This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

The Minas de Matahambre is situated on the north coast of Cuba, in the Province of Pinar del Rio, approximately 150 miles west of Havana. This nine is the only producer of copper in Cuba, and has been worked for the past 15 years. In 1921 the property was affiliated with The American Metal Co., Ltd., and has been worked by them since that time under the direction of Mr. D. D. Homer, General Manager. Extracts from P. D. Wilson's ?Preliminary report on the geology at Minas de Matahambre? have been freely used in this report.

"Dust control in high-production longwalls requires attention to operating practices and ventilation schemes. Several studies have shown that the shearer is the major source of dust on a longwall face. Support movement has not been regarded as a major source of dust in US longwalls. Yet, under certain conditions, 31% of the shearer operator's dust exposure can be due to support movement.Several methods have been developed for the control of shield-generated dust. But the need for better methods is apparent. In this paper, the amount of airborne, respirable dust generated per shield move is estimated from specially designed experiments on longwall faces. Ten experiments were conducted on five longwall faces in four mines. Each experiment involved one face visit and lasted three to six hours. The contribution of shield movement to the airborne, respirable dust concentration immediately downwind of the shield move varied between 0.12 and 1.75 mg/m3 in the five longwall faces. The mass of airborne, respirable dust gener-ated by shield movement was found to vary between 39 and 386 mg per shield move. The results from this study reveal that control of dust from longwall shields requires a combi-nation of approaches involving alternative operating prac-tices, reducing shield dust generation rate, increasing face air flow and decreasing personnel exposure.IntroductionIn 1992, longwall mining accounted for about 36% of US underground coal production, a 240% increase from a decade ago. The absolute longwall tonnages were 46 and 133 Mt (51 and 146 million st), respectively. Compared with room-and¬pillar mining systems, the longwall mining system is charac¬terized by higher recovery, enhanced safety and higher pro¬ductivity.However, personnel dust exposure on a longwall face is higher than in other types of mining. According to Mine Safety and Health Administration (MSHA) data, fewer longwalls were in continuous compliance with the applicable dust standard in 1992 than in 1989.Controlling shearer-generated dust and reduction of per-sonnel exposure to airborne dust have commanded attention in the design of longwall faces, operational practices and ventilation schemes. Studies in the United States and abroad have revealed that support-generated dust can be a major obstacle to compliance under certain conditions (Becker et al., 1989; Bradley et al., 1983; Jankowski and Organiscak, 1983; Jankowski et al., 1990; Organiscak et al., 1985)."

Low-temperature heat capacities and high-temperature enthalpies for syn¬thetic Cu2S and CuS were measured. This investigation is part of the Bureau of Mines goals to provide thermodynamic data essential to the more efficient processing of copper ores, and thereby minimize the current dislocations in energy, environment, and mineral supply. Heat capacities were measured with an adiabatic calorimeter from 5 to 310 K, and resulted in S°298 = 27.76 for Cu2S(c) and S°298 = 16.05 cal/deg mole for CuS(c). Low-temperature values are tabulated for Cp°, S°, -(G°-Ho°)/T, and H°-Ho°. Enthalpies were measured with a copper block calorimeter from 298.15 to 1,600 K for Cu2S(c,1) and 298.15 to 780 K for CuS(c). The thermal behavior of CuS showed no transitions or other significant anomalies for the low- or high-temperature investigations. Cu2S showed reversible transitions at 376 K with an isothermal heat absorption of 0.865 kcal/mole, 720 K with an isothermal absorption of 0.280 kcal/mole, and approximately 1,400 K (congruent melting point) with a heat of fusion of 3.070 kcal/mole. High-temperature data are tabulated for H°-H°298, Cp°, S°, and -(G°-H°298)/T. Enthalpies are also expressed in equation form. The low¬and high-temperature data were combined with data from the literature to cal¬culate and tabulate ?Hf°, ?Gf°, and log Kf as a function of temperature.

