Abstract
Mining companies in communities without other large employers often encounter dependent or defiant stakeholder attitudes, sometimes simultaneously. Less often they also see some slip into social dissipation or advance towards sustainable development. This paper presents a four-quadrant framework that shows how patterns of social capital foster these four reactions. The two dimensions defining the quadrants are the social capital levels (a) between the company and each stakeholder, and (b) among stakeholders themselves. Examples from the Antamina mine in Peru illustrate a social capital measurement system that can predict these reactions and help the community chart its path towards sustainable development.
