TULSA SECTION At the smoker concluding the two day meeting of the Tulsa section of the American Institute of Mining and Metallurgical Engineers, Tulsa, Okla., Feb. 26, 1919, Dr. Willis T. Lee, the new head of the Geological Department of the University of Oklahoma, was introduced to the assembled geologists and mining engineers. Dr. Lee requested that the geologists and engineers who were making a specialty of petroleum geology assist him in giving a good course in practical oil geology in the Geological Department of the University. After a motion offering the services of all present in giving lectures on their special subjects had been adopted, Dr. Perrine of Hutchinson, Kans., named the geologists who were pledged to give lectures in Dr. Lee's course. The students in geology at Norman are assured of the latest information regarding practical work in petroleum geology and will have the inspiration derived from contact with men who are actually at work upon the problems which they are studying. Dr. Lee and President Brooks of the University are to be congratulated upon the introduction of this .method of instruction. The plan thus put into operation is similar to the graduate system of coaching in athletics followed at many of the large universities; what is good for instruction in athletics should also prove good for instruction in applied geology.

The war story of the engineer corps at home and in France is told officially for the first time in the advance sheets of the War Department's brief history of American war efforts. Many of these accomplishments have been published before as isolated incidents, but they gave no idea of the extraordinary duties modern warfare has laid upon engineering troops. In the engineering units that reached the other side, there were seven regiments and two battalions of railway construction engineers; five battalions for maintenance of way; two battalions for maintenance of railway equipment; four regiments and one battalion to operate the main American railways in France; three regiments to operate light railways and their repair shops; two regiments to operate the regular railway repair shops; two regiments and six separate battalions on general construction work; two regiments for storing and transporting engineer supplies; a forestry regiment; a light-railway construction regiment; a roadbuilding regiment; a water-supply regiment; a mining regiment; a quarrying regiment; a technical regiment for surveying and sound ranging; three survey and printing battalions; two railway transportation battalions; an electrical and mechanical regiment; several separate companies to operate cranes; a camouflage service; five inland waterway companies, to operate canal boats and the like; five pontoon trains and a pontoon

At a large meeting of the members of the American Fund for French Wounded it which Mr. Franklin D. Roosevelt presided and at which Mrs. B. Girault Lathrop, President of the Paris Administration A. F.F. W., gave a most interesting address, special rows of seats were reserved for the members of the W. A. A. I. M. E. Those who were unable to be present will be glad to hear that Mrs. Lathrop complimented our organization on having supplied the largest dispensary operated by the A. F. F. W. and the Red Cross in northern France. The A. F. F. W. is going to erect an American Memorial Hospital at Rheims and it is hoped that the one hundred beds in the hospital will be endowed in memory of the men who gave their lives for the liberty of the world. It will be possible not only to endow beds, for which sums of $6000 each are needed, but also to give, as. memorials, sun- parlors at a cost of $10,000 each, two roof gardens at $5000 each, a laundry at $10,000 and a garage at $10,000. The New York Section has undertaken to endow a heel in memory of members of the A. I. M. E. who gave their lives in the Great War. Perhaps other Sections or groups of Sections may wish to do the same thing, or if no other Section cares to assume so much responsibility possibly individuals may like to join the fund already growing in New York, in which case they should send their contributions to Mrs. W. Y. Westervelt, 1 Lexington Ave., New York, N. Y.

The Government has for disposal a large stock of horse-drawn vehicles that were produced during the war to transport and handle all kinds of army supplies. These vehicles consist of escort wagons, also the axles and wheels; ambulances, model 1909; sprinkler, wagons, buckboards, combat wagons, hand carts, water carts, ration carts, and medical carts. These vehicles are adapted to numerous commercial purposes. All were produced under the strictest Government rules, specifications, and supervision and are first class in every way.

