The unprecedented high price of zinc ore prevailing through the early months of 1915 caused great activity in the Joplin district of Missouri. The Media mill is conspicuous as one of the first of the new "big mills" of the district. The mill was built over a mine previously worked but abandoned in 1912 because of the leanness of the ore and the large quantity of water encountered. The ore prices prevailing—$100 a ton in June, 1915, as against $50 in 1912-—favored the new undertaking. The mill was designed for good recovery so that it might operate in times of depression. In design and equipment, the mill is exclusively local in conception and construction. Former Exploitation The tract of land is a part of the large Guinn holdings; 70 acres are comprised in this particular lot, which is situated just a mile north of the center of Webb City on the Alba line of the Southwest Missouri Electric Railway. The ore lies 242 ft. below the surface at the top of the knoll which is surrounded by the well known properties: Black Cat, Ground Floor, Florence, Hurry-Up, Electrical, and Mercantile. Since the abandonment, in 1913, of the Yellow Dog a bit farther to the north, the Black Cat, Ground Floor, and Florence workings had been flooded. However, as there was no cut through from this side into the area it was proposed to exploit, it was thought that moderate pumping facilities would take care of the water. Three shafts had already been sunk to the ore horizon during the previous operations; the ground was connected by wide drifts and possibly 10 acres mined out, principally about the two southerly shafts which at surface are 8 and 13 ft. lower, respectively, than the collar of the shaft at which the new mill was built. The former mill on the lease was known as the Bohemian Girl. This mill, built in 1910, was removed after some 3 years' work. The major portion of the work described in this paper was performed by R. W. Young, † a graduate student in the department of Mining and Metallurgy, Sheffield Scientific School, Yale University, working under a cooperative agreement between the Hardinge Conical Mill Co., the Sheffield Scientific School, and himself. Since this cooperative scheme is at present in effect in the case of a considerable number of other students in the department and since it is the hope of the school that the privilege thus extended may be utilized even more freely in the future by mining and manufacturing companies, it may not be amiss at this point to give a summary of the general plan. Briefly it is as follows: A graduate student, whose undergraduate work in this or other universities shows promise of ability to handle research work, is chosen by conference between the company and instructor involved. The aim of the company in the agreement then entered into is to obtain the solution of one or more of the technical problems with which it may be confronted, or, at the end of 1 or 2 years, to obtain as an employee a man especially trained in its work. As a means to accomplish one or both of these ends, the company furnishes the machine, apparatus, or material to be tested and pays the student during his graduate work a small salary, usually just sufficient to cover his living expenses, tuition and fees. The aim of the student is special training along a line in which he is particularly interested, the attainment of his advanced degree, and the chance to show to his future employer ability to handle such problems as may be presented to him. In return for the financial aid which he receives he agrees to devote at least half of his working time to the special problem submitted by his company. The other half is devoted to study of the collateral subjects required by the department for the granting of the degree which the student seeks. The student further agrees to enter the employ of the company in question at a wage not greater than that paid in like positions to recent graduates not specially trained and to remain with his employer at such wage for at east 1 year. If the student is to obtain a degree, the special work forming the basis of his investigation must be such as will involve real research and not mere routine manipulation. The subject is chosen by conference between the three parties to the agreement. The work is carried on under the direct supervision of the instructor involved. The school furnishes the general laboratory and library equipment essential to the pursuit of any extended investigation. In

The cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot, otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist,, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; he is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and rnetallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work' I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

YouR committee's secretary submits the following report, or summary, to the members of the committee, in an endeavor to lay before them a general review of the information so far received and also his own knowledge of the work as carried on at a number of plants, this being done in part to secure further information and suggestions from members and lead to a more effective means of furthering the work of the committee. It is suggested that more detailed data be compiled regarding engineering features involved, and that papers be contributed which will deal with the safeguarding of underground electrical installations. There are few operating companies which have not started a more or less systematic campaign to safeguard their employees from accidental injuries and unhealthful surroundings, but a great deal is to be gained by experience. All may welcome the advice and cooperation of those who have been actively engaged in the work and have demonstrated the results obtainable by organized effort, and it is, therefore, exceedingly gratifying to note the ready assistance and hearty cooperation rendered by the companies that may be truly termed pioneers in the movement. No solution of the safety problem is to be found in a skrict standardization of methods, rules or devices, as the various mining, milling and metallurgical practices present too many conditions differing broadly in general principles, but some standard system embodying principles already proven to be efficient should be created, which may be modified or elaborated to meet specific requirements of each individual company, or to fit working conditions as they exist in the various mining camps throughout the country. An industrial plant is primarily a business undertaking, therefore the economic side of a safety or welfare campaign is of importance. Many small operators have been deterred from undertaking the work by their belief that it involved an expense beyond their means, and one that could not be counterbalanced by greater efficiency or saving along other lines. This idea is generally due to a lack of knowledge of the actual costs of such work, and of the results secured by judicious selection of a method commensurate with the size and nature of the opera-

