A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Geographical information systems (GISs) provide sophisticated functionalities t1tat can be used by the personnel in many aspects of the mining industry to visualize, analyse, and manipulate spatial and tabular data. This paper presents an experimental case study for Hartebeestfontein Gold Mine. It shows how data from different computer systems can be brought together into a GIS by use of the Arc/Info and ArcView programs.

Gravity-driven rock falls account for a large proportion of all fatalities and injuries in underground mines. Potentially unstable blocks of rock are found in the hanging wall of excavations, which may be delineated by natural joints or stress fractures. These blocks, referred to as keyblocks, will fail if their weight exceeds the support capacity or if they are located between support units. This paper describes a computer program which simulates blocks in the hanging wall of an excavation based on measured properties of fractures and joints. Keyblocks are identified and placed at random locations in a predefined excavation. The keyblocks are tested against the support to determine whether they fail the support, drop out between the support or are stable. By repeating the procedure several thousand times, statistics of the probability of failure of the keyblocks are obtained. This approach allows the relative hazard associated with different types of support or excavation orientations to be obtained. It is concluded that a probabilistic approach is suitable for the evaluation of supports effectiveness in situations where large numbers of discontinuities or stress fractures are exposed in excavations.

This paper describes the evaluation of a limit equilibrium model to simulate the behaviour of crush pillars in platinum mines. An analytical model was derived to calculate the residual average pillar stress (APS) values of the crush pillars. The values predicted by this model were compared to the numerical values obtained from TEXAN simulations. In general, the limit equilibrium model appears to be very attractive for simulating pillar failure as the gradual crushing of the outside of the pillar and the transfer of stress to the intact core can be replicated. The value of the TEXAN crush pillar model was further demonstrated by simulating an idealized layout with crush pillars between two adjacent panels. The simulations illustrated that oversized pillars will not crush close to the face and this may lead to seismic failure in the back area. An important finding of the study is that closure measurements may prove to be a very valuable diagnostic measure in crush pillars layouts. Distinct differences in magnitudes of closure were simulated for a scenario where the pillars crush as expected, compared to the scenario where an oversized pillar is left. Experimental closure data collected in a crush pillar stope provided further evidence regarding the value of closure measurements in these layouts.

Various models of near-surface kimberlite pipe emplacement have been proposed over the years. These include a top-down, phreatomagmatic model, a bottom-up, embryonic pipe model and three top-down explosive dyke models. AU of these models consider kimberlites as essentially the same rock type. However, different kimberlites have different pipe shapes and contain different rock types with very specific mineral assemblages and textures and therefore are likely to have been emplaced by different processes. Some authors have considered local geological differences as the principal reason for the contrasting geology but others argue that, while geological differences might contribute locally the petrographic peculiarities of particular kimberlites may be due mainly to inherent compositional differences specifically in the ratios of juvenile CO2 and H2O.

The main purpose of the paper is to determine the contribution of fluctuations in barometric pressure to flammable gas explosions in South African mines. For this purpose, the barometric-pressure patterns preceding each of the 59 major explosions in South African gold and coal mines over the past 20 years were analysed. It is concluded that diurnal fluctuations in pressure do not have a major influence on the accumulation of gas in the underground workings, but that pressure drops associated with cyclonic weather systems moving across the country over a number of days are the major factor contributing to gas explosions in mines. To illustrate some of the points made in the paper, the Hlobane Colliery explosion of September 1983 is used as a case study. In the final section, several general conclusions are drawn and recommendations put forward as to how mines should recognize and react to meteorological phenomena that may lead to an increased probability of gas explosions in underground workings.

This paper reports on an investigation into the extent to which this Isotherm shift is Influenced by the changes in oxygen and cyanide concentration that occur in operating plants. The impact of the isotherm shift on the reliability of simulation results is examined.

Paper written on project work carried out in partial fulfilment of B. Tech (Metallurgical Engineering) degree Fine coal of the Goedehoop Colliery is dewatered by centrifuging before being sold. Full-scale plant tests were carried out to reduce residual cake moisture by the addition of surfactants. It is believed that by modifying the interface between the coal surface and the adherent surface water, as well as the water occluded in the cake voids, drainage is improved. Two anionic surfactants at concentrations up to 150 g/t were tested on coal of <0.5 mm size. The results demonstrate that quite high additions of surfactant (80 g/t)were needed to reduce moisture from 20 to about 17?18%. It was observed that when increasing surfactant additions at low levels, within a very narrow concentration range, the retained moisture first increased sharply only to decrease sharply immediately thereafter; this effect points to a critical surfactant concentration. Based on the obtained results, the use of surfactants cannot be recommended at this stage; further investigations under more controlled conditions are required.

