Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

Co-rich hydrogenetic ferromanganese crusts are typical marine interface products of growth processes taking place on sediment-free substrate rocks on the seafloor. They grow very slowly and preferentially in water depths below the oxygen-minimum zone (OMZ) and have so far been found even in water depths of up to more than 5000 m, i.e. also below the calcite compensation depth (CCD); these deep ferromanganese crusts are particularly rich in Fe. It is assumed that the O2-minimum zone is the most important source layer of dissolved manganese, the decomposition of fecal pellets here also contributes to this Mn-budget. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical as well as a surface-chemical mechanism. Microbial mediations can be assumed, in particular since steps of redox-reactions are involved. The two main components of the hydrogenetic substance are hydrated d-MnO2 (vernadite) and x-ray amorphous Fe-oxyhydroxide, both of which are intimately intergrown with each other forming the extremely fine-grained hydrous oxidic material. In seawater, elements occur as dissolved hydrated ions or as inorganic as well as organic complexes which, in general, have either a positive or a negative surface charge depending on the pH of the respective marine environment. These complexes form hydrated colloids that interact with each other or with other dissolved hydrous metal ions. The main agent to oxidize the dissolved Mn2+ ions is oxygen, transported upwards from deeper water by turbulent eddy diffusion and turbulent rise processes at seamount slopes.

The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

Texture and geochemical composition of hydrogenous ferromanganese crust from relatively adjacent three seamounts (OSM2 at 157°35'E, 13°55'N, Lomilik at 161°37'E, 11°42'N and Lemkein at 165°05'E, 9°18'N) near the Marshall Islands in the western Pacific (Figure 1) were investigated in order to elucidate their growth history. These seamounts, located in different latitudes, are along a line that is parallel with the direction of Pacific plate movement. Thick crusts commonly have three or four distinct layers (Figure 2): (1) layer 1, uppermost layer, is black, dense, and has a botryoidal, columnar, or laminated texture; (2) layer 2, overlain by layer 1, is Fe-stained, porous to vuggy and filled with sediment; (3) layer 3, phosphatized layer, is black, massive, dense, and impregnated by CFA, (4) layer 4 shows parallel to undulatory laminated texture and cut by CFA-filled veins. Layer 1 and 2, unphosphatized young layer, are observed in crust samples collected from all seamounts. However, lower part of the crust shows different textures in different seamounts. Both layer 3 and 4 are found in thick crust from OSM2 but layer 4 is absent in crust samples from Lemkein and Lomilik. All the uppermost layers (layer 1) from three seamounts have similar textural and geochemical characteristics. Layer 2 is overlain by layer 1, is porous, partly Fe-stained, and sediment-infilled. In previous studies, layers 1 and 2 have grown in different oceanic environment. Textural and geochemical properties show that layer 1 has grown under relatively higher bottom water activity and lower productive environment than layer 2. Carbonate and detrital materials in layer 1 are not abundant compared to layer 2. Layer 2 can be assumed to have grown under equatorial high productivity zone (EHPZ) while layer 1 has started to grow when the seamount left from the EHPZ.

In a context of scarce mineral resources, coupled with an increasing global demand in metals due to the exponential growth of newly industrialized countries, the mining industry will inevitably have to deal with tomorrow?s resources: underwater deposits. Three types of offshore deposits are known to date: polymetallic nodules, cobalt-rich crusts and hydrothermal sulphides. The latter, regarding the political-economic context, is now considered most likely to be exploited in a near future. Operating a mine critically requires accurate knowledge on geotechnical properties of the ore. A question is thus to be asked: Is there a particular spatial organization of geotechnical properties in a hydrothermal sulfide mound? In the present study, geotechnical properties have been measured for 29 sulfide samples of known origin, completed by 14 measurements on Western Pacific specimens from Yamazaki et al. (1990) and Yamazaki and Park (2003). From these geotechnical data on 43 sulfide samples, we can provide some answers to this question above, crucial for future exploitation of underwater mines.

It has been long known that manganese nodules occur more or less in some part of marginal seas in West Pacific Ocean. On the other hand, it is difficult to understand their distribution and the genesis as those nodule samples were collected mostly by dredge from the deep basins generally has much higher sedimentation rate than the open ocean. For example, the sedimentation rate in the South China Sea is about three orders of magnitudes than that in region of the Clarion-Clipperton Fracture Zone. In June of 2013, a small seamount (named as Jiaolong Seamount), consisting of southern part and northern part with a distance of about 3 km each other, was visited by DSV Jiaolong/RV XiangYangHong 9. It is discovered that abundant manganese nodules exist only on the surface sediment in the southern part with a water depth of about 3800 m to 3300m, on the platforms nearby an obvious crater where volcanic rocks exposed on the wall. There are no any nodules be observed on the sediment in the northern part of the seamount (about 100 m deeper than the southern part) and surrounding deep basin (approximately 4000 m in water depth). It is speculated that a source of core for manganese nodule and a dynamic sedimentation environment, are two major governors for the growth and distribution of manganese nodule in the marginal seas.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).

