Abstract

The paper describes a technique that has been developed by the Health and Safety Executive (USE) to make an assessment of the effectiveness of Health and Safety (H and S) management at complex sites. The paper then describes how the technique was adapted and used for the first time at a large coal mine. The results highlighted certain deficiencies in the safety management system, allowing directed advice to he given to management.
