Interest is increasing in obtaining incremental improvements in mineral recoveries in flotation processes because of changing world economic conditions. Research on collector reagents, long indispensable components in flotation systems may provide the cheapest and simplest route to higher metal recoveries. Sulfhydryl group - containing compounds (-SH) and their salts, e.g., dithiophosphates, xanthates and a few other derivatives are commonly used to promote the flotation of sulfide minerals. Alkyl mercaptans, another class of sulfhydryl compounds, have long been known to have collecting properties but have been relegated to dormancy for one reason or another. This paper reports results from new investigations of alkyl mercaptans, trithiocarbonates, and a petroleum oil with a variety of western domestic and Canadian ores for copper and molybdenum sulfides recovery. Specific opportunities are pointed out to the industry for mineral recovery enhancement through the use of the proper reagent combination.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Anything to do with radioactive waste disposal in these days is regarded in a very negative light and with the thought that no possible good could come of anything connected with it. However, it should be remembered that the Austrian government's disposal of some tailings from the Joachimsthal mines resulted in what was probably the most important scientific discovery of this century. In 1898 the Austrian government agreed to give a Polish research assistant working at the School of Physics in Paris one ton of tailings to enable her to carry on her research. Her meagre stipend and the lack of a research grant did not allow her to purchase the ore which was relatively expensive. The uranium oxide in it being used to colour the famous Czechoslovakian glassware. As we all know, from this ton of ore Marie Curie by her own physical labours extracted one gram of radium. When she started this research she was pregnant with her first child. Nothing of course was known at the time about the biological effects of radiation. Very shortly, of course, the acute effects such as skin burns were observed but it was some years before the chronic effects were noted. It is impossible to estimate to what cumulative amount of radiation that Marie, Pierre and their daughter Irene were exposed but it must have been enormous and it took its toll. Marie complained for many years of fatigue and exhaustion and at one point she was seriously ill with some kidney problem which was probably due to toxic effects of ingestion of uranium. She lived until she was 67, however, and died of leukemia. Her eldest child, Irene, who carried on her work, did not live as long; she died of leukemia at 57. The other daughter, Eve, related how her mother and she went on a skiing holiday not many years before her death, and how her mother at this time would swim 300 meters at a stretch. (Curie, 1937). This suppleness of limb could have been due to the anti-inflammatory action of radiation. Even today, patients in France with certain types of rheumatic conditions are treated with injections of radium, where other anti-inflammatory drugs such as aspirin or cortisone have not worked. The Port of Conneaut, long regarded as a leader in advanced bulk material handling technology, recently incorporated into its existing facility a new, multi-million dollar coal transfer-storage system. While the basic principles of conveyorized bulk material handling remain unchanged in the new system, design modifications such as rotary dumping of railroad cars, automated car feed to dumper, belt rip detection for conveyor belting, bucket wheel continuous production, and other innovations make The Pittsburgh and Conneaut Dock Company's complex worthy of classification as the "Port of Tomorrow - Today". The Pittsburgh & Conneaut Dock Company, the "Port of Tomorrow - Today", 1s a bulk materials storage and transfer facility located on Lake Erie, 68 miles east of Cleveland, 30 miles west of Erie, PA., and 138 miles north of Pittsburgh. Figure 1 shows an aerial view of the facility. It is designed to handle over 25 million tons per year of metallurgical and steam coals, direct shipping ore, fine ores, concentrates, pellets, limestone, and dolomite. Inbound shipments of iron ore and limestone are received from Minnesota, Michigan, Labrador, and Quebec. Coal arrives from Pennsylvania, Ohio, Virginia, West Virginia, and Maryland. Rail service is provided by the Bessemer & Lake Erie Railroad Company.

