To develop effective noise controls for continuous min-ing machines (CMMs) to reduce worker noise exposure. Background Noise-induced hearing loss (NIHL) is an occupational illness caused by chronic exposure to excessive sound levels. For underground coal mine workers, NIHL continues to be a serious health issue. Analysis of hearing loss data suggests that by retirement age, 70%?90% of U.S. coal mine workers will have a hearing impairment. Operated in the confined spaces of underground mines, large industrial mining equipment often produces sound levels that can be harmful to workers. Of all equipment used in underground coal mining operations, CMMs account for the most noise overexposures. To reduce the occurrence of noise over-exposures, engineering noise controls must be developed for the CMM.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

To improve the level of hearing protection by providing workers with an inexpensive, easy-to-use device to check earplug fit. Background Approximately 30 million workers are exposed to hazardous noise on the job, placing them at risk of permanent hearing loss, tinnitus, and other disorders. Although the preferred solution is to eliminate noise through engineering controls or to reduce noise exposure through administrative controls, hearing protectors are critical when noise is unavoidable. Studies of hearing protector users have shown that average protection values in the real world are much lower than the labeled noise reduction ratings determined in laboratories with trained and motivated subjects. Even worse, many hearing pro­tector users get virtually no protection at all because of poor fit. The studies also show that users have a harder time achieving adequate protection levels with earplugs than with earmuffs. It?s difficult for users to tell if earplugs are working well just by looking at them. A more accurate approach is to check how much they block or ?attenuate? noise. Earplugs vary in their attenuation characteristics, with most providing a maximum of 20?35 decibels of noise reduction when worn correctly. Any earplug that?s suitable for use in noisy settings will attenuate noise by at least 15 decibels. Personal fit testing is an effective way to help hearing protector users improve the fit and protection levels of the devices. However, existing fit-testing systems are expensive and unsuitable for use at many industrial worksites.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) have developed a training module to educate both new, inexperienced miners as well as veterans on important issues related to self-rescue and escape procedures. These include: (1) physical and environmental conditions that can be encountered in a mine after a major explosion, (2) knowledge of emergency meeting locations and escape routes, (3) the importance of using self-rescuers, even in seemingly clear air, to keep the lungs isolated from contaminants, and (4) why miners should not go off to look for others who are missing. In addition, the module may stimulate miners to think about and discuss mine explosions and the devastating effects of such an event.

To help mine safety and health professionals manage and reduce hazardous noise exposure with a software tool that simplifies the record-keeping and analysis process. Background Hearing loss resulting from overexposure to noise continues to be a problem throughout the U.S. mining industry. Studies indicate that 70%?90% of all miners have a noise-induced hearing loss severe enough to be classified as a hearing disability by the time they reach retirement age. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software program. DOSES is designed specifically for use by mine management and safety personnel to simplify the record-keeping and analysis associated with time-motion studies, making it easier to identify and solve noise exposure problems.

The objective is to provide effective training on refuge chambers for underground coal miners. This training will increase knowledge about how to teach miners to operate, transport, and inspect a refuge chamber; what to expect psychologically and physiologically inside a refuge chamber; and how to decide when to use a refuge chamber. Background During 2006?2007, several disasters occurred at U.S. underground coal mines, resulting in 28 fatalities. These disasters led to new approaches to mine safety and health, as well as new federal regulations. One new technology mandated by federal legislation is the refuge chamber. Refuge chambers are movable shelters that are either made of steel or inflate from a steel skid as a tent. They can potentially save the lives of miners during an underground mine emergency by providing breathable air, food, water, and a safe environment for up to 96 hours. Because the refuge chamber is a new technology, recommendations, information, and training products are greatly needed.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

