The mining industry views with the utmost concern, legislative or administrative action that inherently reduces the scope for exploration activity. Is there any basis for this concern in relation to Victoria? This paper will outline the role of the Department of Minerals and Energy and the main features of legislative provisions affecting exploration effort. The practical difficulties that confront the Department and explorers alike will be examined. The importance of industry representation to influence the direction that policy and legislative review might take, will be highlighted. Above all, the paper will establish that one essential duty of government is to ensure the provision of appropriate mining titles and security of tenure.

The New Zealand Mines Rescue Brigade was established as a result of the Dobson mine disaster on 3rd December 1926, when 9 men lost their lives. Prior to this, there had been four major disasters in New Zealand coalmines, with a total of 145 fatalities. Only large-scale events such as explosions or major fires were considered reportable. Until and including the Dobson disaster, no mine emergency response facilities or organisation was in place.   Unfortunately, over the next five decades the establishment of a Mines Rescue Service did not mean that disasters involving multiple fatalities ceased. The coal mining industry continued to suffer the consequences of poor mining practice, inadequate or inappropriate monitoring and management, and sometimes complete disregard for the regulatory requirements current at the time.   The role of Mines Rescue has been defined in statute, and regulated by Coal Mines (Mine Management and Safety) Regulations. Currently, the statutory obligations have been under the Mines Rescue Trust Act 1992.   The Mines Rescue Brigade historically, has primarily been a reactive service, with stations and facilities established to train brigadesmen in emergency response procedures, specifically to mobilise in the event of a call-out at any one of the many coalmines operating within each stationÆs area of jurisdiction.   Over the last ten years, this role has changed. The service has adopted a proactive approach to emergency response, and has established a close liaison with all mining and tunnelling operations throughout industry, both underground and surface. The objectives have become emergency prevention focussed, and the service has incorporated a range of theoretical and practical training, simulated exercises, more sophisticated equipment and techniques, and a desire to ensure that emergency response capabilities are not needed, whilst maintaining the traditional and statutory obligation to respond if they are needed.

The art of flotation may be divided into two distinct branches, namely:-1. Collective flotation.2. Selective flotation.(1) Collective flotation is applied when all the valuable minerals in an ore are required in one concentrate, leaving ,only gangue minerals in the tailing. The method is applicable, for instance, to such ores as auriferous copper sulphides associated with gangue minerals only, or to silver lead ores low enough in zinc and other valuable minerals.(2) Selective flotation is applied when there are present in an ore two or more valuable sulphides, which cannot be subsequently efficiently treated unless they are separated from one another as well as from the gangue. For example, a silver-Iead-zinc ore, or a copper-gold-iron ore; where the iron is not required with the copper gold concentrate.In order to make these operations practicable chemical reagents have been developed, having power to exert definite actions on the various minerals when brought into contact with them in a water pulp.COLLECTIVE FLOTATION.In order to bring about collective flotation it is generally necessary to add to the pulp a frothing agent and an activator or activators for all the minerals which it is desired to float.SELECTIVE FLOTATION.The object of selective flotation is to activate the mineral which is to be floated, and at the same time to prevent all other minerals from floating.

The gold adsorption capacity of ash-char and ion exchange resin Zerolit F.F. (I.P.) was evaluated by obtaining Freundlich isotherms in the presence of selected variables. It was found that the presence of Na , 2+, Ca 2+ cations and SO4 , CN , S Z, 0 2- Zn anions prompted adsorption of gold onto the char and reduced gold adsorption capacity of the resin. Temperature, particle size of adsorbent and pH of solution were found to influence the gold adsorption capacity of char and the resin. The most efficient desorbent for gold adsorbed on the ash char was S2 ions. Optimum sulphide concentrations were found in the region of 1% Na2S. Investigation into the concentration of gold from actual carbon contaminated gold residue dumps in Kalgoorlie area onto ion ex- change resin showed limited success in one case and not so in another. Maximum gold adsorption by the resin appeared when cyanidation and sulphidization treatments were carried out simultaneously in the presence of the resin.

