The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. The recent trend in the ventilation of deep under- ground metal mines in the United States is to rely more and more on refrigeration for air cooling. This paper describes the layout and the economics of the refrigeration method used by Hecla Mining Company at the Star Mine. An economic analysis must compare the benefits of an engineering system against the costs. The benefits of refrigeration, for example, are increased production rates, a better safety record, improved employee moral, and generally lower airflow requirements. Air-conditioning costs include capital expenditures for equipment, labor and supply costs for maintenance, and power costs for machine operation. A study of whether or not to install refrigeration becomes academic when a mine reaches the critical ventilation depth1 (the depth at which adiabatic compression alone produces station temperatures equal to the desired stope temperatures). Ventilation planning alternatives for such mines, including the Star Mine, are limited to the different methods of refrigeration usage. In this case study of the Star Mine, the refrigeration layout is described in detail. After the system performance is discussed, air-conditioning costs are calculated. The paper then concludes with a cost- benefit analysis of the Star Mine refrigeration system.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to 'Environmental Control Department'. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and 'Total Environment' includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

Though installations of main mine fans vary widely, the commonest installation is of a surface exhaust fan connected to an upcast shaft some distance below its collar by a horizontal fan drift bending sharply. downwards near its junction with the shaft. The junction of the fan drift with the shaft often causes considerable shock pressure loss if not properly designed. In one of the major coal mines in India circulating 180 m3/s of air through the mine a pressure drop of 229 Pa out of the total fan pressure of 568 Pa occurred at this junction while in a smaller gold mine circulating 9.4 m3/s it was 147 Pa out of a fan-drift pressure of 382 Pa. With larger mines circulating larger volumes of air, ill designed fan drifts can lead to considerable wastage of the power of ventilation. Shock loss at the junction of fan drifts with exhaust shafts depends on (1) the angle of deflection of the bend, (2) sharpness of the corners (both inner and outer) at the junction, (3) the degree of contraction of the flow-stream which depends on the cross- sectional area ratio of the shaft and the fan drift as well as the amount of leakage through the shaft collar. It must be noted here that the friction pressure loss in the bend is negligible compared to the shock pressure loss.

The Trombetas bauxite deposits were discovered by ALLAN, as from the original work of the geologists Drs. E. E. GREIG and 3.A. STAARGAARD on the axis of the Amazon river, between Manaus and Santarem - (see fig. 1). With research licences obtained in 1965 by the SANTA RITA BAUXITA - a subsidiary of ALAN a group of Brazilian geologists, under the supervision of IGOR MOUSASTICOUSHVILLY, begins researches on the areas of Parintins, Juruti and Mathias with unsatisfactory results. In 1966, photographs obtained from the US Air Force and the Brazilian Oil Company PETROBRAS -, covering an Amazon region between Parintins, Santarem and north of Trombetas river, permitted the identification of a great number of plateaux between the Nhamunda and the Trombetas rivers. Based on this information, a research group has worked intensively from 1966 to 1967 allowing the discovery of the trihydrated bauxite in a quite large area. After five years of intense work and analysis of approximately 56.000 samples, near 500 million of tonnes of bauxite are evaluated on the several plateaux of the, area, thus insuring the commercial exploration of these deposits. Such discovery places Brazil among the detainers of the main bauxite stocks of the world and as a potential exporter.

The Ventilation Branch is engaged in a project to determine if low level carbon monoxide monitors used for early detection and warning of fire in a coal mine conveyor belt entry can provide protection equivalent to that of thermally actuated point type heat sensors commonly used for fire detection. A series of tests were conducted to determine the required operating parameters, such as sensor spacing and alarm levels of detected carbon monoxide to provide equivalency between' these methods of fire detection. This report summarizes the results of these tests.