Discussion of the paper of L. A. DELANO, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1267 to 1286. L. A. DELANO.-Since this paper was written, our daily mill tonnage has increased, from 2100 tons to 2700 tons a clay. We now use 11,000 lb. of chrome-steel balls of 2 ½ -in. maximum diameter, for an average crushing capacity of 275 tons per 24 hr., this giving a much higher crushing efficiency. I wish to call attention to two typographical errors in my paper as published. On page 1271, Table 1, the screen analysis of ore at the Bonne Terre mill should be stated in inches instead of mesh. - On page 1272, "the rolls average 185 tons per 24 hr., and have shown by test that 250 tons per hour can be maintained" should, of course, read "250 tons per 24 hours." THE CHAIRMAN (0. M. BILHARZ, Miami, Okla.).-Is the increased mill capacity due to improvement in the re-crushing of middlings or to keeping middlings out of circulation and treating them separately? L. A. DELANO.-AS was shown in Mr. Rabling's paper (Bulletin No. 128, p. 1161) the tonnage was raised by about 400 tons by simply changing the arrangement of screen openings in the jig bed and using punched plate instead of woven-wire screen. Then, by adding a ball-mill, we are taking from the jigs a much larger tonnage of middlings than before or as much as the ball-mill will crush. By sending the ball-mill product to tables and flotation, the jig capacity for original ore is increased. CHAIRMAN BILHARZ.-In your opinion, the satisfactory operation of a Hancock jig on a given ore requires adjustment of the length of the different screens and careful selection of screen openings? L. A. DELANO.-I think it does. In order to decide what screen openings to use on the jigs, we did a great deal of experimental work, making screen analyses of the various hutch products, and then hand-sorting the galena, middlings and chat from each size screen to determine the percentage of galena in each. Then adjusting our jig screens, we gradually worked the process up to a very efficient basis. ERNEST GAYFORD, Salt Lake City, Utah.-I would like too ask Mr. Delano whether the work of the Allen cone has been quite as satisfactory as the manufacturers claim for it.

The Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs, and the direction and supervision of plugging all abandoned oil and gas wells, under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized, and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

It is a fair assumption that the main purpose of any diagram is to present facts to the eye in more convenient form than they could be tabulated in figures, and this implies that a screen diagram should set forth in a convenient and familiar form certain facts as to the character of the material screened regardless of the screen standards used, and it seems particularly desirable on account of the well-known differences in the size of openings of different laboratory screens having the same nominal mesh. In making screen-sizing tests it has been customary first to consider the largest size, going progressively to the smallest, and this seems to have led to the practice of placing the smallest size .at the right-hand side of the diagram and measuring toward the left. This is not altogether convenient and might be changed to advantage, but for illustration I have preserved that feature and present the method just as I have used it for over 2 years. Direct plotting in which the intervals on the diagram are proportional to the sizes of the openings, or to the arithmetical difference between them, seems at first sight more natural and is extremely useful for certain purposes, but it makes the diagram very crowded in the smaller screen sizes while the larger ones occupy unnecessary space, making it less convenient for most purposes, and for that reason the method here discussed is the well-known one based on the ratio between openings, and is plotted in logarithms instead of the direct values of the screen opening. Metric coordinate paper is convenient, although not necessary; it is recommended, as the use of the metric scale gives a diagram of convenient size, but any scale of equal parts may be used. In order to make any screen diagram translatable in terms of any standard screen size, it is necessary to have noted on the size scale of the diagram all points corresponding to the openings of the various screens in question, instead of a single series of points as with a single screen. In drawing the diagram assume 0.001 in. (corresponding approximately to 0.025 mm.) to be the smallest size to be considered and fix this as the zero point at the lower right-hand corner of the diagram. This value is selected because the values are to be plotted in logarithms, and the logarithm of 1 is zero. Then lay off to the left for the position of each screen

I. N. KNAPP, Ardmore, Pa. (written discussion*).-Captain Lucas has made an important contribution to our, knowledge of Belle Isle, especially as to the outline of the sulphur deposit, and the pronounced irregularity of the salt surface. I agree with his view, that the elevation or mound that constitutes Belle Isle may consist of several salt domes formed at different periods. It may be interesting to note the high gas pressure encountered in pockets in the salt by my No. 1 Belle-Isle well. While drilling a dry hole with cable tools, we sometimes struck. pockets of gas which would float the tools, so that drilling had to be suspended sometimes for several hours at a time, until the head of gas was exhausted, and this with a string of tools, 5-in. (127 mm.) stem 36 ft. (10.9 m.) long, that weighed complete about 3500 lb. (1587 kg.). At about 1800 ft. (548 m.), we struck the largest gas pocket and the string of tools was thrown up and nearly out of the hole. When it dropped back it made several loops

