microwave irradiated samples were ground and subsequently floated. A comparison is made with non-microwave treated samples. Flotation grade and recovery show a strong dependence on the microwave absorption characteristics of the mineral components of the ore, in the following decreasing order -sphalerite, galena, and lastly chalcopyrite.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

Time Domain Reflectometry (TDR) is a pulse testing technique developed by the telecommunications and power industry for use in locating breaks in cables. Variations of this principle have been utilized in applications pertinent to closure and reclamation of coal operations. This paper focuses on applications of TDR technology in the mining industry including monitoring of slope movement, abandoned mine subsidence, ground water levels and subsurface LNAPLs, landfill cover performance, and consolidation of mine tailings. TDR technology has been particularly effective for remote automated monitoring, and alarm systems have been implemented for monitoring subsidence.

Many investigators conducted surface force measurements between hydrophobic surfaces in water, and observed attractive force that was substantially stronger than the van der Waals attractive force. The excess force was appropriately referred to as “hydrophobic force”, for which many different theories have been put forth by numerous investigators. In an earlier publication (Yoon and Ravishankar, 1996), it was suggested that the hydrophobic force maybe due to the interaction between the large dipoles created by the surfactants adsorbing on solid surfaces in patches (or domains). In the present work, a mathematical model has been developed to further elaborate the theory.

Several static tests estimate the capacity of mine waste to produce and neutralize acid and are used as tools for predicting metal-mine waste drainage quality. Various methods and their accuracies are addressed. More accurate quantification of these capacities, as well as their availability and reactivity, may be necessary to predict drainage quality from some mine wastes. Chemical analyses, x-ray diffraction, optical microscopy, scanning electron microscopy, and electron beam analyses are among the techniques commercially available to more accurately quantify these capacities and provide insight into their availability and reactivity.
