SYNOPSIS Planning for the Finsch opencast mine is described with particular reference to the proposed stages of mining, the method used to determine the limits of surface waste rock stripping and the derivation of the waste rock mining rate. Actual mining practice is described and the possibility of installing a skipway into the open mine at a later date is discussed. In addition, the waste dumping policy is referred to: this includes the cutting of slots through the hill on the west side of the pipe to increase tramming speeds. The crushing, washing and recovery sections of the treatment plant are described together with the various changes being made to the circuit. The most important of these are the installation of X-ray sorters for the final recovery of + 7 mesh diamonds, and the vibrating grease belt for the recovery of - 7 mesh diamonds. INTRODUCTION The Finsch Mine, a subsidiary of De Beers Consolidated Mines, Limited, is situated approximately 90 miles west of Kimberley, and some two miles from the village of Lime Acres, in the Northern Cape. Lime Acres is a company village shared with the Northern Lime Company which operates a limestone quarry and works near the township. The mine is near the southern end of a well mineralized belt producing limestone, asbestos, diamonds, manganese and iron ore, and the whole area has developed rapidly in the last 20 years. Power for mining operations is drawn from the Electricity Supply Commission. The mine is conveniently close to the main Kimberley-Postmasburg railway line. Water is drawn from the Vaal River through a 57 mile State-owned pipeline at present temporarily operated by mine staff. DISCOVERY AND PROSPECTING OPERATIONS The diamondiferous orebody is situated on the farm Brits, which is State-owned ground that has been leased to the Company for the period of mining operations. There are indications of interest in the area by prospectors (Richter, de Bruin and others) over a period of some 30 years and the discovery would possibly have been made years earlier but for a law preventing prospecting for precious stones on State-owned land. Although the pipe formed a clear depression on the hill where it was situated, it was overlain by some 5 to 40 ft of banded ironstone rubble which was washed into the depression from the hillside above the pipe and obscured the deposit. In 1958, Mr Allister Thornton Fincham applied for, and was granted, the right to prospect for base minerals on the farm Brits. Asbestos is known to occur in the area and, initially, was Mr Fincham's primary interest. Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

"SynopsisLong before the environmental movement, coal miners were suffering from occupational diseases that became apparent in the later years of service, and especially during the retirement years. Chronic exposure to micro-fine dust in the respirable range (‘float’ dust) causes various lung diseases, referred to as coal mine dust lung disease. In the USA alone, 76 000 miners have died of coal mine dust lung disease since early legislation recognized the issue in 1969. Researchers believe that reducing float dust exposure limits alone will not reverse the increasing incidence of coal mine dust lung disease seen in the current generation of miners. Trace and radioactive metals are concentrated in the thin boundary layers of the coal seam (Roberts, 2013), and hence float dust includes silica and toxic trace metals. The production and quality of coal is also significantly impacted by the presence of these contaminants in the coal. In the combustion process, the trace metals are oxidized and become incorporated in the fly ash and flue gas. Since they are extremely water-soluble, they represent a significant danger to health and the environment. Coal preparation plants and power stations need to mitigate these contaminants as far as is practical, but the simple fact is that most contaminants should have been left un-mined.This paper describes an innovative coal-cutting solution to the longstanding technology gap in mining – the ability to measure uncut coal layer thickness to the boundary rock layer. Because of constant changes in geology, seam thickness, and seam undulation, the horizon sensor must be located in the bit-block of the rotating cutter drum of the mining machine. Contaminants in ROM coal must be minimized at the source – that is, at the rock/coal crushing cone directly under the bit-tips of the cutting drum. Bittip distances to the rock boundary layer must be automatically controlled in real time when mining in a complex and undulating coal bed. Horizon sensing (HS) technology enables the mining machine’s cutting picks to stop at a specified distance from undulating horizons of the boundary rock. The thin contaminated coal layer can be left in situ, significantly reducing the toxicity of the float dust. Preventing the metal picks from striking quartz-containing boundary rock also reduces the occurrence of methane ignitions. HS technology equipped with pick force vector sensing can allow optimization of the cutting pick lacing pattern for minimum coal and rock crushing, thereby reducing float dust. This technology may enable the mining industry to convert from automated machine control to autonomous during coal cutting and loading."