Scientists show that polymetallic nodules and massive sulfides from deep sea mining contain valuable metals. These metals have the potential to overcome future shortages of supply. Hence, companies, government agencies and industrial associations increasingly evaluate deep sea mining as a promising supplement of land mining. Technologies to extract, exploit, transport and smelt polymetallic nodules and massive sulfides industrially are still in conceptual stage and not sufficiently advanced for operation. According to the International Seabed Authority, large scale exploitation would require a successful pilot mining test in order to demonstrate e.g. the technological feasibility but also the conservation of environmental systems services. At the same time, NGO´s and a some scientists point out that large scale extraction of polymetallic nodules and massive sulfides could disturb the habitat of benthic organisms, with unknown long-term effects. Aside from the direct impacts of mining, indirect consequences about leakage are likely. In the oral presentation I will show how companies, government agencies, scientists and association/interest groups perceive and assess economical/technological, social and environmental risks and opportunities of deep sea mining. In order to analyze the perspectives of each stakeholder group on deep sea mining, we conducted 15 interviews with four stakeholder groups and a large scale survey (n = 500, return rate = 13 %) in Germany. We used the concept of sustainability with its economical/technological, ecological and social dimensions for the interpretation of the results. INTRODUCTION One of the major concerns for deep seabed mining is its environmental impact, from the disturbance of benthic communities due to the mining activity to the disposal of mine tailings back to the ocean. Yet a significant amount of waste materials would be produced from the on-deck processing on the mining platform, all the materials that produced on the mining platform are to be shipped to the land unless the related regulation and guidelines are developed by IMO and ISA (ISA, 2018). Still, ecotoxicology data for the deep seabed minerals from case studies in deep-sea tailings disposal (DSTD) and submarine tailings disposal (STD) sites are lacking and all other related aspects are also largely unknown. This year, the Republic of Korea has started a research project for the more comprehensive understanding of chemical and physical properties of mine tailings from the on-deck processing and the possible environmental impacts on the marine organisms after its disposal. Based on the scientific data collected from this project, Korea would be able to make recommendations for the methods and technical standards for the deep seabed mining discharges. The subjects of this project are threefold: to understand the physical/chemical properties of the tailings, to model the dispersion of particulates after the disposal, and to assess its impact on the marine ecology. Laboratory Experiments Producing Mine Tailings First, the possible waste materials are produced by mimicking the collecting and dressing processes at sea. The polymetallic nodules (PN) would be mined by using a collector lifting the crushed nodules out of the bottom sediment, and the bottom water, accompanying sediment, and the fine nodule particles which are too small to be recovered would be discharged to the ocean and thus are considered as tailings (Schriever and Thiel, 2013). In the laboratory, PN is crushed into the fragments smaller than 2 cm, abraded in the water using the rock mill, and then sieved to obtain the fine particles to be disposed.

"The methods and technologies to be used for environmental monitoring of seabed mining activities are a key issue. Due to the large water depths, there are special challenges with respect to the monitoring equipment that is suitable. DNV GL has built up substantial experience of environmental monitoring from oil & gas projects in deep waters in the Norwegian Sea.Monitoring equipment and experiences from the oil & gas sector can to a large extent be applied to seabed mining.BackgroundThe International Seabed Authority is currently developing an environmental management strategy for the Area (ISA, 2017) as a part of the work on the regulations for exploitation for mineral resources in the Area.The draft environment strategy contains provisions related to monitoring and reporting of the activities. An Annex (Annex III) of the draft document describes the format and content of the environmental management and monitoring plan.The monitoring plan should contain, inter alia: ?Technology to be deployed.?Monitoring frequency of respective elements/components of the Marine Environment.?Monitoring procedures required to implement the Monitoring programme.?Details of the environmental monitoring stations across the Environmental Impact Area.?Monitoring specifics e.g. water quality; sedimentation rates; sound; plume extent; etc., as well as relevant Environmental Targets.?Monitoring of Mining Discharges.?Processes for Monitoring reviews and Environmental audits."

