Introduction The NIOSH Office of Mining and Construction Safety and Health Research has redesigned its Mining Safety and Health Web topic page. The updated page incorporates a significant amount of new safety and health information, plus an improved layout to better serve stakeholder needs. It also provides back-ground information about the NIOSH Mining Research Program, including research awards, core competencies, unique labs, community and educational outreach, and a brief discussion of how the research program is structured. The new Web topic page can be found at www.cdc.gov/niosh/mining. "Search" Feature The redesigned Web topic page features improved search capabilities. The "Search Mining" feature on each page lets you search only the NIOSH Mining Safety and Health Web topic page. The user can still search the entire NIOSH Web page by using the "Search NIOSH" option. New Safety and Health Topics Developers expanded the "Safety and Health Topics" and reorganized the site to make it easier to find information. Each topic link now has a significant amount of new and updated information, as well as links to related topics of interest. Safety and health topics include dusts, diesel exhaust, hearing loss, contact with electric current, fires, explosives, ventilation, emergency management, new and older workers, and education and training. All topics can be accessed from the home page (Figure 1). Publications Although the Web topic page highlights many of the most requested publications on the safety and health topic links, you can find a complete list of downloadable publications as well. More than 600 mine safety and health publications are now downloadable from the page. Short summaries let the user quickly identify publications of interest. Products The updated Web topic page offers more than 120 NIOSH mine safety and health products, including training exercises, toolbox talks, videos, computer software, guides, and checklists, many of which are downloadable. If not, instructions are given on how to obtain copies. Some of our products include: • Software to analyze horizontal stress, design pillars for longwall mines, and select roof bolts for ground control. • Educational software including the Hearing Loss Simulator, which simulates the effects of noise and aging; and Coal Country, which teaches children about coal formation, mining techniques, and everyday uses of coal. • Utility software including the HazCom Helper software to assist individuals in writing a HazCOM plan, as required by the Mine Safety and Health Administration (MSHA), to track hazardous chemicals at their mine sites. • Guides for troubleshooting roof support systems, under-ground workstation design, and seating design. • Training exercises and videos that can be used for safety training. Data and Statistics General mining statistics are used by a wide variety of stakeholders. The NIOSH Mining Web topic page offers statistical graphs, tables, maps, fact sheets, and other publications that document the mining population, injuries, fatalities, diseases, and occupational exposures for all mining commodities. If users prefer to analyze data themselves, downloadable files of MSHA data are available. These cover employment, production, injuries, fatalities, and accident data from 1983 to the present and are available in both SPSS® and dBASE® formats.

Objective: On-the-job training (OJT) is a common means of training workers. By definition, it seems relatively simple. However, to be effective, training must go beyond the simple process of following an experienced worker around the workplace— sometimes called the "follow Joe" method. NIOSH researchers spoke with human resources personnel, safety and health specialists, supervisors, experienced miners, and new miners and found that OJT was of high interest, but was rarely part of a formal or standardized program. Various training methods have evolved to ensure that a trainee will absorb the information presented rather than simply emulate what the instructor is teaching. These methods have been brought together into a published guide for developing an effective formalized OJT program. The guide (Information Circular (IC) 9479) is called "Coaching Skills for On-the-Job Trainers." It contains materials and suggestions for your company or mine to conduct a 1-day workshop for teaching OJT trainers how to be better coaches to less experienced workers. The guide was created by the NIOSH Pittsburgh Research Laboratory and a safety professional from a private mining company.

The use of highwall mining systems (Figure 1) has increased substantially in open-pit coal mines. It is used where overburden depth exceeds economical recovery. Highwall stability remains the major safety concern during highwall mining. The Mine Safety and Health Administration requires highwall mining operators to follow ground control plans that specify the pillar sizes necessary to prevent a pillar collapse that would threaten highwall stability.

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. Objective To characterize the roof fall risk associated with underground limestone mining. Background During the first 5 years of this decade, more than one-fourth of the underground mining fatalities occurred as the result of fall of ground. The large openings in underground stone mines present limitations in observing ground conditions because of floor-to-roof heights ranging from 20 to 60 ft or more. Generally, the status of ground conditions in under-ground stone mines is based on observation and experience obtained during mining development. Some mines use monitoring instruments to gain information on roof conditions, but this practice is typically focused and localized to address issues in a particular area or section of the mine. The Roof Fall Risk Index (RFRI) described here provides a method of systematically characterizing the risk of roof falls to enhance the safety of mine workers. Approach As in many industries, a defective product signals the potential for failure. Similarly, defective rock or strata in an underground stone mine presents a potential risk. Assessing ground conditions relative to the concentration of defects observed provides a way to index or rate these conditions and the subsequent risk. Through observations at approximately 50 underground limestone mines in the United States, strata defects were categorized to develop a quantitative method for determining the RFRI. This method is specifically geared to underground lime-stone mines because strata defects are difficult to see and limited by the experience and knowledge of the observer. Overall, 10 defect categories were deter-mined: 3 that relate to geology, 4 that result from mine development, 2 that are indicative of the roof profile, and 1 that addresses moisture or water flow (see RFRI Chart 1). The defect categories are also weighted to reflect the conditions indicative of roof or strata movement or separation (categories 4 through 8). These weights are multiplied by the assessment value to determine the total category value. The benefit of using monitoring techniques to gain information on roof conditions is also factored into the RFRI for overall assessment of an area in the mine. Each defect category is assessed with a value of 1 to 5 based on parameters as defined in each defect category, with 5 indicating the highest degree or level of defect. The assessment value of 3 is also used when information on a parameter is unknown. The parameters for the defect categories are illustrated in RFRI Chart 2 for use in determining the assessed value. How It Works The RFRI provides a means to categorize the risk for roof falls in underground stone mines. The concept of this calculation is aimed at providing an indication of the level or degree of defect relative to the area of the mine examined. The RFRI for the calculation produces a distribution where RFRI values approaching 0 represent a stable condition and those ap-proaching 100 represent an unstable condition.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

The NIOSH Office of Mine Safety and Health has released communication products about flyrock safety in the form of informational brochures, flashcards, and toolbox talk materials. Both the mining and construction industries are targeted with these helpful communication tools. These new products can be used as refresher training for employees and as introductory safety materials for onsite visitors.

In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. It first calculates the single-seam pillar stability factor (SF)

Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.
