Russia hangs, as usual, like a cloud, dark and silent, upon the horizon. It is a solemn moment. Of our troubles, no man can see the end." By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

Rio Algom Limited are currently undergoing a major expansion of their mining operations in the Elliot Lake area. To date this has involved the increase of output at the Quirke Mine from 4080 to 6350 tonnes per mill day (4500 to 7000 tons), the rehabilitation of the Panel Mine to produce at the rate of 2990 tonnes per mill day (3300 tons) by 1980, and the rehabilitation of the Stanleigh Mine to produce 4540 tonnes per mill day (5000 tons) by 1984. In addition, the planning for the rehabilitation of the Milliken Mine to produce 4990 tonnes per mill day (5500 tons) is now underway. This major expansion is taking place at a time of increasing awareness of occupational health matters and has involved very high capital expenditures and detailed planning related to the ventilation system to endeavour the provision of an acceptable environment. The paper discusses the ventilation systems, established and proposed, and relates them to historical and current data on mine air contaminants.

Anaconda has been active In the Bingham mining district near Tooele, Utah since 1914 when the company acquired International Smelting & Refining Co. Over the years both custom ores and complex Pb-Zn-Cu ores from the district were milled and smelted at International. In 1948 Anaconda acquired the property that covers the present Carr Fork ore body. Since that time active exploration took place in the 50's followed by detailed geological evaluation in the 60's. Convinced that high grade Cu deposits would be found at depth, a deep drilling program commenced in the late 60?s, with intersection of the ore zone in 1969. Following extensive deep drilling in the early 70?s, a feasibility study was conducted in 73-74 with board approval given Sept. 6, 1974. The 9,000 t/d mine-mill complex was budgeted at $217 MM over a 5 year schedule with start-up in Sept., 1979. The following discussion includes the concentrator and surface facility portion of the budget or approximately $60 MM of the scope. Special emphasis will be made on equipment selection and layout.

A number of famous studies have shown that house damage relates better to peak particle velocity than to acceleration or displacement. The relationship is true but doesn't go far enough. Why, for example, can construction shots go well above 1.0 or 2.0 inches per second without reportable damage? Recent studies have shown that vie must look at frequency and duration of an event in addition to amplitude. The complexity of measuring frequency, duration, and amplitude makes the average blaster in the field shudder. An even more excruciating problem is the need to obtain such data inside the building or residence in order to accurately predict the damage potential or human response to nearby blasting. The author reviews current research programs and suggests new areas of research necessary to help maintain a balance between complicated research requirements and simple field measurements.

The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

The Telfer Project, Australia's newest, largest and most remote gold mine, treats 480,000 metric tonnes of ore grading 9.33 grams per tonne derived from open pit mining operations. Coarse gold is recovered by gravity concentration with jigs and further upgraded using a continuous strake, table and by amalgamation. Remaining gold is recovered in a cyanide circuit and incorporates flat bottom air agitators, CCD and stellar filters for clarification and precipitate removal. Overall recovery into bullion averages 98 percent. The mill incorporates a number of design features which allow for maximum efficiency and security using a minimum number of operating personnel.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

It has been 2-1/2 years since the Congress passed the Surface Mining Control and Reclamation Act of 1977 (PL95-87) the Office of Surface Mining every deadline specified in the Act. Hopefully the Congress will begin to realize that specifying unrealistic deadlines does not accomplish the end desire of legislation any sooner -- it only adds to the confusion, and actually hinders orderly, efficient progress. OSM has been sued by all categories of involved parties -- environmental activitist organizations, the states, and the coal operators. This situation has resulted for two reasons: (1) insufficient time was allotted by the Congress to properly develop the regulations and program, and (2) OSM?s philosophy that it must dictate every detail of reclamation operations from Washington, even though many of its people are inexperienced with coal mining. These law- suits are now demonstrating their value. OSM is showing signs of "pulling-in-its horns" and, hopefully, will approach the revised regulations in a more realistic fasion.