ANNUAL MEETING OF THE NEW YORK SECTION - The annual meeting of the New York Section was held at the Machinery Club, May 7. While the dinner, at which fifty attended, was in progress, the names of the nominees for next year's officers were posted. The result of the election was as follows: Chairman, E. P. Mathewson; vice-chairmen, William Y. Westervelt, R. M. Atwater, Jr.; treasurer, Wilber Judson; executive committeemen, Lucius W. Mayer, Edwin S. Berry. The subject for the evening was "Organization and Campaign in France of the 27th Engineers." Colonel O. B. Perry described the many difficulties surmounted, for it was necessary to work with untrained men ALLEN H. ROGERS WALTER S. He described the unusually fine character and physique of his officers, which made it possible to make the untrained men most efficient. He described in some detail the work of building bridges over the Meuse River and the bringing up of supplies to the first army base, in particular at the Argonne-Meuse sector; General Pershing gave a personal commendation of the work undertaken by this regiment. The Colonel described the methods of operating the transportation of ammunition and supplies to the "army dumps," by which at the time of signing the armistice there had been brought up 600,000 tons of equipment for use in the projected campaigns. An interesting item was that 3,600,000 sand bags had been provided, in case the Germans should be able to turn the line of the American troops. Captain Edwin S. Berry described the methods of sending materials to the front lines and gave figures to indicate the huge quantities required, adding that the order of preference was troops, ammunition, food, and engineers' supplies. ROBERT M. KEENEY,* Portsmouth, Ohio (written discussion?).- Mr. Coffin has written a most interesting paper that covers most of the uses to which water-cooled devices are subjected; but to meet with the operating department's approval, these devices must effect a saving in cost per ton of ingots produced in the furnace. The making of steel in the open-hearth furnace is dependent entirely on the personal element. It is not possible to charge the furnace with so much raw material, turn on a valve for heat, and by use of recording thermometers, clocks, etc. empty the furnace when a steel is made. Competent men trained to the work must be in charge all the time, and the quality and quantity of steel produced is quite as dependent on the care and working qualities of the furnaces as on the raw material and working of the charge itself. Steel making is hot, hard work and the inducement offered to technical men to take up this work is not sufficient to induce many to enter the field. The result is that most of the workmen in an open-hearth plant, the men who actually operate the furnace and make the steel, are not technical men and do not understand the "whys" and "wherefores " and care less. All this means that a furnace must be built as nearly fool-proof as possible. By this I mean that it is necessary to protect those parts of a furnace most subject to abuse by water-cooled devices whenever possible, and these water-cooled appliances must he as nearly fool-proof as they can be made. The control of the gas entering a furnace is of the utmost importance. This means a properly designed port must have the same design throughout the whole run of the furnace. The entire War Minerals Relief Commission heard the case of the Chas. T. Pyrites & Chemical Company of Georgia on April 15 and 16. The Commission insisted on great detail with regard to the entire enterprise, although the main questions seemed to be of the amount involved. It is considered by the Commission that this claim comes unquestionably under the Act, it is one of the best examples that has been brought to the attention of the Government thus far. Testimony showed that operations were done on the property late in 1916 without request from the Government. Preparations were made to work the pyrites deposit on a comparatively small scale but , following a visit from a representative of the Secretary of Interior and a personal interview of the principal owner of the property and Secretary Lane, operations on a much larger scale were begun. The amounts expended prior to this interview were carefully separated from the expenditures thereafter. Testimony showed that it was the intention of the owners to transport their product by motor truck to the railroad-13 mi. away. This limited shipments to about 50 tons daily. Under the enlarged plan taken against the better business judgment of the owners, a railroad spur at a cost f nearly $200,000 was built to the mine. The operation included a concentrating mill with a capacity f 600 tons daily and an expensive dam to make possible the use of waterpower. With these improvements, the company was just beginning, operation under its enlarged program when the armistice was signed. This resulted in a greatly decreased demand and consequently lower prices, with all prospects indicating that the property could not operate profitably when Spanish pyrites begin to move.

CERTAIN influences of oxygen on iron have been known for many years and it has always been considered one of the worst enemies of the iron and steel founders. Nobody had a good word for it, hence little was done to make use of this oxygen. In all the fields of foundry practice, the desideratum was "melt without oxidation of the metal." In the consideration of the influence of oxygen on cast iron, we must not confuse this condition with oxidized iron caused by poor melting conditions, due to a high bed, heavy charges, low coke ratio, excessive melting rate, high blast, or poor charging. It is admitted that oxygen absorbed by iron melted under these conditions has a deleterious effect on the properties of the iron. The writer has had experience both in the melting under such poor conditions and in remedying these bad conditions and considers the product far inferior to iron melted under normal conditions. As stated by Dr. Richard Moldenke,1 such iron has a higher melting point and high combined carbon, is sluggish, and contains slags and oxides in solution in the liquid, causing slag inclusions and gas occlusions, thus producing defective castings. This oxidized condition cannot be counteracted or removed by any of the known deoxidizers; it can be remedied only by proper melting conditions. Such iron is really burned, whereas the iron considered in this paper was melted under normal conditions with moderate blast, correct bed height, light charges of iron, and low coke consumption and is not in this category at all. In 1914, the late J. E. Johnson, Jr., startled the metallurgists of the world when he published his results on the advantages of oxygen on cast iron.2 His work is so convincing and so logical, in spite of the common and well-established notions on the subject, that nobody has been able to refute a single argument. As it is the plan of the War Department to return 400,000 soldiers a month during the next four months, Colonel Arthur Woods, Special Assistant Secretary f War, has requested the Engineering Societies to assist the Government by soliciting their members to advise the respective societies, at the earliest possible moment, f any place where companies can employ returned soldiers. This request applies not only to the professional men who are returning but also to the miners, mechanics and other skilled labor among the enlisted men. Army discipline has not only made these men think more quickly but also more willing and obedient workers. The whole training has been conducive to regular habits and clean living steadying these men and fitting them to meet emergencies more quickly and has instilled more loyalty to their superiors and to their jobs. Further, the military instruction they have received has increased the men's powers f concentration. The War Department cannot too strongly bring before the employers of skilled labor the fact that the employment f discharged soldiers will be advantageous to the employer and economically beneficial to the country. The Fifth Annual National Exposition of Chemical Industries will be held in Chicago at the Coliseum and First Regiment Armory during the week of Sept. 22. It was decided to hold the exposition in Chicago, this year, for two reasons: The U. S. Army commandeered the Grand Central Palace Exposition Building in New York, immediately on the close of the last exposition and converted it into a receiving hospital, the use for which is now, happily, nearly ceased; and it was thought that the Exposition would succeed in bringing about a greater development of chemical industries in the Chicago district and the adjoining states. Batcheller, we are able to give the following extracts from a letter written by Mr. Caetani: It has been a nice idea of yours to collect for me all those scraps of news I received a few days ago and to send me such a long interesting letter. In four years war I have had practically no news. Burch wrote several times but several of his letters were lost and so mine. I believe I even wrote to you. Much has changed since our last days in Telluride; here and there many have disappeared. Of myself I will tell you in a few words: for a year I was in Cadore(?), where I had the good luck to do to the others what they wished to do to me, and had good luck on my side. Then I went to Macedonia for 5 months, did little fighting but lost my faithful fellow officer and companion.

