Difficulties with the screening of large volumes of pulp to remove plus 600 /km material before the adsorption circuit and to retain plus 20-mesh carbon in the adsorption contactors have largely been solved, with the result that the plant can now handle its design throughput. The elution and electrowinning processes have been modified to simplify the circuit, but the regeneration of carbon remains unsatisfactory. The production of fine carbon in the plant can lead to increased gold losses, and this carbon must be collected and treated. Collection methods for fine carbon and some indications of the quantity of the carbon and its gold values are given.

This paper describes some aspects of the planning of a new colliery which commenced production in the Middleburg district in 1966. An account is given of some of the problems encountered in the early years of operation and of what was done to solve them. The conclusion is reached that design of plant and machinery should be flexible to permit multiplication of units.

As is usual when preparing for this type of occasion, I looked back at the subjects covered by my predecessors when they assumed the presidency of this Institute. You will appreciate that, in the eighty odd years since the Institute was founded, the diversity of subjects has been very great. In almost all cases it is quite natural that the speaker should have chosen a topic of special interest to him and one in which he was particularly knowledgeable.

A variety of processing problems in the hydrometallurgical extraction of uranium in the U.S.A. are contrasted with those in South Africa. In U.S. plants, for example, problems are often encountered in the separation of vanadium, molybdenum, and uranium, and in the contamination of the circuit with organic acids. South African plants often experience problems with dissolved silica in the feed, clarification of feeds, and problems associated with synthetic polyelectrolytes. Individual situations are examined, along with the analytical techniques that assist in solving specific problems. Successful approaches that have been applied to mechanical and chemical problems in' uranium solvent-extraction plants are discussed.

The ongoing revision of the Respirable Dust Regulations (RDR) by the UK coal mining industry includes the introduction of personal exposure monitoring for underground mines, rather than the fixed point sampling of workplaces. The initial choice CIP10 personal respirable sampler, failed during the underground trials because of the transfer of large non-respirable particles to the respirable dust deposit under vibration from man-riding belts, and of adverse effects of high winds and high dust loading on the flowrate through the sampler. These effects were validated in laboratory simulations of these conditions. A cyclone-based personal sampler is showing promise as an alternative.

After the presentation of the paper, the Vice-President said: The Vice-President: "Thank you very much, Professor Starfield. Gentlemen, I think that many of you here, who have to do with the design of mines in an age where costs and difficulties generally, are increasing at a rate which we find almost impossible to keep up with, I would agree with you that we are fortunate to have a band of people like Professor Starfield, and others who are dedicated to producing the tools, and methods which we need to sort out these problems. I am sure that you would agree with me, that the old rule-of-thumb methods are finished forever, that we can never go back to the methods which served us in the past, when we were close to the surface and had not met the conditions which we are meeting now, and which we are going to meet in an increasing degree in the future. It is to people like Professor Starfield, with these clear, completely logically described new methods, that we look for the solution of our problems in the future. I think the whole problem of layout of any mine, is one where you can reliably prognosticate what you are likely to find in a variety of circumstances to meet the wide range of things which must happen when you consider the costs in these modern operations. Thank you very much, Professor Starfield, for coming and giving us this paper. Thank you for making plain to me how these mathematical models of yours are used. I am sure that what you have said will be a very valuable addition to the archives of this Institution. Minutes As the minutes of the General Meeting held on the 17th November, 1970 had not yet been published in the Journal, the Chairman moved that the adoption and discussion thereof be deferred to the next General Meeting. This motion was adopted unanimously. Office-bearers The Chairman informed the meeting that this branch had received the resignation of Mr J. N. Saunders. Freer The Chairman called on Mr J. Freer to deliver his talk on "Uranium Extraction, Processing and Conversion for Fuel Element Manufacture". The presentation of this talk, illustrated by sketches, proved very interesting and entertaining and was received with applause from all present. Mr I. Thomas proposed a vote of thanks to Mr Freer on behalf of all members of the O.F.S. Branch. After thanking Mr Freer for his talk and all present for their attendance, the Chairman declared the meeting closed at 9.30 p.m.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. I am sure there were casualties then, in the criteria of certification. "Nevertheless, this paper is a worthy addition to the long list of scientific work done on this so-important

