THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. THE MAGNITUDE of the drainage problem of the anthracite industry in Pennsylvania's Western Middle field is realized when it is known that in 1951 nine pumping plants in this field pumped nearly 36 billion gallons of water to the surface. This is almost 68,000 gallons per minute pumped against an average hydrostatic head of 350 feet for that year alone. In 1948 over 20,000 gallons per minute was pumped by relay pumps against an average hydrostatic head of 265 feet. In addition to the water pumped to the surface, it is estimated that 15,000 gallons per minute overflows to the surface from underground pools in idle mines. The volume (second-feet) of water pumped and overflow water is almost 1;z times the, average mean flow of the Schuylkill River at Pottsville for the 8-year period 1944--51 (7, 13).4 Mahanov and Shamokin Creeks drain an area of 99 square miles in the Western Middle field, and all surface drainage in this area must traverse some part, of the coal measures before entering these streams. On the basis of 46.03 inches of rainfall (the weighted average of 6 recording stations for 1948), the runoff from the drainage area during that period was 51 billion gallons, approximately 1 times the volume of water pumped by all mine-pumping plants in the Western Middle field. In other words, because of the pervious strata overlying the mine workings, approximately two-thirds of the total runoff in the drainage, area becomes mine water tributary to the pumping plants.

THE MAGNITUDE of the anthracite industry's drainage problem in the Northern field of Pennsylvania is realized when it is known that, for the 8-year period 1944-51, all pumping plants in this region pumped an average volume of 112.5 billion gallons of water from the mines to the surface each year. This is over 214,000 gallons per minute pumped against an average hydrostatic head of 400 feet each year for that period (12).4 By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area; the average volume of water pumped from the mines in the Northern field each year during the 8-year period was 58 percent more than the volume impounded in Lake Wallenpaupack. The natural configuration of the drainage area overlying the Northern field subdivides the total area into two major drainage areas-the Lackawanna River drainage area and the Susquehanna River drainage area overlying the Wyoming Basin. Although the 169-square-mile drainage area overlying the Wyoming Basin is slightly less than half that of the Lackawanna River drainage area (10), the total volume of water pumped to the surface from mines in the Wyoming Basin is 21 percent more than the total volume pumped to the surface from mines in the Lackawanna Basin. From this, it is apparent that the Susquehanna River and the pervious deposits in the buried valley over which it flows in its course across the coal measures of Wyoming Valley is the greatest single source of mine water affecting mines in this area. Because of its relatively flat terrain, the wide flood plain of Wyoming Valley does not facilitate rapid runoff; consequently, much of the surface water seeps directly into the buried-valley deposits and eventually into the mine workings.

"The adsorption and wetting behavior of freshly ground and aged coals has been determined in the presence of a nonionic surfactant. The amount of surfactant adsorption changes with the concentration and ""age"" of the coal. The freshly ground coal has smaller amounts of adsorption at lower surfactant concentrations than the ""aged"" coal whereas at large surfactant concentrations, the order is reversed . In the latter case, more surfactant is adsorbed on fresh coal than on the ""aged"" coal . . It is proposed that at low concentrations, the surfactant adsorbs through both hydrophobic and hydrophilic interactions with the molecule lying parallel to the· surface, whereas at higher concentrations surface micelles form at the hydrophobic sites. The wetting behavior correlates well with the adsorption behavior.INTRODUCTIONNonionic surfactants have many applications in the coal and mineral processing industry. They can be used as dispersing agents to modulate flotation, flocculation and filtration of particulates (1). They can also be used to increase the wettability of hydrophobic solids such as coal and can hence be used as dust suppressants (2,3). Although the adsorption of representative nonionic surfactants such as Triton N-101 (an ethoxylated nonylphenol with 9.5 moles of ~thylene oxide and HLB equal to 13.4) have been studied extensively on substrates such as calcium carbonate (4), silica (5) carbon black (6) and graphite (7), very few studies are available for coals. Coals differ from other substrates with respect to two important characteristics: 1) coal are porous and 2) coals consist of a patchwork of hydrophobic and hydrophilic sites (8). Since the adsorption characteristics of a surfactant are influenced significantly by the nature of the substrate the characteristics of the coals must be taken into consideration."

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

2, Survey of Representative Group of Metal and Non-mental Mines Before proceeding to develop and analyze Emergency Escape System Guidelines, it was necessary to obtain a broad range of information, including both fact and opinion. Although there were many areas to consider, the surveys had three primary goals 1. To determine the current state of underground escapeway planning and execution in American, metal and non-metal mines. 2. To determine, for a wide range of mining conditions, what difficulties can be encountered in complying with present and proposed escapeway regulatory standards. 3. To determine what improvements could be made and what equipment and technology was available to aid in implementing these improvements. To accomplish these goals, three major surveys were undertaken¬ 1. Survey of MESA and State Mining officials, discussed in Section 2. 1. 2. Survey of representative U S metal and non-metal mines, discussed in Section 2. 2. 3. Survey of manufacturers supplying equipment, primarily hoisting, suitable for use in escape systems, the product information which was obtained is discussed in Section 7.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression.