Calls for transformation in the mining sector are legislated. Whilst the composition of boards in terms of gender diversity and equal representation has improved, little is known on how women directors experience boardrooms. This research investigated the experiences of South African women in male-dominated mining boards. It questions why women remain marginalised in boardrooms, even when they are qualified as the men in their respective fields. The experiences of South African women on male-dominated mining boards were investigated by means of a multiple case study using a qualitative research methodology. Interviews were conducted with 16 women and 12 men serving across six JSE-listed South African mining companies. The findings show that irrespective of their qualification and experience, women,s, contributions are often ignored, and they are assigned to more social roles. Regardless of race, all women experienced gender stereotyping. Strategies are required to ensure that board cultures embrace female talent, where women can effectively contribute to decision-making and maximize their talent. It is argued that gender and identity should be studied in relation to post-colonial history in African countries. Women have multiple, varying identities, and their experiences require a unique investigation that would enable strategies to overcome barriers, through the implementation of an appropriate diversity management programme.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Mining is a cyclic industry that continuously faces enormous challenges as it wrests the treasures of the earth from an often reluctant mother nature. Throughout the ages, those challenges have demanded great skill from mining men and women, who are required to blend a mixture of robust determination with art and science. Pioneer Miners and Scientists It is not surprising therefore that the first blush of euphoria surrounding the discovery of gold on the Witwatersrand quickly gave way to consternation about the need to increase the metallurgical recovery of gold from the then readily identifiable conglomerate. The rugged pioneer miners had to turn to scientists for their salvation.

Environmental activists have targeted the mining industry in an attempt to prevent development, which has resulted in the industry's becoming defensive and retro-active. This paper argues that mining managements should go on the offensive and champion the environment through leadership in environmental policy and research and development, rather than reacting to anti-mining campaigns. In the formulation of an environmental policy for the mining industry, a clear understanding of the concept of sustainable development is of paramount importance.

On the basis of in situ study of pillar loading at different sites, an attempt is made in this paper to visualize the development of mining induced stress under varying geo-mining conditions. Field study demonstrated interesting interaction between size of pillar and nature of roof rock mass under the influence of increasing dimension of the excavation. Stiffness of pillars/overburden, extraction ratio and depth cover are observed to be the important parameters for the estimation of mining induced stress over the pillar. These parameters influence, both, the value of ultimate induced stress (vertical) and its range of influence ahead of the face line. Further, it is observed that the change in width/height (w/h) ratio of a pillar has got considerable influence over the nature of mining induced stress over it. Impact of highly dynamic nature of mining induced stress over the natural supports is observed to be the most serious factor for the safety of working under a hard and massive roof rock mass. On the basis of these observations, a conceptual model of interaction between the natural support and overlying strata is discussed in the paper. ZUSAMMENFASSUNG: Aufgrund ist in situ Studium von Säule Beladung an verschiedenen Stellen, ein Versuch in diesem Papier gemacht, die Entwicklung des Bergbaus vostellen sich, Spannung unter Änderung von Geo Bergbau von Bedingungen hat veranlaßt. Feld Studium hat interessante Wechselwirkung zwischen Größe von Säule und Natur von Dach Felsen Masse unter dem Einfluß von Vermehrung Dimension des excavation vorgeführt. Steifheit des Säulen Overburden, Herausziehung Verhältnisses und Tiefe sind beobachtet bedeckt, die wichtigen Parameter für die Schätzung des Bergbaus zu sein, Spannung über der Säule hat veranlaßt. Diese Parameter beeinflussen, beide, der Wert allerletzter veranlaßter Spannung (senkrecht) und sein Bereich des Einflusses voraus von der Gesicht Linie. Weiter ist, es beobachtet, daß die Änderung in Breite Höhe (W H) Verhältnis einer Säule beträchtlichen Einfluß über der Natur des Bergbaus erhalten hat, Spannung hat darüber veranlaßt. Schlag sehr dynamischer Natur des Bergbaus ist Spannung über den natürlichen Stützen beobachtet hat veranlaßt, der ernsteste Faktor für die Sicherheit des Arbeitens unter einer harten und massiven Dach Felsen Masse zu sein. Aufgrund dieser Beobachtungen, ein begriffliches Modell der Wechselwirkung zwischen der natürlichen Stütze und der überlagernde strata ist im Papier diskutiert. RESUME: En se basant sur dans l'étude de situ de chargement de pilier aux sites différents, une tentative est faite dans ce papier pour envisager le développement de creuse la tension persuadée sous varier de conditions de geo creuse. L'étude de champs a démontré l'interaction intéressante entre la taille de pilier et la nature de masse de rocher de toit sous l'influence d'augmenter de dimension de l'excavation. La raideur de piliers overburden, la proportion d'extraction et la couverture de profondeur est observée pour être les paramètres importants pour le jugement de creuse la tension persuadée par-dessus le pilier. Ces paramètres influencent, les deux, la valeur de tension persuadée ultime (vertical) et sa gamme d'influence en avant de la ligne de face. Plus, il est observé que le changement dans la largeur hauteur (le w h) la proportion d'un pilier a reçu l'influence considérable par-dessus la nature de creuse la tension persuadée par-dessus il. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