To develop a business case that promotes adoption of noise controls by reducing barriers to industry acceptance and enhancing drivers that foster their implementation. Background Over 75% of the U.S. mining workforce is exposed to hazardous noise, putting them at risk of noise-induced hearing loss (NIHL). Consequently, coal miners suffer high rates of hearing impairment that increase to 70%-90% by retirement age. To address the noise problem for coal miners, researchers from the National Institute for Occupational Safety and Health (NIOSH) first determined that the continuous mining machine (CMM) ranked first among machines associated with reported coal noise overexposures. Further studies found that most CMM noise is generated by three component systems on the machine: dust collection, cutting, and conveying. Of these systems, the on-board chain conveyor was found to be a dominant noise source. Noise generated by the conveying system was addressed through the development of a urethane-coated flight bar chain. The coated chain, shown in Figure 1, has demonstrated an 8-hour time-weighted average (TWA) reduction of operator exposure by 3 dB(A). It has since been accepted by the Mine Safety and Health Administration (MSHA) as a "technologically achievable" noise control for CMM operators who are exposed to noise that exceeds the MSHA permissible exposure level. Having demonstrated the noise reduction performance of the coated chain, NIOSH has assembled information into a business case that can be used by operations considering adopting the chain at their worksite.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. "Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. To provide a simple means for rapidly checking methane concentrations at working faces in coal mines while remaining under permanently supported roof. The Approach: A light telescopic probe, through which a gas sample can be pumped Into a methanometer, has been developed. See Figure 1 [ ] How It Works: The telescopic probe consists of sections of small stainless steel tubing encased in sections of lightweight fiberglass tubing. When fully extended the probe is almost 19 ft. long; fully closed it is approximately 5-1/2 feet long. It can be used In either of these positions as well as at intermediate extensions. An approved methanometer is clamped to the probe by a support bracket.

Federal law mandates that all miners receive safety and health training when first entering the mining industry and at least 8 hours annually thereafter. Although the mining industry has historically relied on an experiential master-apprentice model for training new employees, the formal safety training provided to miners is generally done in a classroom, with mixed results. In a series of stakeholder meetings held by NIOSH across the West in 1997-2000, trainers identified significant gaps in materials that were available to teach new and experienced miners. They asked whether NIOSH could develop effective materials to fill these perceived gaps, as well as make training more effective for those who were required to attend, but who often refused to be attentive. Adult learning theories, social learning theories, mentoring, and storytelling were all employed in the development of a series of safety training videos that have become very popular in the mining industry. This Report of Investigations describes the theoretical frameworks that were used, the process that was developed to produce the videos, and the results of the evaluations as to whether or not they were effective in training new and experienced miners.

Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Human beings are natural storytellers and story listeners. We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.

In an effort aimed at monitoring mining-induced stress changes that may influence ground failure, the US Bureau of Mines conducted a series of active 3-D seismic tomographic surveys at the Homestake (Lead, South Dakota) and Lucky Friday (Mullan, Idaho) mines. Existing rock bolts were used to mount geophones and as strike points for introducing seismic energy using a 3.6 kg sledge hammer. Travel time measurements were recorded spanning up to 160 m between drifts at several levels. The tomographic uncertainty was minimized by computing iso-velocity surfaces of constant probability based on statistics from multiple reconstructions and a threshold criteria. Periodic imaging using tomographic velocity surfaces demonstrated that temporal and spatial changes in the local stress field occurred in response to ground failure and stope advancement at a gold and silver mine, respectively. To improve a miner's chance of survival during an emergency by providing immediately avail-able breathable air and protection from toxic gases until a longer-duration breathing apparatus, stored nearby, can be reached. Approach: A belt-carried apparatus which can provide a closed-circuit atmosphere for ten minutes breathing has been developed under a Bureau of Mines contract. How It Works: Water vapor and carbon dioxide in the user's exhaled breath are removed, and oxygen is supplied, by chemical reactions. When the user exhales into the mouthpiece, water vapor in his breath reacts with potassium superoxide (KO2) stored In the canister to produce oxygen. The other product of this reaction (KOH) reacts with carbon dioxide and removes it from the air. The oxygen-enriched air then flows from the canister into two breathing bags. When user inhales through the mouth, that air is drawn out of the bags, makes a second pass through the chemical-containing canister, and flows into the mouthpiece tube. A nose clip is worn to seal off the nasal passages.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid.