INTRODUCTION In Canada, radium-226 is removed from uranium mining and milling effluents by the addition of barium chloride to precipitate barium-radium sulphate. Large settling ponds are provided to effect solid-liquid separation. However, the barium-radium sulphate precipitate [(Ba,Ra)S04] is a fine, slow-settling crystalline solid which is not easily removed by simple sedimentation systems. Consequently, settling pond effluents may contain appreciable quantities of particulate or suspended radium-226, depending upon the specific pond system and/or the time of year considered. Also, current technology is expected to be incompatible with ultimate disposal goals since safe recovery of the barium-radium sulphate sludge from the settling ponds may be difficult to achieve (IAEA, 1976). Under the auspices of Environment Canada, a Government-Industry Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical--chemical treatment systems as an alternative to settling ponds. In response to the Sub-Group recommendations, a bench scale feasibility study began in March 1976 at the Wastewater Technology Centre (WTC) of Environment Canada. The bench scale work was expanded and accelerated in 1977 with financial assistance provided by the Atomic Energy Control Board. The results of this study indicated that coagulation and flocculation of the (Ba,Ra)S04 precipitate greatly increased settling rates (Wilkinson and Cohen, 1977). Subsequently, a research program with a larger scope was initiated in January 1978; this program is jointly managed and funded by government and industry as indicated in Table 1. The principal goal of the Joint Government-Industry Program is the development of a physical-chemical process to reduce the radium-226 content of uranium mining and milling effluents. The following effluent radium-226 activities were established as targets for the program: 0.37 Bq/L (10 pCi/L) as total radium-226; 0.11 Bq/L (3 pCi/L) as dissolved radium-226. The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

About 15,000 tonnes of zinc per year is present in the dusts and fumes produced in electric arc and BOS steelmaking, secondary copper refining and brass ingot making. Apart from the use of some copper-smelter fumes for zinc chemicals manufacture, zinc is not recovered and their disposal by landfill entails some risk of pollution by leach-out. The paper describes processes for recovering the zinc based on leaching and electrowinning. It was shown that the procedures normally employed for purifying zinc-electrolytes derived from primary sources are sometimes ineffective for secondary materials. Alternative process routes are proposed. Source materials were leached with acidic or alkaline reagents and solvent extraction was employed for electrolyte purification in addition to the usual techniques involving precipitation. Examples of integrated flow sheets for specific source materials are presented.

Last summer Larry Miller of Roberts & Schaefer told me that his AIME committee would like me to present some thoughts on the marketing of industrial mineral fillers and pigments to this illustrious group in Las Vegas. Shortly after, Brian Coupe of "Industrial Minerals" (the magazine) notified me that I would be presenting a paper to the Fourth International Industrial Minerals Congress in Atlanta this June. It seems to me now it might have been more appropriate to reverse the papers. Las Vegas, a town based on risk, might want to hear what we have to say in Atlanta. The subject for June is "Risk Philosophies of U. S. Industrial Minerals Companies". However, upon reflection, marketing of industrial minerals reflects risk philosophies to a considerable extent, so we'll cut the deck and deal on the subject of marketing.

In some cases, coal barrier pillars must be relied on to withstand high hydrostatic pressures in order to prevent inundation of active mine workings. Such barriers are particularly important in areas, such as parts of West Virginia, where much of the future mining is down dip of mines which have been abandoned, or are currently being worked. Also, where multiple seam mining is conducted, a barrier pillar in one mine may be critical to safety in a mine in a lower seam. MSHA's Coal Mine Safety and Health district offices and the Mine Waste and Geotechnical Engineering Branch of the Pittsburgh Technical Support Center, have recently been involved in the study of barrier pillars in Kentucky, Virginia, West Virginia, Ohio and Oklahoma. In this paper, the factors involved in determining the required width of pillar are discussed, past practices for sizing barriers are reviewed, and related current Federal regulations are examined. In addition, the results of laboratory testing of bottom rock are presented.