The conference was divided into a total of 12 different sessions. Apart from the keynote addresses, the papers covered many aspects of open-pit mining, from mine design and blasting techniques to mining operations and equipment, as well as water management and rehabilitation. A number of case studies were also presented. Most of the 68 papers originated from Australia; however, presentations were also made by representatives from Chile, Indonesia, Papua New Guinea, and South Africa. The keynote papers dealt with subjects such as the economics of open pits, project planning of a new large copper deposit, management principles, and rehabilitation strategies.

The kinetics of the dissolution of colloidal silver in aerated cyanide solutions has been investigated with the aim of developing a relatively rapid and convenient method for monitoring the ?leaching power? of solutions typically used in the cyanidation process. Experimental results obtained are consistent with an electro-chemical model, in which the mixed potential is set up in the active region of the polarization curve for the anodic dissolution of silver, giving rise to a rate of dissolution which is controlled by the rate of mass transport of either cyanide or oxygen to the surface of the silver. The rate of dissolution of colloidal silver was found to respond to variations in the reactant concentrations in a similar manner to gold (and silver) in a typical free-milling ore. The use of this technique for the monitoring and control of the cyanide leach process is discussed.

The reaction between carbon and slags is of significant importance in direct smelting of iron ores, EAF slag foaming and copper slag cleaning processes. This reaction is known to occur via gaseous intermediates and it is important to have fundamental data to understand the relative importance of each reaction step. In this study, the rate of CO2dissociation on different slag surfaces is measured using an isotope exchange technique. It was found that increasing iron oxide content up to 30 wt per cent does not have a significant effect on the rate constant while increasing from this limit, increases the rate constant dramatically. Activation energy of CO2dissociation on slags of unit basicity and different iron oxide contents is in the range of 180±40 kJ/mol. It is found that rate constant dependence on oxygen potential in the slag phase is increasing with iron oxide concentration. In the case of copper making slags, the influence of copper oxide is found to increase the magnitude of apparent rate constant, while decreasing the activation energy considerably. SYNOPSIS The effects of concurrent recovery, prior creep deformation and concurrent high temperature fatigue on the coarsening of some carbides in steels have been studied. It was found that concurrent recovery enhances the coarsening rate by orders of magnitude and prior creep deformation causes an enhancement of about two times. Finally, concurrent fatigue causes an initial greatly enhanced coarsening rate but after prolonged cycling dissolution of the carbides occurs.

Plurigaussian simulation allows constructing lithofacies or rock type models that reproduce the contacts between facies in accordance with the geologist?s interpretation. Its implementation requires inferring the local facies proportions, but the uncertainty in the true proportions is not accounted for. The simpler model with constant facies proportions may not yield realistic results, due to the possibility of obtaining facies at locations where it is geologically unlikely to find them. This article presents a variation of the plurigaussian model, in which the facies proportions are represented by random fields. The realizations can be made conditional to soft geological informati onto account for local changes in the facies proportions. The model is illustrated via a case study of a porphyry copper deposit where four Gaussian random fields are simulated conditionally to drill hole data and to constraints on the probability of finding a given facies at specific locations (control points) in the deposit. Then the first two fields are truncated using the random thresholds defined by the last two, generating a three-facies model. The proposed random proportion model proves to be simple to use and to account for spatial variations of the geological characteristics and for the uncertainty in the facies proportions. Technologies and systems used in the management of energy consumption in the mining and metal processing industry are well understood and documented from the supply side of the business. It is our contention that in many instances, through a more complete understanding of the demand side of the business, based on the detail of the operations plan, will provide greater lead time in terms of the design, implementation and utilisation of power supply infrastructure. Thus, optimal management of demand in a proactive manner, based on production requirements, will ensure both security of supply as well as continuity of operations. This paper describes the technology and methodology that is being developed to enable the above statement to be achieved. We use a case study to demonstrate the ability of the tools and methodology and conclude by outlining the business benefits achievable as well as the future developments emanating from this initiative.

