Summary / Abstract In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. It may be added that the benefits in terms of improved social perfromance would also be substantial. However, it is clear that the benefits from utilization of subsurface
