Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

The optimal design of production phases and ultimate pit limit for an open pit mining operation may be generated using conventional or stochastic approaches. Unlike the conventional approach, the stochastic framework accounts for expected variability and uncertainty in metal content by considering a set of equally probable realizations (models) of the orebody. This paper evaluates the performance of a new stochastic network flow approach for the development of optimal phase design and ultimate pit limit using a gold deposit as the case study. The stochastic and conventional frameworks as considered here utilize the maximum flow and Lerchs-Grossman (LG) algorithms, respectively. The LG algorithm is restricted to considering an estimated (average-type) orebody model, while the stochastic maximum flow algorithm is developed to simultaneously use a set of simulated orebody realizations as an input. The case study demonstrates that, when compared to the conventional LG algorithm as used in the industry, the stochastic approach generates a 30 per cent increase in discounted cash flow, a21 per cent larger ultimate pit limit, and about 7 per cent more metal, while it maintains a consistency in phase size.

The potential application of fluidized beds in several sectors of the ferroalloy industry is promising. They can be used in the direct reduction of iron ores to produce a feed for steelmaking, in the reduction of manganese dioxide to produce a lesser oxide for feeding to smelters, in the preheating of chromite for the production of ferrochrome, and in the calcining and pre-reduction of nickel laterites for the production of ferronickel. This paper discusses the potential of fluidized beds in theses processes and highlights the advantages of the technology over other technologies, such as rotary kilns. Two primary advantages?(1) that fluidized beds can treat fine materials and (2) that fluidized beds can be integrated with smelters in a way that allows for more efficient use of energy?may well see the technology gain prominence as more deposits of lower grade are mined and industries strive to use their resources more efficiently. In discussing the potential of the technology in the ferroalloy industry, this paper focuses on the application of fluidized beds in the smelting of chromite, nickel laterites, and manganese ores. Central to the successful operation of this technology is a knowledge of how particle properties influence the behaviour and design of fluidized beds.

Despite its growth over the years, necessitating ever¬larger office accommodation, the Gold Fields group changed its head office address in Johannesburg only twice in 94 years. The first move was at the turn of the century, from the then select suburb of Doornfontein to the corner of Fox and Simmonds Streets. The second move was in the thirties, from that address-now the Reserve Bank building-to the well-known address of 75 Fox Street. With the advent of the first mines of the West Wits Line by the end of the thirties, 75 Fox Street proved too small, and the eastern section of the Commissioner Street side of the present head office was added on. In the fifties, when space once more became a serious problem, the old Exploration building was purchased and demolished, and the present west wing on Commissioner Street was built on the site. In the early seventies, cramped conditions again made life difficult and, despite a reorganization of the interior layouts, the need for expansion remained critical. "The complexity of the mining and metallurgical operations of Nchanga Consolidated Copper Mines, Limited, has made it necessary to use computer-assisted planning techniques in order to maximize copper production and marginal contribution to profit. The most successful of the Group Production Scheduling systems utilized linear programming to optimize the concentrate routing only. This third-generation system was commissioned in March, 1968.It bad become necessary by March, 1970, to expand the long-term planning activities and to take into account new mines and new concentrate treatment schemes. Technical difficulties and manpower limitations made it impossible to expand the third-generation system, and it was decided to construct a new Group Production Scheduling system using only linear programming.The plant models in the new fourth-generation system are based on data available from the monthly reports of the metallurgical plants. The models consist of mass balances and empirical relationships. Matrix coefficient assignment and management reports are produced using a Report Generator Language designed for linear programming data files. The development of this system is an example of a user application of a system package."

The South African socio-economic history started with pastoral and agrarian communities which had low levels of industrialization and small needs for energy. The discovery of diamonds (in the Northern Cape in 1867) and of gold (in the Transvaal in 1886) heralded economic and industrial development, with a concomitant demand for energy. The energy needs of the fledgling mines, and mining towns, were met by the combustion of wood, cut locally, or by coal, hauled laboriously from the primitive collieries, and sold to the mining companies and townships at high prices.

