Abstract

At least three major consortia are gearing up for actual mining tests in the near future, two prospective entrants are seeking partners, and significant behind-the-scene changes are occurring in attitudes at the Law of the Sea Conference. On top of this, the prospects for passage of a deep-ocean mining bill through Congress arc steadily improving, although Administration objections persist and the threat of a Ford veto remains.
