Abstract

Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.