Details are given of three legal controls for the pollution of the air, the water, and the land, together with brief histories of the developments leading up to these controls. Attention is drawn to the fact that legal action may be instituted against a mine under common or other laws where pollution causes proveable damage or loss. It is suggested that an international conference should be held to define the philosophies and principles on which to base not only the necessary legislation for environmental control but also the machinery by which the controls can be administered.

Over the last few years Lonmin Platinum and Sandvik have embarked on a unique partnership of collaboration through a systematic approach to developing equipment to mechanize and automate narrow reef platinum mining. After the initial design and manufacture of the equipment the key aspect is the integrating equipment, people and method into a mining system. Another key a spec of mechanization is the optimization of equipment utilization and this philosophy has ensured continual evolvement of mining methods. The first part of this paper describes the collection of barometric pressure measurements in a mine and their statistical analysis, which shows the effect of variations in barometric pressure, both on the primary emissions of methane gas into the workings (whether from fissures or from the surrounding strata), and on the flow of air to and from large unventilated, or poorly ventilated, areas. The second part of the paper deals with a study, based on computer simulations, of leakage flows of air into and out of sealed areas, and the reduction of such flows by the use of adequate seals.

South African underground hard rock mines are typically managed using measurements made daily, weekly or even monthly of key parameters such as face advance, readiness to blast, blast success, temperature or dust levels. Health, safety and productivity can all be greatly improved if a real-time measurement system can inform decision making. To enable this vision of widespread sensing, communication and decision support, CSIR has developed an open standard architecture for communication of sensor data, and a reference implementation using that standard. The standard, called AziSA, meaning ?to inform? in isiZulu, will allow any device that complies with it to join any network that supports it. The standard is designed for South African gold and platinum mines. To be practical in a typical Bushveld platinum mine, a real-time sensor system needs to be robust, reliable and cheap: ?Sensors are equipped with power sources that will last as long as the sensor is required. In effect, sensors need to be disposable: cheap enough not to warrant repair if they break. ?Communication in the stope is wireless, to avoid there liability problems associated with wire connections. For example, wires to sensors in the face area are unlikely to survive blasting. ?To get information out of the stope, the power line to the scraper winch is used as a communications link. Unlike a separate communications link, the power line will be repaired if damaged, because of its importance to production. ?Outside the stope, communications are transferred onto the mine communication infrastructure. To succeed as a management system, the next key element is the use of software decision support tools that will analyse masses of real-time data to extract key parameters and trends for decision makers. A range of sensors has been developed, including commercial sensors that have had wireless adapters added to make them AziSA compliant, and bespoke sensors that provide low cost sensing of typical mining parameters. An important parameter in any sensor network is the location of the sensor. This has to be easy and cheap to establish, so a tool has been developed to locate sensors in the confines of a stope, using ultrasonic and radio techniques. Once sensors are installed and located, they associate their location to all data that they produce. All the data from the system are captured at surface in a flexible database that can be queried by any application that requires data of any kind. It is simple to program alerts, and for actions to be associated with alerts. The use of wireless in stope also allows for communication from surface to the stope, or from stope to stope. The first implementation of an AziSA compliant system is being installed as part of the Mine Health and Safety Council funded rockfall elimination project. The design is discussed, and a future application for a platinum mine is considered.

A colloquium on industrial minerals entitled' A Strategy for Growth in the Industrial Minerals Sector' was held at Mintek on 5th November, 1991, under the auspices of the Extractive Metallurgy Sub-Committee of the SAIMM. The SAIMM had not been previously active in the field of industrial minerals, and the programme was designed to appeal to the middle management of mining and manufacturing companies in the industrial-minerals field. The Kelsey Centrifugal Jig (KCJ) utilizes the application of centrifugal force (and the resultant enhanced gravitational field) to conventional jigging technology principles to successfully process materials where the valuable constituent particulates are very fine and/or where there is a small specific gravity differential between these and the gangue minerals. The KCJ has been successfully employed in mineral sands applications in Australia for approximately 12 years. More recently, the KCJ has been tested and installed on zircon tailings dump retreatment projects in Australia and the USA, while being considered for similar projects in RSA, and is about to be installed in zircon tailings processing duties in India and Africa and in a tin removal duty in a rutile circuit in Australia. Extensive test work has been carried out on these applications and some typical performance data is presented in this paper. Information is also provided on the principles of operation of the KCJ and on the keys to a successful KCJ installation.