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

Mine ventilation has been evolving as a separate field of study since the middle of the nineteenth century, and some practitioners might assert that mine ventilation has come of age as a discrete field in the last decade or two. Certainly the extensive literature now available on many facets of the subject, international congresses, the phenomenal upsurge of interest in mine ventilation in the United States of America since the passage of the 1969 Federal Coal Mine Health and Safety Act, and the existence of a virile mine ventilation society in South Africa with its own monthly journal all point in this general direction; on the other hand the lack of a rational design philosophy for ventilating mines suggests that mine ventilation may still be on the threshold of maturity. To generalise, many mines are still ventilated simply to comply with arbitrary statutory regulations, or with some ill- defined notion of reducing the risk of injury associated with the atmospheric environment in mines. Hazards in this category include oxygen deficiency, toxic gases and particulates, pathogenic gases and aerosols, explosive gases and dusts, and extreme climatic conditions. Although many mines are ventilated to abate the risk of a specific injury, there is inevitably a spectrum of latent and patent atmospheric hazards in every underground mine. The writer (Martinson, 1976) has previously drawn attention to the dearth of material on mine ventilation design in textbooks and technical journals, and to the overly simplistic approach sometimes adopted in the limited work published on the subject. The available material undoubtedly contains useful technical data and persuasive views, but seemingly could not be used to demonstrate the rational engineering approach to mine ventilation design advocated in the present paper. The range of papers presented at the 1975 and 1979 Congresses, and the diverse interests and affiliations of delegates, emphasize the multidisciplinary nature of mine ventilation. Easily recognisable topics include: Fluid mechanics Thermodynamics Heat transfer Flames and combustion Aerosol physics Radiation physics Geophysics and geomechanics Occupational diseases Epidemiology Industrial physiology Despite these heterogeneous connections there can be little doubt that mine ventilation is fundamentally an engineering field and not an off-shoot of some other branch of applied science. The distinction is important because mine ventilation has essentially developed as a form of ad hoc trouble- shooting, and in the process mining engineers have relied extensively on the assistance of experts drawn from other fields. Thus historically there has been limited scope for the application of rational design techniques, and personnel enlisted from scientific disciplines may not have had any previous experience in the intricacies of engineering design.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. The U.S. Department of the Interior, Bureau of Mines, is doing research on methods to obtain premining information on problems such as detection of old mine workings, abandoned oil wells, channel sands, faults, and other geologic features that are undesirable from a production or safety aspect. Techniques being developed to acquire the necessary information include seismic and electromagnetic. The seismic methods include high-resolution seismic and acoustic methods applied from the surface and inseam channel waves applied under- ground. The electromagnetic, or radar, methods are applied from the surface, from boreholes, and from the working face underground. All of these methods are useful under certain site-specific conditions, but none of these methods is universally applicable for all mining conditions.

As part of the Bureau of Mines research on the In-Situ Uranium Leaching, various geophysical resistivity measuring techniques were -evaluated to identify a rapid reliable method for detecting the underground migration of lixiviant outside of the planned limits. Surface and downhole galvanic resistivity and controlled source audio-magnetotelluric (AMT) methods were tested at an in-situ uranium mine in Northern Wyoming during start-up of a new mining area. Downhole galvanic and AMT were the most promising techniques.

The Automatic Extraction System (AES) was designed and built under a U.S. Department of Energy Contract by the National Mine Service Company in cooperation with the Lee Engineering Division of Consolidation Coal Company. The Pennsylvania State University, Mining Engineering Section, was contracted as an independent auditor of the AES performance. The AES had a rotating cutter drum like a continuous mining machine; but two hydraulically powered roof supports, four roof-bolting drills, a dust scrubber, a ventilation fan and ducting in the roof supports, semi-automatic control, an extensible chain conveyor, and other innovations led to the distinction "extraction system" as opposed to "miner-bolter" or "continuous mining" machine. After design and assembly, the AES was field tested experimentally in an underground coal mine. The in-mine performance audit was preceded by a computer simulation of the potential production for a later comparison with the actual tonnage mined by the AES. This paper describes the results of an in-mine trial and assesses the production potential of the AES.