Tuzla Coal Basin in Bosnia and Herzegovina is the largest coal area in the State. Regional mining industry sensed the need for mining machinery database development in order to achieve easier planning purposes and equipment selection for open cast mines in Tuzla Coal Basin. Several databases for mining machinery used on the bituminous deposits, i.e. on brown coal and lignite mines, were developed at the Faculty of Mining, Geology and Civil Engineering, Tuzla. System Development Method was used as the approach to the database development, generating relational structure of database. First database was established for trucks and was presented as simple table, drawn and filled on the paper sheet. In the next phase, data were stored in spreadsheet type software (Quattro Pro and Excel). Lately developed database is Bucket Wheel Excavator database designed in MS Access. Two concepts, spreadsheet and Access, were integrated into one large database, enabling manipulation of hundreds of data at one place. Required adaptations of existing database in MS Access, enables Access to be used as an integration resource. Database is designed to reserve free memory for input data for mining equipment not considered so far, such as spreaders, crushers, belt conveyors, tripper cars, etc. New, integrated database, at this stage, can be imported to any type of commercial or individual software where needed. One of the most critical and complicated steps in mine design is a suitable mining method selection based upon geological, geotechnical, geographical and economical parameters. Since there are many factors involved in mining method selection, the decision-making process is very difficult. In this paper, the Analytical Hierarchy Process, with 13 criteria, is used to develop a suitable mining method for the Golbini No. 8 deposit in Jajarm (Iran). Six alternatives (conventional cut and fill, mechanized cut and fill, shrinkage stoping, sublevel stoping, bench mining, and stull stoping) are evaluated. The studies show that the suitable mining method for this deposit in the present situation is the conventional cut and fill method.

Two different methods of fuzzy multiple criteria decision making have been proposed to solve the problem of mining method selection in the paper titled ?Mining method selection by multiple criteria decision making tool, by Bitarafan and Ataei. This problem is really important and also difficult to solve because of the need of handling many criteria simultaneously in the process of decision making. Bitarafan and Ataei have selected 15 criteria for the case study in their paper and those criteria have not been clustered/grouped yet. The number of selected criteria is only 15, although there are more criteria that should be handled in a real case, because they have used Saaty?s method in the section ?Fuzzy multiple attribute decision making? in their paper. Saaty?s method considers the pair wise comparison of criteria and uses random indexed which have already been derived and published. Available random indexes, however, have been derived for maximum 15 criteria so far.

Mining method selection is the first and most important problem in mine design. In this selection some of the parameters such as geological and geotechnical properties, economic parameters and geographical factors are involved. The mining engineer must balance the input parameters and select the method that appears to be the most suitable; mining method selection is both an art and a science. Distinguishing all parameters that have an effect in mining method selection and in the determination of weighting factors of any parameter is a difficult task in an ordinary environment. This paper attempts to determine important parameters that impact on the mining method selection and demonstrates the calculation of the weighting factors for each selected parameter. This study has been directed to the research of a methodology for the selection of an optimal mining method. Different fuzzy methods are presented as an innovative tool for criteria aggregation in mining decision problems. Two methods of fuzzy multiple criteria decision making are used for selecting the optimal method with which to mine anomaly No. 3 of the Gol-Gohar iron mine. This paper finally presents a comparison of the selection methodologies and further discusses the most appropriate method investigated.

The Moon, asteroids, and planets of the solar system represent the most distant caches of wealth that humanity has ever considered recovering. Yet, in addition to the potentially recoverable values represented there, harvesting off-Earth resources has a second, almost incalculable sustainable benefit in that they can be retrieved with absolutely no damage to Earth. Previous research mostly assessed the potential of asteroids and the Moon for mining purposes from a theoretical and scientific point of view. These studies investigated drawbacks that could be experienced in this type of operation, but no detailed economic evaluation that is meaningful for mining project management has been conducted and the parameters that are most likely to make an operation feasible are unknown. This paper provides a preliminary economic and sensitivity analysis of a possible off-Earth mining business extracting minerals from an existing asteroid.

(Visitor) T his paper highlights the changes that are taking place at De Beers Consolidated Mines Limited in mining methods, mechanization, and employment practices. De Beers has four underground mines in Kimberley itself (Dutoitspan, Bultfontein, De Beers, and Wesselton), and two open-cast mines outside Kimberley (Finsch and Koffiefontein). Emphasis is placed on the new method envisaged for Koffiefontein when it becomes an underground mine. The paper also includes notes on chemical drilling and on winding practices.

The mechanized mining cycle using loaders and shuttle cars had it speak in terms of usage in the mining industry during 1950 through 1960. In Brazil, this system is still used at underground coal mines in southern Santa Catarina coal basin. With the aim of investigating the benefits of a new mining scheme using the room and pillar method for these local mines, a computational simulator model was developed in order to investigate the mining cycle. This paper presents the methodology used to develop the simulator and the results that the simulation shows regarding impact of the proposed new scheme on mining productivity.

Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.
