Abstract

This case study is an example of how Encyle/Texas, Inc. (a subsidiary of ASARCO) responded to various socio-economic forces by converting an idle zinc hydrometallurgical refinery into a metals recycling facility. The facility accepts metal-laden process waste streams and produces various "synthetic ores" which are sold back to industry. Acceptance and reactions by industrial, political, economical and regulatory interests towards the project are also discussed.