Then I would refer to Richard Beaumont Tasker, Life Fellow, who joined this Institute in 1932, and who died on the 22nd of October, 1970. Then, lastly, Mr Jean Francois du Plessis, a student, who joined the Institute on the 19th June, 1968, and passed away on the 11th of November, 1970, as the result of an accident. Mr du Plessis was to have received a Student Prize today for his paper entitled, Displacements and stresses in the vicinity of a horizontal long-wall'. F. Morrison, J. H. Viljoen, N. B. Strydom and A. Heyns." After the presentation of the paper the President said: "Gentlemen, I would like to thank Dr Wyndham and his colleagues for once again reporting through the medium of this Institute the results of the very important work they are carrying out at the Human Science Laboratories. It is most appropriate that this work which is leading to a better understanding of the capabilities and efficiency of the human body under the arduous conditions encountered underground should be reported to this forum. In this way our members, who are actively engaged in the job of mining, can firstly learn something of this research and secondly, can, with their practical knowledge of conditions underground, contribute to what has been learnt and possibly pose new problems for our scientists in the laboratories. The scientist should always have the opportunity of subjecting his research to the scrutiny of people engaged in practical operations. By the very nature of our gold mines we are unfortunately heavily dependent on a large labour force and while mechanization has been introduced wherever feasible, we are likely to continue to be heavily dependent on this labour. In accepting this fact we can be proud in this country of what has been achieved, not only in obtaining the best efficiency from labour but in ensuring that their working conditions are reasonable and that their health and well-being are adequately cared for. When one visits our gold mines, one cannot help being impressed with what is being done to ensure that we have a satisfied, happy and healthy labour force. The Human Sciences Laboratory with its scientific approach has assisted greatly in promoting a better understanding of the problems associated with labour under the conditions experienced on our mines. Thank you." Mr M. Martinson then contributed to the discussion. (This contribution will appear in a later issue of the Journal.) "Professor Wyndham, may I call on you to deliver the paper entitled 'Acclimatizing men to heat in climatic rooms on mines,' written jointly with Prof Strydom." After Dr Wyndham had presented the paper the President said: "Thank you Dr Wyndham for so ably describing the work associated with the acclimatization procedures on our gold mines. It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. The scientific approach employed by the gold mines in tackling this problem is an example to these industries of what can be achieved by logical

PAPER FOR PRESENTATION The President: "This paper is entitled 'The Design, Erection and Operation of a Purlex Plant at Buffelsfontein Gold Mining Company Limited'. It is presented to the Institute by Mr B. G. Meyburgh, a visitor to our Institute. He is a graduate of the University of the Orange Free State and is the Uranium Plant Superintendent at Buffelsfontein and he, therefore, is in a very strong position to describe this very excellent job which is being done as he has been associated with this plant from the inception." After the presentation of the paper the President said: "Gentlemen, the paper you've heard from Mr Meyburgh is a very concise and interesting account of an important piece of work, and I think the title is so completely descriptive of the subject, which is admirably set out in the paper which you have heard. You probably haven't all had the opportunity of reading it, but you very soon will. I found it interesting to note that the results predicted were surpassed in the operation of the plant to date. The actual results obtained are significantly good, I think. Any process which, in this country, increases production and decreases costs, is to be welcomed, particularly when it is so necessary for South Africa almost to bend over backwards to utilise every avenue available in order to increase the scope of the production for overseas' markets, of her metallurgical and mineral potential. In lighter vein-and there is no reason why we should always be so serious-I am glad to see that, in a scientific journal like this, such words as the American word 'crud' which I have been picked out about so often, because my grandchildren use it, is now given an aura of respectability. Thank you very much, Mr Meyburgh, for an interesting paper. We have a long list of contributors, and I am not going to waste any more time. The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.