In the chlorination process for TiO2 pigment production, blends of titania feedstocks such as ilmenite, synthetic rutile (SR), natural rutile, upgraded slag, and chloride-grade slag are reacted with coke and chlorine at a temperature of around 1000°C to form TiCl4, which is the main product, and other waste metal chlorides. TiCl4 is the main feed material for the TiO2 pigment-making process. Feeding different titania materials to the chlorinator affects the amounts of coke and chlorine required for the process, the amount of waste generated, waste disposal costs, the amount of TiCl4 produced, and bed build-up rates. These factors influence the value of the feedstock. Generally, a higher TiO2 feedstock is more valued since less waste is generated and less reagents are consumed. To quantify the impact of different feedstocks on the chlorinator, a techno-economic model was developed to describe the chlorination process and estimate process variables at steady state. This paper describes the development of the model and studies in which the model has been used to quantify the effects of using different feedstocks.

Mines of Southern Kuzbass working out, basically, coal formations of flat seams. Seams, as a rule, are inclined to self-ignition. Detection at early stages of the centers of endogenous underground fires has great value for safe conducting mountain works. One of methods of detection of an early stage of underground fires in the worked out space is the method of superficial radon survey. In the report the method is de-scribed and examples of superficial radon survey on concrete layers are given.

Reactions between metal and slag are of decisive importance for metallurgical processing. In the continuous casting process, where metal solidifies at the metal-slag interface, reaction products can cause surface defects, with quality damages of the cast products as a consequence. These investigations are focused on the contact area between casting flux and metal. The samples were taken from the mould during the casting process. The results show that layers up to approximately 300 nm from the slag/metal interface represent a specific reaction space. Sodium in this layer on the slag side plays a specific role, which is explained on the basis of experimental results. The transport of oxygen near the interface and the charge transfer is explained on the basis of the ionic character of the slag. The mass transfer rate of oxygen crossing the interface is calculated from measured data, and conclusions concerning the stability of the interfacial tension are made. High-pressure waterjet technology is proposed as an alternative tool for selective underground mining of high-grade ore sections in stratiform orebodies showing a preferred ?bottom? or ?top? enrichment such as the Witwatersrand reefs and the Bushveld Complex platiniferous reefs. This technique, utilizing known mining technology together with more advanced machinery and additives as used in industrial and cleaning applications, may lead to an increased life-of-mine (LOM) for mining operations. A series of experiments was successfully carried out in a laboratory on Witwatersrand quartzite material, indicating acceptable cutting performance. Mining volumes by selectively cutting of reef portions are considered to be comparable to traditional drilling and blasting. Economic advantages of waterjet mining include energy savings due to the lower quantity of gangue rock to be hoisted to surface, as well as savings by a decrease in the usage of blasting materials. Capital expenditure of waterjet cutting, if applied on a broad scale, could be lower in the long term than that of conventional drilling and blasting methods. Mining by the application of high-pressure waterjet technology could become a competitive ?green technology? improving the economics and safety of labour-intensive mining operations. This paper suggests that waterjet cutting at an industrial scale can become a routine hard-rock mining technique in the future. 1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

Mining companies are challenged with increased difficulty in delivering capital projects on schedule and within budget. In 2005, PricewaterhouseCoopers global review of major capital projects in the mining industry only 2.5% of projects could be defined as successful when assessed across the four critical dimensions of scope, cost, schedule and business benefits. Thus 97.5% of major mining capital projects were not successful according to the criteria PricewaterhouseCoopers used. Normally if a project fails on all these criteria it indicates scope creep. Scope creep refers to the change in a project's scope after the project work has started. As a result, the projects drift away from their original design, timeline, and budget, and as a consequence destroy business benefits. The major reasons for scope creep are poor change control and the lack of proper front end loading. Change control and front end loading are based on project processes in the planning and monitoring & control process group of the Project Management Body of Knowledge1 (PMBOK). This paper will focus on key factors to consider during project scheduling/planning with special reference to cost and schedule (using Microsoft Project as a tool although the principal is universal)