"IntroductionIn a typical incremental loading test, the AE activity increases rapidly in the initial stage of the loading. It is associated with initial closure under compression of favorably oriented cracks already present, together with sliding of crack faces against each other /1/. After the initial stage, crack closure and movement largely cease and the AE activity drops to a barely detectable level /2/. In the final stage of loading test, cracking associated with the onset of inelastic deformation' occurs, and the rate of AE rapidly increases /3/ indicating an increase in the •number of events associated with higher number of microcracks. To understand better primary fragmentation process, Anderson and Ruzzi conducted tests to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool /4/. They proved that a relationship existed between the AE activity, generated during fracturing and the amount of fracture surface area created.A process of fragmentation, demonstrated by conical bits acting orthogonal to the flat surface of block of coal specimen with and without lateral confining pressure is presented here. The monitoring of AE during the fracturing process of rock/coal has been a very useful indirect method in studying fracture mechanism.Specimen PreparationLarge blocks of Waynesburg coal were obtained from a surface mine. These blocks were then out and molded to approximate dimensions of 25.4 x 25.4 x 15.2 'an (10 x 10 x 6 in.). These specimens were instrumented with three strain gages in a 45 degree rosette. One was mounted parallel to the bedding plane direction, another was tinted at an angle of 45 degree from the bedding plane direction and the third was mounted perpendicular to the bedding .plane direction. Each of the three strain gages were set 5.1 an (2 in.) away from the impact point.Typical Test ProcedureIn a typical experiment, the specimen was placed in the confining chamber.Predetermined equivalent in-situ stresses were applied to the specimen by using two sets of hydraulic cylinders. Two 1 in. thick steel plates ware positioned between the sample and the hydraulic cylinders in order to distribute the pressure uniformly over the whole surface of the specimen. The LVDT null position was adjusted with respect to the coal face. After setting the LVDT, the bit and associated weight was lifted to a predetermined height (equivalent to a predetermined kinetic energy) by a win. The three strain gages were balanced using the signal conditioner and the output was recorded by a 6 channel strip chart recorder. The experimental set-up is shown in Figure 1."

"INTRODUCTION Ethyl mercaptan (CH3,CH2SH), a combustible organic liquid of the thioalcohol type, is employed at an odorant in many types of fuel gases and dangerous atmospheres, which in themselves are devoid of characteristic odors, to give warring against leakage of such gases or atmospheres into places where they might constitute health or explosion hazards.Ethyl mercaptan has a penetrating disagreeable odor resembling that of onions, garlic, hydrogen sulfide, or rotting cabbage, that exceedingly low concentrations of it can be detected. The of odorants as a beans of detecting leakage of gases and atmospheres has been investigated extensively by chemists and engineers of the Bureau of Mines, and numerous reports as to its value have been published."

"Introduction.During the past two years the Bureau of Mines has conducted a study of natural-gas heaters*** to determine (1) what types of heaters literate carbon monoxide; (2) why carton monocide is liberated; and (3) how, by change of design or construction, the liberation of this gas can be largely eliminated, In addition to the above study the bureau has investigated cases in the Pittsburgh dis¬trict where fatalities have resulted from carbon monoxide given off by natural-gas heaters.Since these fatalities were first brought to the attention of this bureau through the press, it is likely that some cases were missed and thus not listed. On the other hand, some cases reported as being due to carbon monoxide poisoning, on investigation were found to be due to causes other than carbon monoride.The cases listed herein were shown in all probability to be due to carbon monoxide. Those in which there is any doubt have been omitted; so have those in which there was part asphyxiation, where the victims later recovered."

The Tallapoosa Copper mine in Haralson County, Ga., has been operated, or under development at various times since before the Civil War. The geology of the deposit is similar to that of many of the pyrite deposits occurring in the belt of ancient crystalline and metamorphic rocks that extends diagonally northeast-southwest across the State. The Bureau of Mines, in its program of investigation of, strategic mineral deposits, diamond-drilled four holes totaling 1,570.3 feet at the deposit during the period June to September 1947 to verify the old drill records and the continuation of the deposit at depth.

The results of a program to demonstrate the technical feasibility of hydraulic borehole coal mining are presented in this report. The hydraulic borehole method of coal mining involves inserting a hydraulic mining device into a borehole that has been drilled from the surface into the underground coal bed. The borehole mining device issues a jet of water under high pressure, which breaks the coal. These pieces of coal, along with the water, form a slurry, which flows to the base of the borehole where it is pumped to the -surface. Phase I of the program encompassed the design, fabrication and factory-testing of a hydraulic borehole mining device. The program was successfully completed with the field tests being conducted at the Wilkeson-Carbonado Coal Field near Wilkeson, Washington. The technical feasibility of hydraulic borehole coal mining was demonstrated by mining 32 tons of coal at a depth of about 75 ft over a period of 4 hours.