The sixth underground pumped powerhouse cavern is under construction now in Korea. For the stability analysis of the five underground powerhouses, finite element method was used. For this analysis, in-situ rock stresses were measured by overcoring method and horizontal to vertical stress ratio was calculated 1.07-1.32 at four sites. Rock mass strength and elasticity were assumed from intact rock properties. The ratio of elasticity of rock mass was 0.16-0.55 of intact rock core elasticity. In general, elasto-plasticity with Mohr-Coulomb failure criterion was applied and the input cohesion and internal friction angle were approximately 0.12-0.22, 0.6-0.87 of intact rock strength parameters, respectively. Für die vergan-gene Stabilitätsanalyse des fünf unterirdischen Powerhouses in Gebrauch wurde ein begrenztess Elementsmethode benutzt. Für die Analyse wurden In-Situ Felsenspannungen von overcoring Methode gemessen und Horizontale zu senkrechtem Spannungsverhältnis waren als 1.07-1.32 an vier Stellen kalkuliert. Felsenmassenkraft und Elastizität wurden von unversehrtem Felsenei-gentümern angenommen. Das Verhältnis der Elastizität von Felsenmasse war 0.16-0.55 von un-versehrter Felsenkernelastizität. Im allgemeinen wurde Elasto-Plasticity mit Ausfallskriterium des Mohr-Coulombs verwendet. Die Eingabebindekraft und die innere Reibungswinkel waren unge-fähr 0.12-0.22, 0.6-0.87 von unversehrtem Felsenkraftsparametern, jeweilig. En Coree, la sixieme centrale souterraine de la pompe d&apos;accumulation dans la caverne est en construction. La methode d&apos;element fini a ete utilisee pour analyser la stabilite de cinq dernieres centrales en service. Dans cette analyse, la reaction de la roche sur place etait mesuree par la methode d&apos;overcoring et celle du rapport horizontal-vertical etait calculee de 1.07-1.32 en quatre places. L&apos;intensite et l&apos;elasticite de la masse de roche ont ete estimees de la roche intacte. Quant a l&apos;elastic-ite, sa masse de roche etait 0.16-0.55 fois que celle de la roche intacte. En general, elasto-plasticite avec le critere de defaut Mohr-Coulomb etait utilisee et sa cohesion d&apos;energie et son angle de friction interieure etaient supposees respectivement 0.12-0.22, 0.6-0.87 fois que la parametre de l&apos;intensite de roche intacte.

Between the main fan and the coalface in a mine a lot of air is lost through leakage at stoppings, doors, air-crossing etc. so that a much larger quantity of air has to be circulated by the fan in order that the stipulated quantity of air reaches the face. Stoppings are of vital importance not only for effective ventilation of underground mines but also for isolation of areas affected by fire or susceptible to spontaneous heating. Generally, isolation stoppings are made of brick in cement mortar. If the area is far from the pit or unapproachable, it is very difficult and sometimes impossible to build these stoppings. To overcome these difficulties, particularly near fire affected zones, an alternate successful attempt was made in Indian mines to make a plug underground, from surface through borehole, using cement concrete. In this paper the salient features of the methodology adopted for construction of the plug and the experimental procedure for the measurement of air leakage by SF6 tracer gas is described. Measurements of air leakage through rows of ventilation stoppings in two mines viz. Moira (Jambad and Kajora seams) and Kuardi11/12 (Niga seam) collieries of Eastern Coalfields Ltd. (ECL) have been incorporated. Results of experiments conducted at the Central Mining Research Institute (C.M.R.I) to determine leakage through25 and 38 cm thick brick stoppings are also discussed. Results of all these studies are compared, which show that the efficacy and reliability of the remote filled cement concrete plug in respect of air permeability is satisfactory.

The present study was carried out to investigate the impact of slag refractory lining reactions on the formation of inclusions during ladle treatment of steel. The experiments were conducted on an industrial scale in the ladle at Uddeholm Tooling AB in Hagfors, Sweden. The inclusion chemistry and population during ladle treatment were studied along with the composition of the ladle glaze, taken from the ladle lining. The inclusions in the steel were classified into four groups according to the Swedish standard SS 111116. SEM/EDS analyses were carried out to identify the phases present in both the inclusions and the ladle glaze. The number of inclusions in the steel before deoxidation was found to increase with the ladle age, i.e. the number of times the ladle had been in use. A similar increase was also found after vacuum degassing and before casting. A great portion of inclusions before casting was found to be supplied by ladle glaze. This observation was further confirmed and explained by thermodynamic analysis. The present results show that ladle glaze is a major source of inclusions in the ladle at Uddeholm Tooling.
