Abstract

The paramount responsibility of Government is to protect the general welfare. One of the chief functions of the Bureau of Mines is to investigate and publicize methods of increasing safety and efficiency in mining operations. In an industrial civilization, energy resources constitute the foundation of a sound economic structure (14).4/ Coal is only one source of energy, but it provides more than half the energy consumed in the United States.
