MINE FIRES, in the Butte District, have been a source of trouble and expense for the past thirty years, for while the actual fire area in most of the mines has been comparatively small, the handling of the gas has generally been a much larger problem than the actual putting out of the fire. The chief causes of these fires have been: Defective electrical equipment, incendiarism or carelessness, and spontaneous combustion. While fires from the first two causes have been numerous, they have generally been discovered and extinguished before they became very serious. Spontaneous combustion has been the cause of most of the large fires. Sufficient heat has been generated by ground movement, high rock temperatures, and decomposition to set fire to inflammable materials (tarred ropes, canvas, dry timber, manure, and hay) left in the gobs some years ago. Also, the heat resulting from the oxidation of the fine broken sulfide ore is sometimes sufficient to set fire to the timbers. In 1906, a fire was discovered on the 1100-ft. level of the Minnie Healy mine about 400 ft. (122 m.) west of the Minnie Healy shaft, which presumably originated, in one of the upper levels, from spontaneous combustion. The fire was walled off by concrete bulkheads and a pillar of ground 100 ft. (30 m.) thick was left below and mining resumed underneath. During subsequent operations, this pillar became cracked and broken and the fire passed into the new workings. It travelled downward and spread rapidly until, in 1917, it had become necessary to wall off portions of the Tramway, Leonard, and West Colusa mines on the 1300, 1400, 1500, 1600, 1800, 1900, and 2000-ft. levels, and the top of the 2200-ft. raises were sealed. The fire area now consists roughly of a block 1000 by 1200 ft. and from the 600-ft. to the 2200-ft. level. This block is composed largely of a series of parallel northwest-southeast nearly vertical veins and stringers that form a large orebody, with no well-defined walls but badly fractured and faulted, and known locally as "Horsetail Ore." These veins, or orebodies, are mined by the square-set or the rill method.

IN THE anthracite fields of Pennsylvania, mine fires occur with more or less regularity and their existence is an ever-present hazard in coal mining. In all probability 90 per cent. of the mine fires can be ascribed directly or indirectly to the ordinary miner's open lamp. Other causes may be smoking, electrical installations, gas explosions, gas feeders, and the communication of fire to the outcrops from ash dumps, culm banks, timber and brush fires. Fires in pump rooms, engine rooms, and barns have been largely eliminated as a result of the Act of .Assembly, approved June 15, 1911, which provides that all inside buildings, including engine rooms, pump rooms, barns etc. shall be constructed of incombustible materials. Smoking of pipes, cigars, and cigarettes should be prohibited in the mines and too much care cannot be exercised in preventing fires by enforcing all rules designed for that purpose. Mine fires that involve underground fighting are invariably dangerous, and all fires, irrespective of the method pursued in extinguishing them, involve property loss and expense. Each fire generally presents a more or less original problem, dependent on the particular conditions. Generally mine fires may be divided into two classes: Those occurring in inaccessible workings and those occurring in accessible workings. The methods pursued in extinguishing or controlling mine fires are as follows: (1) direct attack, (2) smothering by sealing, (3) flushing with silt or other solids, (4) flooding with water, (5) cutting off, (6) surrounding with incombustible materials, (7) digging out by stripping from the surface. Most fires are extinguished in their incipiency by direct attack and failure to extinguish by this method is due to late discovery, lack of water, and facilities for fighting, or improper procedure in the initial attack. Should the method first pursued be unsuccessful, careful consideration should be given in determining next the method to be adopted; then the work should be carried on as rapidly as possible and under the supervision f the most competent persons. Some mine gases have been a real problem since the very beginning of underground mining and in the early days there was insufficient knowledge to really cope with them. The history of mining shows that until the last 50 years, work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high pressure ventilating fans. In early days the miners were not educated as to the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps" which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were as follows: Blackdamp A condition of the atmosphere where a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen and which could contain a combination of any of the mine gases. Firedamp Flammable mixtures of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide.