An important element of the U.S. Bureau of Mines (USBM) mining research program is the development and evaluation of reliable coal interface detection (CID) systems. Commercially available CID sensors based on natural gamma radiation (NGR) are only applicable if the immediate roof is composed of shaley material. The USBM has made numerous underground and laboratory measurements using several NGR systems approved for installation on mining machines by the Mine Safety and Health Administration. In addition, two small handheld NGR instruments were used to make comparative measurements. Underground NGR measurements in 10 different coal seams, potassium-uranium-thorium radiometric analyses on samples from 16 seams, and chemical analyses of coal and rock for correlation with NGR counts were made. Laboratory test results on the effect of air gap and sample thickness, size, and weight on the NGR measurements, as well as general results of the various NGR systems, are discussed.

Develop a training program to help mine workers effectively fight small fires in underground Goal mines. Training would enable miners to make rapid judgments on whether to attempt extinguishment, and how best to use the firefighting equipment on hand. Approach Fire reports were analyzed to define and delineate physical and behavioral variables which affect firefighting activities, and to determine effective procedures for extinguishing small fires. A course was then designed to train miners in such procedures. Finally, the course was reviewed by industry experts and administered to a group of miners to determine needed revisions and to validate the course. How It Works Analysis of fire data showed that six items should be emphasized in teaching proper fire response: 1. Alertness to fire potential. 2. Immediate power cutoff. 3. Internal, external communication. 4. Teamwork in fighting fires. 5. Role of ventilation and position of men inby the fresh air side. 6. Effective use of fire suppressant materials.

Provide better ventilation for mines by reducing air leakage around stoppings. Approach Most stoppings are constructed of concrete blocks and trowelled-on mortar and are not very airtight. Bureau of Mines research has shown that brushing on modified mortar containing fiberglass and/or other additives, that enhance strength and adhesion, minimizes air leakage around and through the stoppings. Airtightness is an important factor in building stoppings since an airtight stopping will provide for more efficient ventilation airflow and more cost-efficient use of the mine's ventilation system. ? A roof bolter reaches for a lever while guiding the drill with his other hand. Since he's watching the drill and many of the controls look and feel alike, he hits the wrong control and crushes his hand. ? Six hours into the night shift, an ore truck driver dozes off. The truck plows over the berm and down into the pit. ? Fleeing a afire, a face crew sees smoke in the intake entry. Assuming the fire is ahead, they cross over to another entry, but soon encounter even worse smoke. These very different accidents have at least one factor in common: the human factor. The actions, decisions, thoughts, or perceptions of one or more humans contributed to the accident. These are just a few examples of safety problems researched by the Human Factors Group of the Pittsburgh Research Center, U.S. Department of Energy.

A study of the composition of the corresponding fractions of a primary and a high- temperature tar was undertaken to throw light on the net results of the pyrolysis of the primary products of coal decomposition in high-temperature coking practice, with reference both to total quantities of the chemically similar constituents and to their distribution throughout the boiling range. No exactly parallel investigations are on record. The distribution of substances in high-temperature tars, however, is fairly well understood. Such tars are more or less similar, for they consist of the more stable phenols, aromatic and olefinic compounds resulting from the pyrolytic decomposition of a wide variety of primary tar constituents. For example, from a typical distillation curve for high-temperature tar phenols4 it may be seen that the greatest portion of the phenols distills between 180° and 220° C., a fairly narrow range.