(written discussion *).-Mr. Stone refers to cadmium as one of the worst impurities in ores used for the production of zinc oxide for pigment purposes, because it is very volatile and its dark brown oxide and bright yellow sulphide both have strong coloring powers so that small fractions of 1 percent. injure the whiteness of the oxide. Numerous tests have recently been made by the American Zinc, Lead and Smelting Co. to determine what effect the percentage of cadmium, as ordinarily present in zinc ores, has upon the color of oxide made from such ores by the usual grate-furnace process. It has been found that while the cadmium is readily volatile and may be detected in the oxide product by chemical analysis, the oxide product is not discolored, but is of a clear white color. Analysis of the 12 leading brands of zinc oxide, French process, lead-free, and leaded grades now on the market for pigment purposes, show them to contain from 0.02 to 0.35 per cent. cadmium, figured as metal. If these proportions of cadmium were present as oxide or sulphide, the percentages would run from approximately 0.022 to 0.40 per cent. in the first case and 0.025 to 0.45 per cent in the latter case. All these grades of oxide are widely used for pigment purposes and are of a clear white color, except the leaded grades, the whiteness of which may be diminished by the lead sulphate. THE effect of copper on steel has been studied by numerous investigators. Before modern testing methods had been developed, blacksmiths noted red shortness in iron, the cause for which was ascribed to the presence of copper. Numerous papers have been published on the corrosion of steels containing various amounts of copper, and a few writers have discussed the effect of copper on the mechanical properties of steel. The purpose of the investigation described in the following paper was to obtain additional data on the mechanical properties of medium-carbon steel containing small quantities of copper. Among those who have published results of mechanical tests on copper steels are Ball,1 who states that copper increases the tensile strength and 'hardness but lowers the elongation. Stead2 states that copper steels closely resemble nickel steels containing equivalent percentages of nickel,, as regards tensile strength, resistance to shock, corrosion and hardness. Wigham 5 found that copper in small amounts had no injurious effect on steel. Breuil4 found that with 1 per cent. carbon, copper lessened the brittleness of steel and in low-carbon steel it increased the tensile strength and lowered the ductility slightly. H. H. Campbell 5 states that copper up to 0.25 per cent. slightly raises the elastic limit, elongation and reduction of area.

The briquet plant of the Lehigh Coal and Navigation Co., at Lansford, Pa., has previously been referred to.' It has passed the stage of experiment and now rests on a foundation practically and financially sound. The purpose of this' paper is to explain how success has been attained, and to set standards for the development of hard-coal briquetting which may eliminate future failures. All the conclusions are based on actual results, avoiding speculation and theory. Up to three years ago, the L. C. & N. Co. used coal-tar pitch as a binder in making hard-coal briquets. The plant operated with a monthly output of 300 to 600 tons and was unable to meet its own expenses. Naturally, no one was satisfied, especially as the ideals of a smokeless briquet were still unrealized. Then came the Dutch oil process, introduced in this country by the General Briquetting Co. of New York. This process uses as binder a small percentage of heavy residue of petroleum, which, being liquid, permits great economy of handling; it also did away with the most objectionable fumes of the former briquets. This oil2 is not absolutely smokeless; heating the fresh fuel to red heat liberates some low-volatile hydrocarbons, yielding a white smoke which is not objectionable. On the other hand, this oil adds to the briquet about 7 per cent. of volatile matter, giving the product a heating capacity equal to that of the best free-burning anthracite coal. The average silt used in the manufacture of these boulets averages 16.5 per cent. chemical ash, corresponding to 12,000 B.t.u. per pound of coal. The Hydrolene used as binder runs about 17,500 B.t.u. per pound, and approximately 7 per cent. of it enters into the mixture, hence 12,000 X 0.93..........................11,160 B.t.n. 17,500 X 0.07.......................... 1,125 B.t.u. This paper will include a brief discussion of Prof. Howe's paper on The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite.l The general subject of grain refining in steel and iron will also be treated. The conclusions reached are stated in the following hypotheses which are discussed more in detail below. 1. The ferrite grain size in pure iron, the ferrite and pearlite grain size in hypoeutectoid steel, the pearlite grain size in eutectoid steel and the cementite and pearlite grain size of hypereutectoid steel are not inherited from the grain size of the mother austenite. 2. The only structural feature that is generally inherited from the austenite of hypo- and hypereutectoid steels on cooling through their transformation ranges is the position of the excess ferrite or cementite at the austenite grain boundaries, sometimes causing complete and sometimes incomplete networks which outline the old austenite grain boundaries. Rapid cooling through the transformation range will cause the non-inheritance of this structural (network) feature. 3. The austenite grain boundaries themselves are nearly always effaced in all steels and also in pure iron during the At transformations. 4. The grain-size refining of steel and iron is brought about by the combined effect of non-inheritance of the transformation products on either heating or cooling, i.e., the austenite transformation products do cst inherit their grain size from the austenite on cooling through the transformation range nor does austenite inherit its grain size from the products which form austenite on heating. 5. In general, in both iron and carbon steel the larger the austenite grain size, the larger will be the grain size of the transformation products on cooling. This, of course, assumes all other conditions constant except the austenite grain size. An exception is found to this general rule in very pure iron such as electrolytic iron. In this instance small austenite grains may form very large ferrite grains on cooling through Arg.