The activities of Outokumpu Oy in the mining industry span all branches from prospecting to the production of refined metals and the manufacture of semifinished products. Products include copper, zinc, mercury, cadmium, nickel, cobalt, sulfur, gold, silver, iron ore, stainless steel, selenium, ferrochromium, lead and chromium concentrates, as well as chromite foundry sand. In addition, the activities of Outokumpu Oy extend to development and production of instruments, planning of industrial projects and instrumentation as well as the manufacture of specialized machines for ore concentration. The company now operates ten mines, eight of which are underground and all of which are in sulfide deposits except one. The fully automated monitoring and control of underground mine ventilation at the Pyhasalmi mine are an important technological contribution to the industry. Development work on the ventilation control was started in 1969, and since May 1973 it has operated in a fully automated computer-controlled mode. The Pyhasalmi mine has been in production since 1962, having begun as an open-pit operation. Development of underground mining began in 1967. The present annual production is one million tons all from underground mining. The underground mine is equipped with a main shaft and an auxiliary shaft, and two raises for ventilation. There is also a rampway from the surface to a depth of 500 m. The main shaft is for ore hoisting and the auxiliary shaft is used for waste-rock hoisting and for downcast ventilation. One of the raises is for downcast ventilation and the other is for upcast ventilation. The mining methods employed at Pyhasalmi are sublevel stoping with backfill, sublevel caving, and sublevel shrinkage stoping. Copper and zinc concentrates are produced. The Pyhasalmi mine is highly mechanized with about 4000 installed diesel horsepower underground. The maximum capacity of fresh air is 150 m3/s.

This paper reports on recent modeling efforts to analyze the eastern U.S. steam coal market with a cross-sectional econometric as well as a quadratic programming approach. The background to coal modeling is examined first. The particular aspect of the steam coal market to be modeled are then presented and the corresponding coal model described. Both empirical results and rigorous mathematic pertubation analysis are presented. Conclusions are then drawn regarding potential modeling applications in the policy area.

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

During the major expansion of the Inspiration smelter, which took place in 1973, the bulk material handling system underwent a matching expansion in order to move the required materials. Inspiration is the first smelter worldwide to employ electric smelting in conjunction with the use of Hoboken converters (1), (2). The installation includes a 51 -MVA electric furnace, five 4.25m (14-foot) diameter Hoboken converters, rotary dryer, bedding plant, acid plant, heat recovery steam plant, and gas and dust handling system. See Figure 1, Plot Plan. As of today, the 51-MVA electric furnace is the world's largest in the smelting of copper. Engineering design for the installation was per- formed by Treadwell Corporation of New York. The task of designing the conveyor system was complex because the system had to be installed while the smelter was operating and with minimum plant shutdowns, and it had to serve both the existing and the new smelter. Existing conveyors were redesigned where necessary and incorporated into the new conveyor system. See Figure 2, Flow Sheet. The system encompasses the handling of such diverse materials as wet and dry copper concentrates, cement copper, silica flux, cold dope, and concentrate and flue dust.

An information system (I/S) plan is a means for establishing and communicating the direction the organization intends to take to provide the information required for achievement of organizational goals and objectives. The rapid advancements in information technology, the increasing complexity of systems, and the growing dependence of mining companies on these information systems have emphasized the need for more comprehensive I/S planning. This subsection explores this need, the role I/S planning can play within a mining company, and finally describes a methodology for development of an I/S plan.