Auxiliary equipment was assembled around a purchased oscillograph to permit observation of the current and voltage characteristics of low-energy, capacitance-discharge sparks having durations of at least 10 mµ-sec. Circuit details of the assembled apparatus, performance characteristics of the complete system, and some preliminary data from representative self-initiated sparks are given in this report. INTRODUCTION One of the subjects of continuing research by the Federal Bureau of Mines Division of Explosives Technology is the ignition of explosive-gas mixtures by means of low-energy capacitance sparks. Quite early in these investigations it was recognized that understanding the gas-ignition phenomena would be facilitated by detailed information about the performance of the ignition source (spark) under the actual conditions of interest; however, the sparks of practical interest are nonrepetitive transient phenomena whose duration could reasonably be estimated to be in the time range of 1 mµsec. to 1 µsec. As such, the only feasible method of obtaining detailed information was and is oscillographic representation of the pertinent current and voltage transients. It was not until 1947 that a suitable, commercial, dual-channel oscillograph could be obtained as the basic instrument for these studies; the instrument specified in 1947 was delivered in 1950. Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

"Sillimanite, kyanite, and andalusite are aluminum silicates having the same chemical composition (Al2Si05) and are used in the ceramic industry for the manufacture of high-grade refractories. ""Natural sillimanite with added corundum or other alumina to just short of mullite 2SiO2) proportions is unequalled for jobs where strength at high temperatures, resistance to spalling, and resistance to slagging by acid slags is desired. High-grade porcelain ware also requires these minerals.""At the same cost, sillimanite would be preferred for most uses, but the lack of any large source of sillimanite has given economic preference to kyanite or andalusite for special refractories and high-grade porcelain ware.""3/The possible economic value of the sillimanite schist in the piedmont Plateau was first recognized by Dr. L. L. Smith, of the University of South Carolina, who published an article in the Engineering and Mining Journal, August 1943, on an occurrence of sillimanite schist in South Carolina.The Bureau of Mines was interested in developing a large source of sillimanite to relieve the shortage of high-grade refractories, and initiated a project to locate the ore-bearing areas in Georgia and South Carolina and to develop the most favorable ones.Two hundred and seventy-eight outcrops of sillimanite-bearing schists were found by a Bureau of Mines engineer.4/ The schist occurs irregularly throughout a belt extending from Talbot County, Georgia; to Spartanburg County, South Carolina, about 220•miIes long and approximately 15 miles in maximum width. The Bureau drilled four areas of the more coarsely crystallized schist in Georgia and South Carolina:In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon; chief; conducts preliminary examinations, performs the actual exploratory work; and prepares the final report. The Metallurgical Branch;.R. G. Knickerbocker; chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Research (CFR) Committee of the Coordinating Research Coouncil (CRC) 4/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 5/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 5/The present report presents analytical data for samples, representing the products of approximately 100 companies. Most of the samples represented in this report were obtained during December 1)55 and January 194o. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The cross-measure borehole technique has been shown by the Bureau of Mines to be an effective method of controlling methane liberated by fracturing the roof strata in longwall gobs where overburden is less than 750 ft (229 m). Boreholes are drilled into roof strata before mining operations affect the roof strata. Longwall mining fractures the roof strata and releases methane from source beds. Surface exhausters or vacuum pumps are used to draw the gas to the surface through an underground pipeline and vertical exhaust hole. The captured methane is thus prevented from entering the mine's ventilation system. About 71 pct of the methane produced by longwall mining in the Lower Kittanning Coalbed was captured by the cross-measure boreholes. Borehole spacing is an important factor affecting the performance of the technique. Interference tests and measurements of methane flows in return air indicate borehole spacing in the Lower Kittanning Coalbed should be limited to about 200 ft (61 m) except on the first 600 ft (183 m) of the longwall, where spacing should be reduced to about 100 ft (30 m) to capture the large quantities of methane released when the first large roof fall occurs. Comparisons between measured and calculated gas pressure differentials on boreholes indicate borehole length can be reduced from 280 to 140 ft (85 to 43 m), which reduces drilling costs significantly. Additional experimentation is necessary to verify the calculations.

The high price of pollucite ore, its limited availability, and the need to provide stack removal of S02 present formidable obstacles to the use of pure cesium as a seeding material in MHD power generation. Cost estimates indicate that mixed potassium-cesium seeding is preferable to the use of either pure cesium or pure potassium. Cheaper electricity and higher open-cycle MHD operating efficiencies result from the use of mixed seed. Savings of $3,000,000 per year in power costs for a 1,000-MWE open-cycle MHD power-plant are envisioned if the mixed seeding technique is adopted.