"Bimodal lithostratigrafic assemblages are of significance in volcanogenic massive sulfide (VMS)-hosted lithology. The largest deposits are either bimodal-siliciclastic or maficsiliciclastic, and the presence of a significant siliciclastic component in the host stratigraphic succession favors large VMS deposits (e.g., Franklin et al., 2005; Barrie and Hannington, 1999). In the case of modern sub-seafloor VMS deposits in arc-related settings, the majority of deposits have been discovered in association with calderas or cauldrons (Halbach et al., 1993; Ishibashi and Urabe, 1995; Iizasa et al., 1999). These features are formed by the explosive eruption of silicic volcanoes, so that silicic host rocks and/or pumiceous volcanic clasts are generally observed around the ore deposits (e.g., Binns and Scott, 1993; Fiske et al., 2001). Caldera-like and graben-like morphological features therefore attract attention in geophysical surveys. However, silicic lithologies (dacite and rhyolite) normally contain only small amount of metallic elements (e.g., a few ppm to a few dozen ppm of Cu), whereas mafic rocks, such as basalts and basaltic andesites, contain significant amounts of metals (e.g., a few hundred ppm of Cu). Thus, the origin of metallic elements in VMS deposits associate with the silicic host rock remains unclear.The Iheya North Knoll is a volcanic complex in the middle of the Okinawa Trough. It is located in a young and actively spreading back-arc basin that extends for 1200 km behind the Ryukyu arc-trench system (Lee et al., 1980; Letouzey and Kimura, 1986). Several active hydrothermal fields have been recognized in the Iheya North Knoll. Mineralization at the Iheya North Knoll is characterized by relatively juvenile features consisting of VMS deposits with associated hydrothermal alterations to various degrees. Massive sphaleriterich sulfides at this site, recovered for the first time from beneath an active seafloor hydrothermal system, strongly resemble the black ore of the Kuroko deposits of the Miocene age in Japan (Takai et al., 2011). From February 11 to March 17, 2016, the SIP CK16-01 (Exp. 908) D/V Chikyu cruise was conducted at Iheya North Knoll and the rifting center of the Iheya Minor Ridge area, middle Okinawa Trough. The Iheya Minor Ridge area is also an active hydrothermal field, located ~30 km southeast of the Iheya North Knoll. In this area, basaltic rocks are widely distributed, and drilling has confirmed that the basaltic materials continue to ~120 m below the seafloor (Kumagai et al., in prep)."

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. The Cu-Zn massive sulfides from the basalt-hosted Semenov-2 hydrothermal field (13°31.13´ N, 44°59.03´ W, MAR) are enriched in Au (22?188 ppm) and Ag (127?1787 ppm) [Ivanov et al., 2008] and elevated contents (ppm) of Se (269?289), Sn (123?125), and Sb (72?75). These may indicate heterogeneous substrate rocks and possible ultramafic rocks. Based on phase analysis, 70% of the gold in the massive sulfides is free. LA-ICPMS analysis has shown that the main carrier of the invisible gold is covellite (22.51? 226.64 ppm). Covellite is also characterized by elevated contents of Se, Mo, Sn, Te, Au, Bi, As, Ag, Sb, Tl, and Pb relative to the primary sulfides.

We would very much like to present the preliminary results of that cruise, including the discovery of a new black smoker and surrounding sulphide deposits.

Numerous studies have examined the distribution of deep-sea manganese deposits throughout geologic history. Here I summarize the recent results, focusing on the frequency of occurrence, burial age and mechanism, and the paleoceanographic implications.

The Kurile Arc consists of at least 100 submarine volcanoes and 5 submarine calderas located mainly in the rear arc (Figure 1). The arc is seismically very active, particularly in the south, and is characterized by extensive volcanism and hydrothermal activity. At least one subaerial volcano on the arc (Medvezhy located on Iturup island) has an extremely shallow magma chamber and is intensely active.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). The source of base metals in modern seafloor hydrothermal systems can be attributed to leaching of host rocks by hydrothermal fluids and/or potentially by direct degassing of magma. From an economic perspective, metal grade is the most important consideration for seafloor deposits. Tectonic setting appears to be a key factor influencing the development of high grade seafloor base metal sulfide deposits. Back-arcs have a clear advantage over other settings in producing large and rich polymetallic sulfide ores. Microinclusions of magma or so-called melt inclusions trapped in phenocrysts of lavas have contributed to our understanding of the ore-forming process. n this study, we present data from 103 melt inclusions mainly in plagioclase crystals hosted in basaltic to rhyolitic lavas from 9 modern seafloor tectonic settings: oceanic back-arcs (Manus Basin including an ODP Leg 193 drill hole, Bransfield Straits), continental back-arc (Okinawa Trough), mid-ocean ridges (Explorer, MAR), seamounts (Foundation, Axial, Pito), and a transform (Garrett). Most sites host active hydrothermal systems that are producing polymetallic sulfides.