In view of the gradually decreasing known reserves of high-grade manganese ore and the rapidly increasing consumption of iron-manganese alloys in the steel industry, it is well to turn our attention to the development of low-grade manganiferous ore deposits and to the utilization of these ores in steel manufacture. The dependence of this country on imported manganese ore and ferromanganese has been forcibly brought to the attention of steel makers during the last few years by the cessation of manganese-ore imports from Russia, the restriction of manganese-ore imports from India and of ferromanganese imports from Europe. Should the importation of manganese ore from Biazil cease, the steel industry of this country would face a serious situation. The present practice of steel making requires ferromanganese in large quantities and ferromanganese of the grade used at present can be produced only from high-grade manganese ores such as the United States appears to possess only in insignificant amounts. There are in the United States, however, large reserves of manganiferous iron ore which could probably be used extensively in the steel industry if certain changes in the practice of steel manufacture were made. Thus high-grade manganese ore could be conserved. Among the most important deposits of manganiferous iron ore in this couniry are those of the Cuyuna iron-ore district of Minnesota. It is probable that in case of restriction of foreign supplies, the users of manganese in the United States would have to rely to a large extent on the Cuyuna district to make up the shortage. WheN attempting to lift mill pulp containing a considerable percentage of wolframite, in an ordinary bucket elevator, difficulty was encountered from the tendency of the tungsten minerals to settle, on account of their high specific gravity. Lifts not exceeding 20 ft. (6 m.) could be accomplished without particular difficulty, because there was insufficient time for consolidation of the heavy minerals in the bottom of the bucket; but with higher lifts, the heavy tungsten minerals would settle so solidly that when the bucket turned over at the top of the elevator the contents could be only partially dumped. In this case it was necessary to lift the material a distance of 34 ft. (10m.); hence some means had to be adopted to prevent settling, at least to such an extent that the material could be dumped from the buckets. To reduce the carrying time to a sufficient extent would have required a belt speed of 475 ft. (144.7 m.) per minute, which was not feasible. It was decided to try, by vibrating the belt about midway of its span, to keep the material sufficiently agitated during elevation to prevent settling. Underneath the rising side of the belt was placed a 12-in. (30.48-cm.) idler pulley, 18 ft. (5.5 m.) up in the total lift of 34 ft. The idler pulley was set eccentric by % in. (19 mm.) and it was hoped that the vibration thus imparted to the belt, running at a speed of 280 ft. (85 m.) per minute, would prevent settling in the buckets. It was found that the pressure of the belt on the idler, due to the small inclination of the elevator, was not sufficient to overcome sliding on the idler, and the agitation was insufficient to accomplish the desired purpose. The idler was then connected to the drive shaft of the elevator through an intermediate pulley, gearing down to a speed of 20 r.p.m., so that a positive vibration was imparted to the belt; this imparted enough motion to the belt to prevent settling and the contents of buckets dumped satisfactorily. The relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent, of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant that inherent tendency of the industrial worker to be careless, negligent, or disobedient, in respect to his own safety, and after that also of his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics, compiled from the records of the Department of Mines of the Union of South Africa, to be due in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are due to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 21/2 years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management—in short were due to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. The Committee on Technical Nomenclature, of which John T. Faig, Professor of Mechanical Engineering at the University of Cincinnati, is Chairman, appointed by the Society for the Promotion of Engineering Education, has recently issued a report advocating uniformity in the use of symbols to designate engineering and mathematical terms: The selection of the symbols was based upon a canvas of a considerable number of engineers, editors of engineering papers, and professors of engineering throughout the United States.