ABOUT BENTONITE TUNNELLING Much has been written and many learned papers given on this subject whose generic term is Slurry Tunnelling. This paper is about the particular form of slurry tunnelling known as the Bentonite Tunnelling System. This method. of tunnelling was invented by J.V. Bartlett of consulting engineers, Mott Hay and Anderson in 1964. The general principles are incorporated in British Patent No. 1083322. It was not until the early 1970's that serious experimental work was started to prove the technical feasibility of the process. In the U.K. in 1971 Edmund Nuttall Limited started on an experimental length of 3.8m diameter tunnel at New Cross in London. In Germany at about the same time Wayss and Freytag were starting on a 3.7m diameter collector sewer tunnel in Hamburg. In Japan early slurry tunnelling work was carried out in the 1960's. In the early 1970's a large number of slurry tunnels of various diameters were carried out in that country. This paper is being presented at a time when this system of tunnelling has become an accepted method throughout the developed world. As a result of the work carried out so far there is now a large amount of data existing regarding the effects on the ground in the immediate area of the tunnel, settlement at the surface and the ability of the system to cope with ground varying from clays to coarse gravels and containing large erratics such as granite boulders. Pyrite samples from twenty-one locations in the North Carolina Slate Belt were analyzed for cobalt, gold, mercury, and nickel by atomic absorption spectrophotometry. The geographic distribution of relatively high values of certain trace elements in pyrite suggests that, in addition to gold, cobalt and nickel metallogenetic provinces are possible in the slate belt. Northwest trends of province boundaries may be genetically related to subsurface features rather than to surface geology. Within province boundaries gold and nickel exploration programs should be concentrated in areas containing intermediate to mafic tuffs, while cobalt may be more concentrated in argillites and phyllites.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

Companies are constantly searching for more effective methods of controlling and reducing costs. In recent years increased emphasis has been placed on cost reporting to the middle manager and down to the first-line foreman because this is the place where the money is really spent. Traditionally, operations management has been relegated to using cost systems designed by financial management for the use of financial management. They reflect the machinery necessary to produce profit and loss statements, and so-called cost reports emanating from these systems frequently have a heavy orientation toward product costing rather than the cost that an individual manager or foreman actually controls. In addition to direct operating costs by function or product type, they often include overhead allocations from local operations as well as from the home office. This type of full-absorption costing has many worthwhile uses but is of little or no use to operations management for cost control purposes. It is particularly discouraging to many supervisors because it includes so many categories of cost over which they have little or no control. It is for this reason that modern, aggressively managed companies are increasingly moving in the direction of responsibility cost reporting. It is the objective of responsibility cost reporting to report only direct operating costs over which the individual manager or foreman has complete control, thus facilitating cost control by fixing responsibility for cost.

INTRODUCTION This paper presents a method of calculation of internal moments and thrusts in tunnel liners of any material. The method is intended for hand calculation, but as it is numerical in nature it can be programmed for use in computers. The information required for design or analysis is presumed active internal and external pressures, the effective moment of inertia and cross-sectional area of the tunnel liner, the liner's modulus of elasticity, and the coefficient of subgrade reaction of the material surrounding the tunnel. Starting with active external and internal pressures and following the procedure described herein using the structural properties of the liner and surrounding medium, external passive reactions and internal moments and thrusts are calculated. The method is intended for use by design engineers. GENERAL Experience has shown that flexible tunnel liners have less internal bending stresses than those calculated using classical structural theory applied to free-standing arches. In fact, liners which are very flexible in relation to the surrounding soil or rock have virtually no bending moments when compared to free-standing arches supporting equal active loads. In order for this phenomenon to occur, the original active pressure diagram must be "modified" by additional external reactions (passive pressures) from the surrounding material, so that the thrust line within the lining follows the centroid of the tunnel arch more closely than that of a similar free-standing arch. This is a detailed report of construction experience of a tunnel built by a shield of rectangular cross section with reinforced concrete segments. In case of tunneling by a rectangular shield, there were the following problems to be overcom by technical developments; (1) structural joints between segments, (2) complexity in erector handling, (3) exact steering operation of shield and perfect filling of tail void left around the lining erected. Such rectangular shape of cross section has various advantages comparing the conventional circular shape as follows; (1) effective utilization of excavated space, (2) greater overburden depth, (3) stability of lining against unbalanced earth pressure caused by neighbouring construction.