The sixty-fifth Congress created a commission on classification and standardization of wages of Government employees consisting of three members of the Senate and three ex-members of the House of Representatives: The Chairman of the National Service Committee has been notified orally by the Vice-chairman that when said Commission reaches the consideration of engineers' salaries in the Government service, request will be made for assistance of Engineering Council. As it is probable that this request will be received prior to the June meeting of Council, it is recommended that action be authorized concerning the appointment of a suitable committee of Council to undertake this work.

H. G. KNOX,* Norfolk, Va. (written discussion?).-There is one subject that Mr. Hobart seems to have inadvertently omitted from his very valuable paper, and that is corrosion. The shipbuilder, perhaps more than anyone else, has constantly to guard against it, our chief reliance being paint and galvanizing, where practicable. The corrodibility of a welded. joint is salt water must be determined before deciding whether this type of construction is to supersede riveting. At the present time, this question cannot be answered, although considerable work has been started in an attempt to arrive at a conclusion. The British Admiralty and several British shipbuilders have studied it extensively. Their experiments and conclusions have been very carefully followed and reported in this country by Naval Constructor Goodall of the British Navy. To date, these show that no undue fear need be felt from corrosion. At the Norfolk Navy Yard a series of plates welded with various electrodes were submerged in dilute sulfuric acid, such as is used in cleaning prior to galvanizing. While this test may not be conclusive in any quantitative way, it does show a marked difference in the corrodibility of welds made with different electrodes tinder different conditions. To thaw any conclusions from this accelerated this accelerated test would be, however, ill advised. In riveted joints, the exposed heads and points of the rivets always show the greatest tendency to corrode. This is clue to two reasons: first, as they are raised above the surrounding surface the paint is more susceptible to abrasion; and, second, electrolytic action is set up between rivet and plate. These same reasons lead us to expect a tendency of the welded joint to corrode. Various methods have been suggested for decreasing the probable inherent corrodibility of the weld, in addition to the customary coat of paint. These generally embody the introduction of alloys, principally copper; into the electrode material. Plating the electrode with copper is not effective in that the deposited copper segregates in the weld and actually increases the electrolytic action. As far as is known, no extensive test on the so-called copper-bearing alloy steels, which might be made up into electrodes, has been carried out, but when obtainable, electrodes of this alloy will be subjected to service tests.

G. F. COMSTOCK (author's reply to discussion *).-The discussion of this paper has been of such volume and interest as to constitute in itself a sufficient excuse for the paper, even though the paper itself may have been as much in error as some of its critics have maintained. Mr. Howard does not appear to realize some very practical facts that the opponents of his theory have advanced. Among these are: the coarsely crystalline fracture of the nucleus of a transverse fissure, so different from the smooth fatigue break around it; the occurrence of fissures in large numbers in certain heats or rollings of rails, while other heats or rollings do not develop them; and the much smaller proportion of transverse fissures found in rails rolled .from reheated blooms as compared with direct-rolled rails. These facts are not explained by Mr.

This was one of the inadvertences of war. Mr. De Wolf has been Director, or Chief, of the State Geological Survey for approximately ten years. Through the courtesy of the Governor of Illinois, lie was loaned to the Bureau of Mines for about seven months, after which period he resumed his former position.