The recovery of copper from a flotation concentrate using ferric chloride leaching has been investigated. The concentrate from the Horseshoe Lights Mine near Meekatharra, Western Australia, contained mainly digenite, pyrite and talc minerals. Over 95 per cent of the copper was dissolved in an acidified ferric chloride solution in one hour at 70¦C and ambient pressure. The pyrite and gangue minerals did not react. The leaching process was found to consist of four separate reactions and the shrinking core model was used to describe the process. The effects of particle size, temperature, concentration of FeCls, stirring speed and leaching time on metal dissolution were investigated. The apparent activation energies in the second, third and fourth reactions of leaching of copper concentrate were 28.8, 11.9 and 53.9 kJ/mol, respectively. The optimum conditions for the leaching of copper from the concentrate, within the range of conditions studied were: particle size 63 per cent minus 38 ¦m, a ferric chloride concentration of 1.48 M, a temperature of 70¦C, and a stirring speed of 800 rpm.

Gravity recoverable gold (GRG) is largely distinguished from other gold by its non-mineralised, metallic form, its high degree of liberation from the ore and its appreciable particle size. The gold mining industry has so widely accepted the use of batch centrifugal concentrators (BCC) and intensive cyanidation (IC) systems for the recovery of GRG that these may well be considered requirements of any plant processing ore containing appreciable GRG. The recovery of gold by gravity is quick, easy and cheap by comparison to alternatives. However, there are cases where attributes of the ore make recovery of gold by gravity and IC unusually challenging. This paper describes three examples where such challenges have been encountered and met, including those where the ore contains cyanide soluble base metals and where fine GRG is to be recovered from flotation concentrate.CITATION:King, A and Carrillo, J, 2018. In the Ngakuru area, zeolite deposits occur in late Quaternary lake sediments and ignimbrites. The deposits are associated with sinters, hydrothermal eruption breccias, and quartz-adularia altered fault breccias: all indicators of a shallow epithermal environment. Several of the deposits are adjacent to epithermal gold prospects. Zeolites are most abundant in lacustrine tuffs of the Ngakuru Formation, a 100-300 m thick sequence of siltstone, tuff, diatomite, sandstone and conglomerate. The formation overlies the Ohakuri Ignimbrite dated at c. 270 Ka, and is unconformably overlain by alluvial sands and gravels which are younger than 20 Ka. Individual zeolite deposits contain 30-80 per cent zeolite over a thickness of up to 45 m in thinly stratified tuff beds. The tuff beds are locally overlain by diatomite. The tuffs are composed mainly of glass shards and pumice clasts, with minor volcanic plagioclase, quartz and biotite crystals. Glass shards in the tuffs are replaced by the silica-rich zeolites mordenite and clinoptilolite. Amorphous silica (opal A), opal-CT, K-feldspar and smectite are also present. The distribution of the Ngakuru Formation is controlled by northeast trending normal faults, which separate it into the Ngakuru and Guthrie grabens. A silicified (quartz-adularia altered) hydrothermal breccia along one of the fault zones suggests that the faults acted as feeders for heated water that caused the deposition of the zeolite minerals. Some of the zeolite deposits are adjacent to sinters and hydrothermal eruption breccias. The location of the sinter about 20 m above one deposit indicates that the zeolites were formed at a depth of 20 to 70 m below the paleosurface. The hydrothermal eruption breccias contain clasts of altered ignimbrite, which contain geochemically anomalous gold and silver values. By analogy with their occurrence in active geothermal systems in the Taupo Volcanic Zone, mordenite and clinoptilolite in the Ngakuru deposits probably formed at temperatures of 60-150oC from near-neutral pH waters as a result of interaction with glass-rich tuff beds. The Ngakuru zeolite deposits are therefore interpreted as shallow hydrothermal alteration zones within larger epithermal gold-bearing systems.

In coal flotation, particles of different components of the coal such as maceral groups and mineral matter and their associations have different hydrophobicities and therefore different flotation responses. By using a new coal grain analysis method for characterising individual grains, more detailed flotation performance analysis and modelling approaches have been developed. The method involves the use of microscopic imaging techniques to obtain estimates of size, compositional and density information on individual grains of fine coal. The density and composition partitioning of coal processed through different flotation systems provides an avenue to pinpoint the actual cause of poor process performance so that corrective action may be initiated. The information on grain size, density and composition is being used as input data to develop more detailed flotation process models to provide better predictions of process performance for both mechanical and column flotation devices. A number of approaches may be taken to flotation modelling such as the probability approach and the kinetic model approach or a combination of the two. In the work reported here, a simple probability approach has been taken, which will be further refined in due course. The use of grain data to map the responses of different types of coal grains through various fine coal cleaning processes provided a more advanced diagnostic capability for fine coal cleaning circuits. This enabled flotation performance curves analogous to partition curves for density separators to be produced for flotation devices.

