The centenary of Julia Ward Howe, author of "The Battle Hymn of the Republic," is of particular interest to the members of the Institute because of the very active part that has been taken in the affairs of the Institute by her son, Dr. H. M. Howe. By an order of the Board of Education, the one hundredth anniversary of Mrs. Howe's birth, May 27, was observed in the public schools of New York City with the singing of the fatuous battle hymn. Boston, the city of her adoption, celebrated her centenary by a service in the Church of the Disciples, where Governor Coolidge made an address, and in which John Andrew Post took a prominent part. General Pershing sent a letter, which was read by the Rev. Abraham Mitrie Rihbany, in which he said: "It is a great privilege to bear witness to the widespread effect of ?The Battle Hymn of the Republic? on the morale of the fighting men. It is unique in its religious fervor and enthusiasm and whenever sung it can have but the same effect which it produced when it was first sung in the Civil War."

In many lines of engineering, much excellent standardization work had been done before the war but the war emphasized its importance and showed most clearly the need of cooperation to prevent the confusion caused by the promulgation of overlapping standards by independent bodies. The American Institute of Mining and Metallurgical Engineers, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Society for Testing Materials, recognizing the value of what had been done, invited the Government Departments of War, Navy and Commerce to appoint representatives to act with them to continue this work; the body so formed is the American Engineering Standards Committee. It has required time to definitely formulate its objects and to arrange methods for accomplishing them that would be effective without interfering with the many organizations that have been doing such excellent work in this line. The American Engineering Standards Committee has just completed and adopted a revision of its Constitution, which has been sent to the Governing Boards of all the Departments and Societies represented on the Committee with a request for its ratification. The new Constitution changes the name to American Engineering Standards Association as more fittingly indicating the wide scope of the interests involved. The objects of the association are stated as follows: 1. To unify and simplify the methods. of arriving at engineering standards, to secure cooperation between various organizations and to prevent duplication of standardization work. 2. To promulgate rules for the development and adoption of standards, 3. To receive and pass upon recommendations for standards submitted as provided in the Rules of Procedure, but not to initiate, define, or develop the details of any particular standard. 4. To act as a means of intercommunication between organizations and individuals interested in the problems of standardization. 5. To give an international status to approved American engineering standards. 6. To cooperate with similar organizations in other countries and to promote international standardization.

IN connection with other investigations on the properties and characteristics of chilled iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the tread and inside of the flange will show white iron to a depth of from 5/8 to 7/8 in. (15 to 22 mm.), the remainder of the wheel becoming graphitized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the' formation, of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in white iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfield. 1 Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gray upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below.

During the nineteen months in which our country was actively engaged in the war, the United States Shipping Board Emergency Fleet Corpn. expanded the shipbuilding capacity of the United States from an unimportant position among the world's producers of ocean-going tonnage to first place. At the same time it increased the overseas merchant fleet of the United States from a negligible quantity to second place. The shipbuilding program has been greatly reduced since the signing of the armistice. There have been suspended or canceled contracts for 754 ships aggregating 3,797,825 deadweight tons, which would have cost $797,564,276 to complete. The cost of canceling these contracts will be about $202,853,456, and the saving effected by cancelations will approximate $594,710,820.

MANY of the failures in vocational education are due to the fact that the educational methods were not designed to the capabilities, habits, and environments of those to be trained; rather they were based on the policy that education is education and lessons are lessons, whether for youngsters of fifteen or for men of forty. Vocational education among miners involves, first, a study of the men themselves, their habits, and the use of their leisure time; second, a study of the differences between the methods of teaching required for men and for children. Certain fundamental requirements of training methods for miners are reasonably universal and may be applied with success to any ordinary mining community. The rate of labor turnover is another consideration; it would be useless to design a four-year course for men who remain in one place only a few months.

THERE is a wide difference of opinion among rifle experts in the matter of barrel steel, and the relative importance to the life of the barrel of the steel's composition, heat-treatment, structure, and physical properties. In order to promote discussion, which it is hoped may lead to the discovery of the source of 'some of the traditional beliefs on the subject, the results of some tests are presented here, with data on heat-treating, physical tests, and erosion. The detailed metallographic study of this steel is given in another paper.1 The conclusions from these tests should be capable of wider application than their direct bearing on the barrel-steel problem. The Government specifications for barrel steel for model 1903 rifle (Springfield) call for carbon 0.50 to 0.60 per cent., manganese 1.00 to 1.29 per cent., silicon under 0.25 per cent., sulfur under 0.06 per cent., phosphorus under 0.08. per cent. The minimum physical requirements are: Tensile strength,- 110,000 lb. per sq. in. (7733 kg. per sq. cm.); yield point, 75,000 lb. per sq. in (5472 kg. per sq. cm.); elongation, 20 per cent.; reduction of area, 45 per cent. Material fulfilling these requirement's gives practically no failures when proof-fired, with charge of 70,000 lb. per sq. in. pressure, which is 40 per cent. in excess of the service charge. The turning and drilling operations show up any seams or laps such as accidentally occur even in- the best heats of open-hearth steel, so that' faulty stock is practically all eliminated before proof-firing. These physical requirements are met either by rolling billets at, a proper temperature clown to the form of tapered barrel blanks or by heat-treating bars that have been upset to enlarge the breech section. The transformation temperature of this steel, on heating, is around 1350° F. (732° C.), varying somewhat with the composition and the rate of heating. IN examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found apiece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstättian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). Representative samples taken from the metal in the three zones showed the following analysis: C Ni Cr Metal from skin 0.34 1.26 0.63 Widmannstättian zone 0.21 1.18 0.63 Metal from center 0.34 1.32 0.67

IN view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with sonic of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed.

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.
