Y.: Mr. Bain's introductory statement that there is a growing disposition on the part of the public " to change emphasis " in government from political equality " to " social justice " is somewhat vague; but I gather from his argument that he approves the growing disposition to which he refers, and that the " emphasis " which it demands involves a radical change in the policy hitherto pursued by the United States—the policy under which the Pacific States and Territories have been developed thus far.