Workplace Centred Learning, (WCL), is a learning strategy which helps organisations cope with the constant change in skill requirements that is part of business today. WCL focusses on the specific needs of the workplace and provides the structure and sets the standard whereby the required competencies can be transferred between individuals. Learning is considered part of the job and ownership is achieved by involving individuals in all aspects of the learning system. Each individual in a WCL system is considered both a learner and a teacher. A significant advantage of WCL over conventional training systems is that it responds quickly to changing requirements, and once in place, becomes self-sustaining. That is, once implemented, the system provides mechanisms to detect and respond to changes in skill requirements as they arise. WCL is a competency-based system with multiple levels of validation. It provides a flexible approach to skills development that recognises both the needs of the workplace and the needs of the individual. WCL was developed in collaboration with ALCAN Aust Ltd and is currently being implemented by companies within Australia and overseas.

Wire rope, when used for hoisting on a mine is one of the most vulnerable units in the most expensive group of installations on the mine. With the introduction of hoisting on the Koepe sheave, a new technique was established. This innovation brought with it certain advantages which long had been recognized and which are being developed further.A need exists for the development of an infallible non-destructive testing device for wire ropes and it is axiomatic that the development and application of such a device should be coupled with the physical examination of mine hoisting systems. Therefore an integrated type of research programme is necessary in order to correlate the effect of shock loading with rope damage, which may be detected ultimately bynon-destructive means. This paper reviews certain historical aspects of investigations on this topic and it outlines a policy for research which can cope with a.c. or d.c. methods of excitation of the rope.INTRODUCTIONThe importance of wire rope in mining operations is often not fully recognized. A wire rope when used for hoisting in a mine shaft should be regarded as a "machine" forming part of a system of machines, and consequently it should be specified as such when it is purchased, it should be maintained as such during its working life, and it should be discarded only when it has done its duty and has been rendered either unsafe or uneconomic for further use.Every mine shaft, vertical or inclined, has in it one or more wire ropes which are used to transport men, material, and ore. The article, as written, represents a short account of the treatment of the base bullion from the Broken Hill ores, as carried on at Port Pirie, for the recovery of lead, silver, and gold, and for the treatment of by-products. Appended is a short description of the chief facilities of plant which have been adopted to overcome the main difficulties in the refining of lead the Howard press and stirrer. The article is within the limit prescribed by the regulation for the prize offered by the Australasian Institute of Mining Engineers, comprising 30 pages, containing an average of about 200 words per page, exclusive of analyses, photographs, and sketches.The writer desires to thank those to whom he is indebted for their- kindness in affording him every facility possible to obtain the information which he required for the success of such a paper-viz., Messrs. Robertson, Leavens, and Gronow, of the Broken Hill Propritary Co. Limited, at Port Pirie, and Mr. Crowther, of the Adelaide School of Mines, to whom he is indebted for photographs. At the Cominco Ltd plant in Trail, British Columbia, the Betts lead electrorefining operation requires that antimony and arsenic be present in the lead bullion for anode slimes stability control. Until 1986 the antimony and arsenic inputs from concentrates to the Lead Smelter needed to be supplemented with high antimony and arsenic content recycles from the Silver Refinery operation to maintain a satisfactory composition. Subsequently the antimony and arsenic inputs have increased as a result of increasing levels of antimony in Sullivan lead concentrate and the purchase of larger quantities of silver/gold bearing concentrates that inherently have higher antimony and arsenic levels. The increase has exceeded the limits required by the Betts process. It therefore became necessary to install a partial softening process downstream of the Continuous Drossing Furnace to satisfactorily control the bullion composition. Process control and oxygen injection techniques used in the partial softening process are reviewed. Approximately 8 tonnes/day of softening slag are produced having a combined antimony and arsenic content of 25 percent. This slag is reduced in a recently commissioned short rotary furnace followed by vacuum distillation of the metal for recovery of the antimony and arsenic values.

