More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. Intelligent application requires a thorough understanding of the nature of the material, knowledge of the process wherein it is going to be applied, and consideration of the environmental conditions in which it will serve, for these determine the proper amount, type, compound and configuration for an economically successful application.

I. CONCEPT MARTA's Peachtree Center Station is being mined out of hard rock, directly beneath Atlanta's central business district, with minimal surface disruption during construction. Its cost is competitive with that of a conventional cut-and-cover alternative owing to its design concept, which utilizes the rock as a primary structural and architectural material. II. PLANNING The station was originally planned for cut-and-cover construction. However, Peachtree Street is unusually narrow for a main business street (generally 78 feet (24 m) between building lines) and cut-and-cover construction would therefore be very disruptive to surface traffic and severely restrict access to adjacent buildings, including Peachtree Center, Atlanta's showcase business/commercial complex. In most circumstances, the traditional methods of. ore reserve estimation for large undulating sedimentary deposits, such as coal and iron formations, do not allow the accurate prediction of grade for mining blocks. The problem is Particularly accute when the mining blocks are small with respect to the thickness of the geological zones in the deposit, and when there are significant grade changes between the foot-wall and hanging-wall of these zones. A simple geostatistical model has been developed, which takes into account the grade changes not only in the direction of the geological strata, but also in the direction normal to these strata. The genesis of sedimentary deposits and the resulting geological properties of these deposits were considered in the development of the model. The model has been successfully applied to the evaluation of a large coal deposit. Eventhough some practical difficulties have been encountered, for example when part of a geological zone was missing or had not been sampled, these difficulties have been .resolved. Both the theory and its practical application are presented in this paper.

INTRODUCTION Our company has made persistent efforts to utilize the very latest cost-saving technology in tunnel design and construction. However, we were relatively late in joining the clan of slurry shield tunnelers. The challenge came in 1973, when our company was low bidder on a major sewer tunnel in Hamburg, West Germany. The tunnel was to be driven under the harbor region through coarse and fine sands with up to 60 ft hydrostatic head of water. Outer diameter was 15 ft, and length was 2.9 miles. This contract appeared right to enter the new field of slurry face tunneling. We gathered a design-engineering team to develop the machine, called it "Hydroshield", and used it on the project. The good performance of the prototype machine encouraged us to improve and modify the equipment design. The very latest model is now in use on a subway tunnel in Antwerp, Belgium. This tunnel is 21 ft outer diameter and 2.4 miles in total length. In terms of excavated volume it is the world's largest slurry shield contract. While the drive is still in full swing, we are currently preparing for 3 further Hydroshield applications, with diameters ranging from 12 to 32 ft. This paper describes the Hydroshield's salient design features, operational characteristics, construction reliability and performance levels, as experienced in West Germany and Belgium.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

The evolution of Inco's Selective Reduction Smelting Process as practised today is described, beginning with the initial laboratory experiments on small samples to the processing of large bulk samples through pilot plant equipment. For both the Guatemalan and Indonesian (Soroako) ores, the initial screening tests using hydro-, vapo-, and pyro-metallurgical processes showed that the latter was the most promising both metallurgically and economically. Later, larger scale tests confirmed the earlier testwork.

In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

The Pueblo Viejo gold/silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/tonne gold and 20 g/tonne silver at a rate of 7,250 tonnes/day. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide orebody. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history having been mined by the indigenous Arawak Indians (for some time in the early sixteenth century) prior to the arrival of the Spanish and then by the Spaniards. In the early 1950?s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and accordingly, the plant was designed, built and brought into production.

Large scale surface coal mining will be required to fill future energy demand in the United States. In realization of this long-term commitment to coal resources, the U.S. Energy Re-search and Development Administration sponsored a study to determine the costs and problems of large-scale surface coal mining. As a result of this study a series of computer models were developed that can be used by government and industry to: 1) facilitate mine design and equipment selection, 2) provide detailed analyses of mining and processing costs. Two types of models were developed: detailed simulation models, which provide detailed information on mining systems and equipment to assist in mine design and equipment selection1 and broad models, which provide a first-order evaluation of deposits and new ventures for an entire mining complex. The complete model series permits examination of surface coal mining under a variety of terrain conditions. Six different mining methods were analyzed and documented during the overall project: 1) Area stripping with draglines, 2) Area stripping with draglines, extended bench, 3) Contour stripping with draglines, 4) Area stripping with shovels (loaders) and trucks, 5) Mountain top removal with shovels (loaders) and trucks, 6) Multiple dipping seam mining with shovels (loaders) and trucks. Each major operation in the coal mining pro-cess is represented in these models so that the best methods and equipment may be selected and 50 that the impact of such selection will be reflected in estimates of capital investment, operating costs, and coal price. Individual models allow the user to separately analyze overburden removal, overburden drilling and blasting, coal drilling and blasting, coal loading and hauling, coal preparation and handling, land reclamation, and premining, facilities, and administrative expenses. Because it is impossible to cover all the models in this paper, only the detailed simulation models representative of the technique "area stripping with draglines," are described. The Fort Union Strippable Coal Resource Region, one of eight test cases, is used as an example to describe the models.