Inflation and burgeoning costs are two among many factors which have generated a new surge of interest in "fringe benefits" (sometimes referred to as "supplementary remuneration" or "supplementary compensation"). Other specialized forms of compensation ("perks", in the vernacular) such as company cars, windowed offices, etc., which also are the subjects of current study, are outside the scope of this paper. For businesses, interest in fringe benefits is based on concern for employees? welfare, compliance with government requirements, and an increasingly burdensome impact on bottom lines. In 1980, according to Fred D. Lindsey in the October 1980 issue of Nation's Business, employee benefits will cost American employers an estimated $420 billion. To paraphrase Winston Churchill, "some fringes!" Indeed, few if any administrators consider employee benefits as fringes. Employee benefits impact other major areas of a company's operations as well. As listed by Beadle (1980), these areas include employee relations, collective bargaining, short-term costs, long-range funding, manpower planning, compliance with legislation, taxation for the company and for the employee, corporate image in the community, competitiveness for staff, communications, administration, claims cost containment, etc., etc.

In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

The crust of the earth, together with its seas and its atmosphere, is the source of all of mankind's primary wealth. Indeed, most people think of precious metals and stones when they think of wealth mined from the earth, but the value of the material and energy goods derived from the earth far exceed the value of the precious metals and gem stones. Thus, it is obvious that all minerals which we mine from the ground represent new wealth--the copper, clay, or petroleum we mine just as much as the gold or silver. More and more, wealth is defined in terms of utility-not in terms of an arbitrarily established monetary value. The recent action of the OPEC nations in controlling the flow of petroleum has clearly demonstrated this to the petroleum-importing nations! There is developing in the United States, as well as in many other nations of the world, a concern for the future availability of many mineral-derived raw materials and of mineral fuels. Ore grades are diminishing, concern for the environment has placed restraints on commercial development of some mineral deposits and the processing facilities necessary to exploit them, and countries upon which we have relied for major mineral materials have become increasingly nationalistic, causing uncertainties in future supply and causing an increasingly alarming deficit in our nation's balance in trade.

At its lowest hierarchical level, the mine ventilation control system consists of local systems controlling the concentration of noxious gases in the air currents of various branches of the ventilation network, and of local systems controlling the air flow rates through those branches in which it is not necessary to regulate the concentration of any noxious gases. With respect to the noxious gas concentrations, the manipulated variables are air flow rates, while with respect to the air flow rates - the manipulated variables are aerodynamic resistances of the corresponding branches. Since there is an interdependence between the air flow rates in the ventilation network branches controlled through changes in aerodynamic resistance, the total system of mine ventilation control falls in the class of multivariable systems. The treatment of individual branches of a controlled ventilation network as separate plants presupposes an absolute autonomy of local systems, which is an untenable concept. The present paper is an attempt to break up the multivariable control system of the noxious gas concentrations and the air flow rates into autonomous (mutually unrelated) local control systems. The plant discussed is a ventilation network of arbitrary configuration with a single main axial fan. Because of the complexity of the problems involved, the multivariable control system of noxious gas concentrations and air flow rates has been described as linear, with constant and lumped parameters.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Over the last few years, the never-ending search for mineral wealth has taken the exploration efforts of Canadian mining companies further and further into the High Arctic and isolated locations where regularly scheduled transportation and communication facilities are nonexistent. Names such as Black Angel, Nanisivik, Asbestos Hill, New Quebec Raglan, Rabbit Lake, and Arvik are today frequently mentioned in mining publications. Twenty years ago, mining in these locations was unheard of, mainly due to logistic problems. However, improvements in the design and use of helicopters, STOL aircraft, and icebreakers in northern areas have helped to overcome these problems, making these locations more attractive to mining companies. Since 1969, when Redpath completed its first Arctic project at Texas Gulf's Scrathcona Sound property on the northern tip of Baffin Island, Redpath has been actively involved in contracting and engineering projects in three general areas: the High Arctic, Ungava and Greenland. A map showing some of these projects is shown in Figure 1. In these areas, permafrost conditions exist from a depth of 274 metres in Ungava to a depth of approximately 610 metres in the Little Cornwallis Island area, with rock temperatures ranging from -5°C to -13°C. Outside temperatures range from a low of -50°C in the winter to a high of 21°C in the summer. High winds in the winter result in wind chill factors lower than -73°C

Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs.