The phenomena of nature cannot present themselves to any thinking wild without claiming from it some solution. The earth, as it has often been observed, is laid out like a well ordered cabinet, presenting to us, in measure, some means of judging how the laws of nature and the essential properties of matter have worked out all we see before us. "That there have been depositions of strata gradually laid down aud stocked with the remains of the living objects, vegetable and animal, that flourished when they were being imposed, is an universally acknowledged fact. It speaks of a constantly maintained series of operations whereby the globe has been brought to its present condition, and which are ever advancing it to stages that are still before it. That immeasurable ages have been consumed in effecting these developments is also conceded. We witness the very graduated rate of the existing advances and can see that the past action must have been conducted in the same slow deliberate manner. There are many questions, however, upon which inquirers are not agreed, hence they are still within the domains of fair discussion.What has led to those great climatic changes whereby the same portions of the earth have had at various times climates that were glacial, temperate, and tropical? What causes the constant contortions and dislocations of strata and the upheaval and depression of land levels, and that there is a tendency to alternation in the parallel areas undergoing opposite kinds of movement as if the sinking of one area balanced the rIsing of another? What is the reason that the centres of volcanic action are continually shifting, and that the line of greatest activity is always upon the rising areas? That portions of the earth have been subjected to intense alid long continued volcanic action, and again to long periods of repose, and that the periods of activity and repose are·recurrent at long intervals of time? What the mountain chains of the world are in broadly parallel bands? What has caused the stratified rocks to be tilted from their original?

For a blast to be successful both heave and fragmentation must be satisfactory. Amongst the major factors influencing blasting are rock properties. This paper considers the effect of rock density on fragmentation and heave and how better results can be achieved in dense ore. Patterns which increase the heave and give better fragmentation are examined and the application of theory to the blasting of the Dales Gorge Haematite, density 4.2 - 4.5 t.m.,3 is then discussed. The drilling of staggered patterns instead of square patterns and a shallower 'V' initiation system has given better heave and fragmentation. This practice has re- duced backbreak and improved toe conditions; these factors have resulted in increased load ing rates. There has been an increase in the lump/fine ratio which is consistent with the theory although other factors such as ground conditions could have contributed.

Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

The Cattlegrid copper orebody is a concealed thin, tabular sheet localised near an unconformity between two sub- horizontal Precambrian sandstone units. It extends over an area of 1,000 m by 500 m within a wider area of mineral- isation. The ore consists of complex sulphides and is neither massive nor disseminated. It consists mainly of irregular fillings in pore space developed between clasts in sandstone breccias, in fault zones and joints and along stratification planes. Its habit is unique amongst Australian base metal ore bodies. During the pre-development period ore was outlined by percussion holes but in studies leading to investment decisions ore reserves were manually calculated from intercepts and assay results of cores from diamond drill holes. The methods used for estimating reserves in the pre-production and production periods are described and evaluated by comparing mine production during the first five ore production years with the forecasts made.

Stope filling practice on the Great Boulder Mine was described in -a paper published in Aus.I.M.M., Proceedings No. 137, in 1945. When the paper was presented the process had emerged from the experimental stage, most of the initial operating difficulties had been overcome, and it had been established that this method of filling was suitable for the working of ore bodies in the Kalgoorlie field: Since 1945, it has fulfilled its early promise, -and during 1947, the tonnage of fill placed was sufficient to cover current operating requirements as called for by the mine ore breaking programme. The object of this paper is to outline current operations. In so doing it will refer' to some ground covered by the previous paper, but will omit details of the initial experimental work. It will include, however, a description of further experimental work on the use of hydraulic filling for worked-out shrinkage stopes, arid will provide more accurate data on costs than were available previously.ESTIMATE OF TONNAGE OF FILL REQUIRED.Early in 1946, the mine ore reserves were analysed in order to estimate the relative tonnages to be mined per four-weekly period by shrinkage stope methods -and by cut and fill stope methods respectively. This analysis was extended beyond the blocks already prepared for stoping, and inclqded the majority of the major ore blocks in the mine ore reserves. It gave the following results:-For a mill tonnage of 28,000 tons per period, 6,933 tons were required from cut and fill stopes, and a possible future maximum programme of 35,000 tons per period would require...

Newmont Australia Limited has for some 15 years mined a number of large open cuts associated with the Telfer Gold Dome deposits. The principal ore body exploited has been the East Flank of the Main Dome where a very high grade gold reef deposit of mixed metal sulphides, grades in excess of 20gA Au, has been mined in conjunction with dissemi- nated mineralisation contained in the overburden material. The main ore body has been under review for some years as an under- ground mine, however due to the ore body widths of less than 1 metre and a dip generally less than 35 degrees and a very weak host rocks earlier studies all resulted in a continuation of open pit mining activities. In early 1988 it was recognised that open cast mining would not be able to mine all of this valuable resource and a feasibility study was commenced to come up with a practical and economic approach to underground mining.
