? Good construction and inspection presumed. ? Capacity-computation factors are independent of construction method. ? To account for variable or uncertain site conditions, anticipated construction problems, and/or minimal inspection, increase factor of safety. ? Conduct load tests and/or develop easily implemented design alternates (e.g., straight shaft in case bell can't be formed) to reduce factor of safety.