This article discusses four principal areas relevant to financing direct reduction facilities: (1) Lenders' differing requirements with respect to projected cash flows; (2) The impact of leveraging on project viability; (3) The importance of appropriate debt structure; (4) The significance of accurate and complete capital cost estimates. The overall findings emphasize the inseparable connection between the project economics and its financeability, and particularly how direcly intertwined they both are in the project planning.

The lesser developed countries (LDC's) may be classified into two categories: 1) oil producers, and 2) non-oil producers. The non-oil producing LDC's, as a class, are at present in very difficult financial straits. (1) Since the quadrupling of world market crude oil prices in 1972, an ever greater share of the LDC's export earnings have gone to pay for oil imports, in-stead of national reinvestment. The LDC's inter-national debts--much of it to pay for oil--have soared to record levels, with consequent limits for future credits. (1) Again, this inhibits future national investments, and there does not seem to be an end to the future increase of Organization of Petroleum Exporting Countries (OPEC) prices. Indeed, some of the economic difficulties in some metal markets--particularly the imbalance of production vs. markets for copper, can be traced indirectly to the OPEC cartels' heavy-handed impact on copper producing LDC's which must produce copper at any price to meet their oil bills. (2) Among the major oil importing LDC's are the Philippines and South Korea. 50th nations have substantial cement industries. The South Korean industry is geared for major export markets in the Far East. Both nations have ambitious plans for economic growth in order to accommodate burgeoning populations with ever increasing expectations for high standards of living. These plans had some success, more or less, until the high OPEC oil cartel charges had to be borne. Now, in common with all oil-deficit areas, the Philippines and South Korea are seeking lower cost sources of energy. Both countries have coal deposits. In the case of the Philippines, the reserves are in scattered, relatively small deposits. Most of the coal deposits are faulted, folded and, in general present formidable production problems for limited reserves. Nonetheless production has been on the order of about 70,000 to 150,000 tons per year in the last 30 years. Prior productions (1920-1941) varied between 9,000 Co 150,000 tons per year. (13)

Synthetically produced magnesium hydroxide serves as the precursor for much of the magnesium oxide produced in the world today. Magnesium oxide, in a variety of physical and chemically reactive forms, is a very important commodity. It is used as the main component in refractories employed in steelmaking furnaces and in many base metal refining furnaces. In the chemical industry, it serves as a raw material in the production of epsom salts, rayon acetate, oxychloride and oxysulfate cements and magnesium sulfonates. It is a minor component in fertilizers and animal feeds. It serves as the starting material for producing fused magnesia, used as an electrical insulator in electric heating elements. It is employed in the magnesium sulfite process for pulp digestion in the paper industry. Additional uses are in SO2 scrubbers, as a neutralizing agent in the tanning industry and as a component in rubber compounding. Magnesium oxide is produced not only from synthetically produced magnesium hydroxide. It is produced from natural magnesites, natural brucites, and natural and synthetic hydro-magnesites. Synthetic magnesium hydroxide, as a starting material provides more control of the chemical purity and chemical reactivity of resulting magnesium oxide products because of the uniform nature, chemical and physical, of the hydroxide that can be produced. Synthetic magnesium hydroxide is produced by precipitation of Mg (OH)2 from magnesium chloride bearing seawater or natural brines through the use of a base such as Ca(OH)2 or NaOH.

Autogenous grinding, broadly defined as the self-comminution of ore in a cylindrical tumbling mill without using auxiliary grinding media, was first applied in the early thirties in the so-called Hadsel mills (Figure 1) mainly used in gold mines on the U.S. West Coast. A number of these mills were built in sizes of 20 to 24 ft. in diameter and five-six feet in length but were later abandoned because of operating and maintenance problems. Further development of autogenous grinding led to the Hardinge wet grinding mill (Figure 2), the Aerofall dry grinding mill and others. A tabulation of all known autogenous and semi-autogenous installations around the world was sent recently to the authors by Hr. G. J. Kushner of the Koppers Mineral Processing Division. In the size range of 24 to 32-ft. in diameter, it lists a total of thirty mills used in the processing of copper ores. An additional 120 units are listed in the same size range for the processing of iron ores and other minerals. The largest mills in existence are 36-ft. dia X 15-ft. long mills in Minnesota, powered by 12,000 hp. motors and used in taconite beneficiation. It is indicative of the phenomenal growth of this technology that none of the above one hundred and fifty mills was in operation prior to 1964.

Coal-oil mixture (COM) combustion technology is regarded by the Department of Energy as near term, and potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers, into blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally-acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

A system of models which simulate surface coal mining operations has been developed for use in mine planning and economic evaluations. Micromodels simulate individual mine operations for equipment selection and mine planning. Macromodels simulate all operations in the complete mine for economic evaluation of reserves. A cash flow analysis model makes a complete discounted cash flow analysis to deter-mine a required coal sales price or return on investment for evaluation of any mining project.