The mine hoisting equipment that is selected and installed at a mine is the lifeline of the mine, and therefore the proper selection of equipment will save a lot of time and money during the life of the mine. Various types of mine hoist designs &e available today, and each has their advantages and disadvantages. Double Drum Hoists, Single Drum Hoists, Friction Hoists and various special designs of these are available but should only be used on applications where they are suitable. There have been several new drive systems for mine hoists which have come into the picture in the last ten years, and they in turn must be evaluated along with the existing drive systems for each hoist application. It does not make sense to properly select the hoist mechanicals, and then have a drive system that turns out to be a bottleneck. This paper will attempt to cover the above noted systems - both the hoist selection and hoist drive system that will provide the mine with a reliable and economical hoisting system. I. Mine Hoist Types There are two basic types of mine hoists available in the world today: the drum hoist on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe), which merely passes the rope over the wheel during the hoisting process. Following is a general outline of each type of hoist and the hoisting applications that they are suitable for. First let us consider the simple Single Drum Hoist. As a Service or Production Hoist with cage or skip in balance with a counterweight, a Single Drum Hoist can efficiently service one or more levels since the location of the counterweight at anytime is not important. As a Production Hoist with skips in balance the Single Drum Hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the Single Drum Hoist. This has to be done periodically to compensate for rope stretch. A variation of the Single Drum Hoist is the divided drum hoist. If multi-layer winding is necessary the Single Drum Hoist must have a divider to allow a separate compartment for each rope. If a counterweight is used with a divided drum application the counterweight rope can be wound on a smaller diameter (Figure 2). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are reduced.

The Empire IV expansion is on schedule for completion in January 1980; Hibbing Taconite's 2.7 million ltpy* expansion should be finished late in 1979; and Reserve Mining's tailing disposal project is on target for April 1980. Erie Mining Co., the first to bring 170-ton haulage trucks to the Mesabi Range, reports excellent operating results, and Inland Steel expects to produce 80% of its pellets in 1979 using coal rather than oil. One Michigan mine has so many inspectors that it has hired a school bus to transport them around the operation; and a contractor reports that mine construction projects of the future may require the training of 15,000 workers. All of this was covered at the 52nd Annual Minnesota Section AIME Meeting and the 40th University of Minnesota Mining Symposium, a joint event held each January in Duluth.

THE relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent.of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant. that inherent tendency of the industrial worker to be careless, negligent or disobedient, in respect to his own safety, and after that also f his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling, anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics compiled from the records of the Department of Mines of the Union of South Africa to be clue in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are clue to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 2 ½ years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management-in short were-clue to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. A recent research study performed under US Bureau of Mines Contract No. J0199088 "Modular Irrigation Equipment for Reclaimed Strip Mined Lands" investigated the feasibility of irrigation as a reclamation tool in the arid and semi-arid regions of the Western United States. Review of mined land characteristics, evaluation of irrigation systems, and assistance from the mining industry resulted in the design of two strategies for the implementation of reclamation irrigation using solid set systems. It is not the intent of this paper to suggest the generalizations made on the basis of a six state area can extend to the design of an irrigation system for a specific mine site. The purpose is to present two irrigation strategies that may be implemented with solid set irrigation in this six state area. The reader should note that the following is the result of research and, therefore, original concepts were presented. The ultimate validity of these concepts will be determined by future field tests.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. IN all mining operations a considerable portion of the work performed, especially underground; is accomplished under artificial light, yeti this subject is often not given proper attention. Poor illumination decreases mining efficiency, impairs the sorting or grading of ores, and increases the risk of accidents. In the beginning, and for several years afterward in the metal-mining industry of Butte, Montana, candles placed in candlesticks were carried by the men. Sconces or holders for candles were also provided at stations and curves in drifts to furnish better light for men engaged in. hand tramming. It was also common practice to place clusters of candles on the ground, with no provision for guarding against an underground fire other than the exercise of sufficient care by the men themselves. An accumulation of candle grease from this source was the direct result of the first serious fire in the Anaconda mine, in 1889.

Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science-the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures.

MINE models have three distinct uses: 1. As exhibits in expositions and museums. 2. As exhibits in law suits. 3. As illustrations in teaching mining engineering. All three uses are in a sense educational. The third, or distinctively teaching function, has not been extensively developed in America as it has been abroad, chiefly because of the cost of the models and the scarcity of model makers. In connection with expositions, such as the Columbian, the Louisiana Purchase, and the Panama-Pacific, a number of very good mine and metallurgical models were prepared with funds furnished by State commissions, by mining organizations or mining companies. At the close of these, expositions, some of these models have been deposited in National or State museums or in educational institutions, but too many of them have been lost, or have been stored, away in some mining company's office or in the basement of some State building, where they have been lost sight of and have gradually fallen to pieces. A visitor to a German mining school is impressed by two facts: 1. The mining laboratories are in general inferior to those in America. 2. The mining museums are infinitely superior -to ours, particularly in models exhibited. One may reply to this comparison by saying that a museum is necessarily a work of time. From the historical standpoint this is, of course, true, but it is not necessarily true in connection with a working museum intended to illustrate current practice. For instance, the oldest mining school in Germany, that at Freiberg, has much excellent historical material, but very little on modern practice, while Berlin, one of the youngest German mining schools, has a most extensive and valuable collection of modern appliances and models. This is true in spite of the fact that one of the best-known model shops is at Freiberg, from which many of, the models to be seen in America have come. Mine models are of great value to the student and to the layman in visualizing underground conditions, and, in a measure, should be just as much a part of the equipment of a mining school as sets of ore specimens, catalogs, or drawings. The chief drawback, as Professor Stock has indicated, is the time and cost of making them. The greatest good in the development of the model comes to the person who makes it, and I have often wondered whether it might not be possible to have each student make one model during his undergraduate career. At the University of Washington we have been collecting sets of mine timbers, made of 6 by 6-in. lumber, illustrating shaft, level, and stope timbering. This work has been done by freshmen. Perhaps each educational institution could specialize in the creation of a certain type of model and exchange its product for that of another school, just as we now do with ore collections. In this way we could build up good museums at a relatively low cost. JOHN R. CHAMBERLIN, New York, N. Y. As an educational illustration in colleges, especially when the students themselves build the model under the direction of their instructors, it is of the highest value; and as each condition in mining requires special methods to depict properly in a model, the student is compelled to exercise considerable inventive resource to construct a true representation, stimulating the imagination and interest in his subject. Models built for exhibits in lawsuits are usually constructed to show prominently some particular feature of vein formation or geology, or the relation of underground workings to surface property lines, and as such their use is invaluable to the successful litigant. When the litigation is ended, it is natural that the model should be relegated to the basement and frequently destroyed, as data on underground workings are often considered of a private character by the operators; and it is

INTRODUCTION Uranium mining in the Grants Mineral Belt has undergone changes from methods pioneered during the 1950's and has now become fairly standardized throughout the district. The orebodies vary in size and shape and have been most successfully mined by using modified room and pillar methods with pillar recovery. This paper will expand on methods and equipment that are being used and modifications of these that will increase productivity and efficiency. GEOLOGICAL BACKGROUND The petrology of the Grants Mineral Belt consists of alternating layers of sandstone and shales (mudstone), with occasional thin layers of coal. The sandstones are aquifers which are generally artesian to some extent. The shales are bentonitic and decompose into extremely sloppy mud when exposed to water. Figure 1 shows a typical geologic section. Most of the uranium produced in the Grants Mineral Belt comes from the Westwater Canyon member of the Morrison Formation and occurs as scattered ore bodies throughout the formation. This formation consists of layers of bentonitic shale and sandstone of varying degrees' of cementing and grain size. It is also a very significant artesian aquifer. The unconfined compressive strength of the various formations is not high, as shown in Table I. It is important to note that these represent average values and a great range may exist within a single formation, especially In the Westwater which is the ore formation. [ ]

The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.
