INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo's Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo's capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

Abstract. World reserves of bauxite are abundant. Domestic reserves are limited and as a consequence the United States must rely on foreign suppliers for over 90 percent of its bauxite. Nationalization of many bauxite mining operations, levying of higher taxes, increased production and transportation costs, and attempts to create a uniform market price combined to place the United States in a vulnerable position. Alumina from kaolin, alunite, anorthosite, and oil shale have-been-or are being evaluated. World bauxite reserves are increasing and attempts to establish a uniform price have failed; therefore, it may be many years before domestic non-bauxite sources of alumina can compete with imported foreign bauxite.

During the past 12 years, use of longwall methods to mine coal in the United States has continually in- creased. Although these methods offer several advantages, health hazards often exist because of unique and difficult problems in the control of respirable dust. This paper discusses the results of respirable dust studies conducted on United States longwall mining operations in 1972and 1978. Current engineering control methods (ventilation, water application and use of machine cutting parameters) and administrative controls for minimizing employees' respirable dust exposures are discussed.

Barite and bentonite are the two principal components of drilling fluid systems used in the petroleum industry for oil and gas well drilling with rotary-type rigs. Approximately 87 percent of the world's annual production of barite is used in drilling applications. Of the worldwide production of bentonite, an estimated 30 percent is used. The drilling fluid, or drilling mud, to which barite and bentonite are added, performs five distinct functions: Lubrication-The liquid phase of the drilling mud lubricates the drill bit, preventing premature failure of the cutting edges and bearings. it also helps to soften the formation being drilled. Cuttings Removal-A mud system must be able to carry rock cuttings broken loose by the bit up to the surface where they can be removed by mechanical or chemical methods. The fluid's ability to perform this function depends upon maintaining a proper balance between the rate of circulation of the fluid and the colloidal properties required to entrain the cuttings in the mud to prevent their settling to the bottom of the hole. Hole Stability-The pressure exerted by the mud against the wall of the bore hole prevents the collapse of the uncased portions of the hole. Downhole Information-The fluid characteristics of the mud should be such that good cuttings samples, cores and electric logs may be obtained to help evaluate a well's productive zones and potential. Control Oil, Gas and Water Flows-It is essential that a drilling fluid offset any pressure from naturally occurring formation fluids in order to prevent a potentially wasteful and dangerous blowout.

The new regulations for the bituminous coal mining industry, issued by the mining authorities of the Federal Republic of Germany, are aimed at reducing to a feasible minimum any development of the coal workers pneumoconiosis (CWP) by lowering the admissible dust exposure of mine workers. Additional and improved measures of dust suppression and job assignment control *) are required for the purpose In this connection two basically different demands are placed on dust measurements: As far as dust suppression is concerned, the causes of dust development and the effectiveness of methods applied to reduce dust concentrations have to be identified, whereas with regard to the control of job assignment, the dust exposure of mine workers has to be depermined. Demands placed on dust measurements -- specifically for determining dust exposure -- are liable to become more severe since the threshold limit values were considerably reduced in these last years and since any additional dust suppression measures as well as a purposeful job assignment to certain mine workers are dependent on relevant measuring data. Therefore, research work has been carried out with the objective of measuring and evaluating, in terms of their effect (i. e. their incidence on the development of a CWP), size distribution, concentration, and specific noxiousness of any prevailing dust conditions.

The amount of fine material (minus 60 Tyler mesh) generated during calcination and/or handling of calcined abrasive grade bauxite from Alcoa's operations at Moengo, Suriname, has recently increased relative to past production experience. Bulk samples of raw abrasive grade bauxite from three deposits in the Moengo area have been studied in order to determine the factors controlling the generation of fine material samples from the Jones IC and Tapira deposits, which generate excessive amounts of fine material, have been compared with reference samples from the Begi Gado deposit, which does not generate excessive fine material. Additional type samples of abrasive grade and marginal abrasive grade bauxite from deposits in the Moengo area which represent different bauxite textures found in the Jones IC, Jones I, and Begi Gado deposits have also been studied. Field observations in the Moengo area have indicated that abrasive grade bauxites with a dull, earthy appearance generally do not generate excessive fines. On the other hand, excessive fines are generally associated with coarsely crystalline bauxite in which the gibbsite crystals appear to sparkle in sunlight.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

Island Creek Coal Company has had, for many years as a primary concern, the activity of handling large quantities of methane in the ventilation of its deep mines of southwest Virginia. Since the development of the Beatrice operation in the mid 19601s, the concern has been well founded, and through the years progress has been made in this most important facet of the extraction of the coal reserves to insure the safety of the employees engaged in the mining opera- t ions.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

Linear programming (LP) has proven to be a most effective mechanism for modeling a vast array of practical problems, while the development of LP applications in engineering have been extensive enough to show its advantages and limitations. In this paper: we focus on the properties of the widely-wed linear programming transportation (LPT) model formulated and developed by Koopmans (1) . There have been many models of this type applied especially in the field of energy economics (2-7). Since most of these applications can be linked to the seminal work of Henderson (8), we stall present our discussions based on his work.