This paper describes an experimental method for the monitoring of diesel-generated exhaust gas pollutants in a dead-ended drift for the purpose of assessing the effect of control approaches. Experiments were conducted to determine the relative merits of these ventilation configurations: no auxiliary ventilation, induction ventilation at the entrance to the drift, and ventilation of the dead-ended drift with positive displacement tubing. The drift used in this experimental work was approximately 105 ft. (32.0 mf long and slightly downsloping, with an average height and width of 8 ft. (2.4 m) and 28 ft. (8.5 m1 , respectively. The data were gathered for assessing these ventilation methods and for gathering data to support a computer model of the dispersion and mixing processes. For this drift, it was found that ventilation with positive displacement tubing provided the best removal of diesel-generated pollutants. Induction ventilation appeared to be the least effective of the three methods examined. A comparison was also made between personal monitoring and area monitoring. Results of this analysis showed that in regions of high concentration gradients, it was not possible to get good agreement between point sampling and personal monitoring. In well-mixed areas, good agreement between the two methods of monitoring was obtained.

As we are all aware, the impacts of the 1977 Surface Mining Act and the implementing OSM Regulations require application of new, as well as existing, equipment and technologies. Our firm recently completed (June, 1979) a study for the Department of Energy titled "Analysis of the Impact of Public Law 95-87 on Mining Performance." The objective of the study was to analyze the impact of the Act and its regulations on mining performance in order to provide recommendations to alleviate the impacts identified, including identification of research needs. This paper presents some of the highlights of that report: projected cost increases; additional equipment needed for compliance; review of methods currently practiced or those which can be modified; and will focus particulary on equipment and technology applications.

The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.

A statistically-designed exper¬mental study showed how gangue minerals, flux additions, fineness of grind, firing temperature and time affect the properties of acid pellets made from a Western Australian hematite ore. Alumina has less effect than silica and lime, but various interactions between the six variables occur, which influence abrasion index, reducibility and cold compression strength. Finer grinding has little influence on reducibility but improves the other two properties. The major variable is firing temperature. It interacts with all other variables in its effects on pellet properties. Calculations based on the data show the implications for straight-grate pellet plants and optimum hood temperature range.

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.

An alternative way to the normal practice of precipitation of jarosite, goethite, or hematite for removal of iron from zinc sulphate process liquors/ is to employ the techniques of solvent extraction. The process presented avoids the addition of any external alkali for the extraction of iron by integrating the leaching and solvent extraction steps in a hydrometallurgical zinc plant. By starting the leaching of zinc from the solid zinc calcine material with an organic solution of an acid liquid cation exchanger, the organic phase is loaded with the organic zinc salt from the direct reaction with zinc oxide. The residue from the organic leaching is transferred to a hot acid leach circuit where the remaining zinc oxide and the zinc ferrites will dissolve form¬ing an aqueous sulphate solution of zinc and iron. In the subsequent solvent extraction of iron from this aqueous leach solution, iron is exchanged with zinc from the organic phase. The commercial carboxylic acid Versatic 10 (Shell) is highly efficient for this integrated process of leaching and solvent extraction. The resulting iron-loaded organic phase is heated to 150-200 C in the presence of water whereby the iron will be directly precipitated from the organic phase as iron oxide of high purity and the regenerated organic acid is recycled to the organic leaching step for reloading with zinc.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. A high capital investment is required early for leases, geological and geophysical work, and exploratory and confirmation drilling. After

Abstract. The Hoskold mineral valuation method was critically examined. The original derivation was presented and found to contain a number cf erroneous assumptions as follows: the sinking fund must be available for reinvestment in another property; the series of reinvestment of the sinking fund results in a perpetual annuity to the investor, and; evaluation of the present value of the net cash flows at the speculative rate of interest. The proper procedure of deriving the Hoskhold mineral valuation formula was discussed and illustrated with a cumulative cash position diagram, a useful tool in economic evaluation and investment decision methods.

Abstract. Leaching of, uranium in situ from sandstone deposits with ammonium carbonate solution containing: dissolved oxygen occurs rapidly compared with the leaching of the bulk of the sulfur present as FeS2. However because of their high reducing, capacity and their relative abundance, the FeS2 minerals consume; the bulk of the oxidants A pressure leach apparatus was-construtted which permitted the measurement of oxygen consumtion by FeS2. Oxygen consumption by FeS2 is best described by a first-order reaction. The experimental rate constants for various cores are roughly proportional to their FeS2 contents.