The Fosfago phosphate rock concentrator is located in the state of Goias, Brazil, 300 km south of Brasilia. The ore is from an enriched carbonatite, which was discovered in 1971 during exploration for pyrochlore niobium ore. The flowsheet was developed in Brazil by personnel from Agrico Chemical Company and Consolidated South America. Engineering was provided by Codemin, a subsidiary of Consolidated, Engineering and construction management was pro- vided by both Agrico and Consolidated personnel who formed the Fosfago team. The concentrator was designed for 500,000 tpy of 37-38% P2Oj dried product. The facilities consist of open pit mining, crushing, stockpiling, and concentration. The product is pipelined seven km to a filtering, flash drying, and railroad loadout station. The plant was successfully started in May 1979.

Tripoli is a naturally occurring, finely divided form of silica found chiefly in midwestern and southeastern states and used commercially in fillers and abrasives. The name comes from the location of a silica deposit in North Africa and was applied in the latter part of the 19th century to similar material near Seneca, Missouri. Subsequently, the North African material was found to be diatomite, composed of siliceous skeletons of microscopic marine plants called diatoms, and the material's name was changed to tripolite. The name, tripoli, remained with the Missouri silica, which is inorganic in origin, and tripoli is now used to designate all naturally occurring silica that is similar in characteristics and origin to the Missouri material. Just to confuse things further, in commercial trade tripoli usually designates silica from the Missouri-Oklahoma field, whereas silica from southern Illinois, the other major producing area, is called amorphous silica. Each term, however, may be used commercially for any material, regardless of place of origin that has the characteristics or uses ascribed to material from either major producing area. For example, Engineering and Mining Journal routinely lists under "tripoli," prices "f.o.b. Elco, I11." and "f.o.b. Seneca, Mo. and Rogers, Ark.", and under "silica, amorphous," prices "f.o.b. I11 and "f.o.b. Dierks, Ark." "Soft silica" is another term that has been applied to tripoli from Illinois, west central Arkansas, and Tennessee, presumably to distinguish it from the more compact Missouri material. It has also been used in the ceramic trade to distinguish tripoli from "hard" silica, or silica flour, which is produced by pulverizing silica sand. Tripoli is produced mainly in extreme southwestern Illinois, in the Missouri-Oklahoma district in Newton County, Missouri, and Ottawa County, Oklahoma; and in the novaculite belt of west central Arkansas. Some tripoli is produced for local and specialized uses near Austin, Texas.

It is undisputed that an interaction between mine fires and mine ventilation systems exists. The ventilation carries the poisonous and sometimes explosive combustion products, which constitute the greatest danger of mine fires, through the mine and it provides the oxygen on which the intensity of the fire depends. The fire, on the other hand, can produce considerable ventilation disturbances which make it difficult to predict the path along which the combustion products travel. The opinions, how serious a threat such fire generated ventilation disturbances are, vary. Where shallow deposits are mined and brisk ventilation currents are used, it is frequently felt that these disturbances are of no serious concern. Where mine workings extend over larger elevation differences and where such disturbances have been encountered and been the cause of some larger disasters, their assessment is an integral part of all fire emergency plans. The author felt that the potential of digital computers for the design of ventilation emergency plans, contrary to their acceptance for conventional ventilation planning for more than two decades, is not yet fully utilized. He designed a program for the simulation of ventilation systems under emergency conditions in particular fires. Utilizing the recently developed laser velocimeter and a Pitot-static tube, the United States National Bureau of Standards (NBS), has calibrated various types of anemometers that are commonly used in the mining industry. This paper presents a summary of the performance characteristics including accuracy, precision, starting and stopping speeds of each instrument tested. The specific instruments that were calibrated by NBS have become Mine Safety and Health Administration (MSHA) primary reference instruments. These primary reference instruments are used in turn to calibrate secondary reference instruments for each Coal Mine Safety and Health District. Each District calibrates anemometers that are used by District engineers and inspectors. Calibration is accomplished through a substitution procedure in which the reading on the anemometer is compared to the true velocity determined by the reference instrument. Calibration is performed over the entire range of the instrument using an open jet wind tunnel to produce the various approximate velocities. Some specific details of the calibration procedure are presented in this paper.

Functional Description Figure 1 is a typical flowsheet for a system for solid fuel addition to filter cake. Solid fuel, coal, coal breeze, or charcoal, is fed from a,stockpile to a surge hopper. The solid fuel is metered into a grinding mill. The fuel is dried and ground in a grinding mill. The on-size particles are removed from the mill by air sweeping. The ground solid fuel is separated from the air stream by a cyclone and stored in a surge hopper. The ground solid fuel is then pneumatically conveyed to a small hopper in the balling area. The fuel is proportioned into the filter cake just prior to mixing. An efficient mixer is very important to have a successful operation. The exact flowsheet would depend on a number of factors including what fuel is used, how the fuel is received, and the cnaracteristics of the fuel as received. Availability of floor space in the plant may also affect the flowsheet. For example, drying air may be supplied from the pellet furnace if the grinding mill can be located near the grate, or the pneumatic conveying system and a surge hopper may be eliminated by placing the grinding mill adjacent .to the mixing area. Also, for a multiple line plant, a ball mill rather than a roller mill may be more suitable.
